Approva I of ,t4i nl!tes The MInutes of the Regul"r Council Meeting of April 29, 1974, were approved as amended. BUSINESS FROM THE FLOUR: Mr. and Mrs. L. MacEachron, 1963 West County Road E2, Informed the Counci I "rhat they want to be excluded from the Ramsey County Open S~ace acquisition program, and have arranged to meet with the Ramsey County Board on June 3rd re this reque&t. Mrs. MacEachron explained that they are sympathetic with the oper space program, but want to be able to sell their proper"ty at a profit, .f possible, or at least for fair market value, which to date is not offered. The Council requested MacEa~hrons to k~ep the Village advised on status of their request. Development Agreement 'for Hunters Park Second Addition and authorize Its execution by the Mayor and Clerk Administrator. Motion carried unan I mous.1 y. Summer Youth Employment Program Agreement Lynden referred the Counc! I to his letter of ~layl3, 197", re 1974 Summer Youth Employment Program Contract. Feyereisen moved, seconded by Crichton, that the Councl I approve the contract and authol-Ize Its execution. Motion carried unanimously. Crichton moved, seconded by Wingert, that the Councl I approve Ordi- nance No. 178, AN ORDINANCE AMENDING ORDINANCE NO. 92,THE INTOXICA- TING LIQUOR ORDINANCE. BY CHANGING CERTAIN PROVISIONS RELATING TO MINORS, BY ADDING PROVISIONS CONCERNING EVACUATION OF LICENSED PREMISES AND CONSUMPTION pCT~~ HGCRS, AND BY INCREASING THE MAXIMUM FINE ASSES- SABLE IN THE PENALTY PROVISION, as read. REPORT OF VILLAGE ENGINEER DONALD LUND Arden. Manor Status Report Lund referred the Council to Report No.9 from Suburban Engineering re Arden Manor Mobile Home Park. Lund reported the" following: I. Four connection~ have been made to the Village Sanitary Sewer; noti n9 that !l2 connectl.:>ns were to be made until sewer lines had been tested and found to be satisfactory. 2. Sewer on Highway 96 rlght-of-wdY 15 plugged with dirt. -1- Minutes of Regular .Counc! I Meeting Page t\vO May 13, 1974 3~ The manhole on Highway 96 right_of_way Is about 3 to 4 feet below grade. 4. The sewer lines and manholes need cleaning. Lund assured the Council that corrective action will be taken to obtain adequate compaction and compression tests wi 1 I be run: work wi I I be required to be rG-done, If necessary: no further connections to sewer lines \~1I1 be allowed until assured there Is no Infiltration. The Counci I requested Engineer Lund and Inspector West to Inspect the sewer connections which have been made. . Mr. Adams explained that he did not understand that sewer connections could not be made; although the connections have been made, the lines are not I n use. Pro~osed House Removal Adams explained that he has a buyer for the house at 1964 Mounds Avenue, and he desires to move two, and hopefully all three, houses from the park; proposing to leave this area open; not proposing additional units. The Councl I determined that this would constitute a change from ~he plans shown to the Council on February II. 1974, and requested that Mr. Aaa,s submit plans to the Village Council on May 28, 1974, Indicat- Ing the resultant topography and proposed land use changes. for Council consideration: no houses to be moved prior to obtaining Council approval of the proposed plan changes. IlleQal Pumping of Storm Drainage The Council referred a memo from Bud Johansen, dated 5/10/74 and 5/13/74 re Illegal discharge of surface water Into sanitary sewers to Don Lund. Clerk Administrator McNlesh was requested to prepare letter to residents informing of regulation prohibiting storm water ~un-off draining Into sanitary sewer system; letter to be Included with next utility billing; separate letter to be sent to business places officials, advising of this regulation (not a utility bill enclosure). Engineer Lund was requested to suggest methods to prevent this Illegal flowage Into the sewer system, and Building and Plumbing Inspectors to be advised of the problem. REPORT OF TREASURER RICHARD O'KELLY O'Kelly reported an Investment of $100.000 on May 2nd, for 30 days @ 10.95% Interest, and a $110.000 Investment on May 10th for 90 days @ 10.95%, at First Nat!onal Bank o-f Sf. Townhouse Vlflaqe~ at Arden Hi lis Wingert referred the Council to the Minutes of the Planning Commission Meeting of May 7th, and moved, seconded by Olmen, that the Council approve the Final Plat, subject to receipt of: I. Easements and Covenants 2. Development Agreement 3. Bon ds 4. Motion was seconded by Olmen and carried -unanimously. REPORt OF COUNCILMAN STAN OLMEN - Finance . Finance Committee Recommendations - Industrial Revenue Bonds Olmen referred t~e Council to Minutes of the Finance Committee Meeting of May 9, 1974, and moved Counci I adoption of RESOLUTION RECITING A PROPOSAL FOR A COMMERCIAL DEVELOPMENT PROJECT GIVING PRELIMINARY AP- PROVAL TO THE PROJECT PURSUANT TO THE MINNESOTA MUNICIPAL INDUSTRIAL DEVELOPMENT ACT AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR APPROVAL OF SAID PROJECT TO THE COMMISSIONER OF ECONOMIC DEVELOPMENT OF THE STATE OF ~~ I NNESOT A AND AUTHOR I ZING THE PREPARA T I ON OF NECESSARY DOCUMENTS AND MATERIALS IN CONNECTION WITH SAID PROJECT. Motion was seconded by Feyerelsen. In discussion, it was noted that Item 2, page 3 of the Resolution cites situations which are not considered appropriate to Arden Hills, such as: I. Prevention of the emergence of blighted and marginal land, and, 2. Prevention of chronic unemployment, etc. Motion did not carry IOlmen and Feyereisen voting In favor of the motion; Crichton, Wingert and Crepeau voting In opposition). Gara~e Sale Permit - Mr. and Mrs. Haroldson Olmen moved, seconded by Feyerelsen, that the Council approve the Permit for a garage sale at 1748 Glenvlew Avenue, May 31 and June I, 1974 as requested lpermit No. 74-3). Motion carried unanimously. REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works, Ordinance Review Full Time_Emploloe CrIchton moved, seconded by WIngert, that the Councl I approve the full time employment of Rollyn Young In the Public Works Department, at $5.10/hour; salary to be reviewed with 1975 union contract lnot at end of 6-month probationary period). Motion carrIed unanimously. Part Time Employoes Crichton moved that the Council approVe the part time employment of Steve Zehm @ $3.25/hour and Mike Mankowski @ $2.75/hour, in the Public Works Department. Motion was seconded by Wingert and carried unani- mously. REPORT OF COUNCILMAN WILLIAM FEYEREISEN - Parks and Recreation, Human Rights Part Time Employee Feyerelsen moved that tha Counci I approve the part time employment of Douglas Fish at $3.00/hour In the Parks Department, starting at appro- priate time. Buckley assured the Councl I that this price includes sides for the flat-bed and that no other expenditures would be Involved; trailer Is guaranteed. Motion was seconded by Wingert and carried unanimously. Garden Plots Buckley reported that all garden plots have been sub-leased. Tree Spade Rental Guckley reported he has made an agreement with Rosevl lie to rent a large tree spade for park improvement planting .in Arden Hills and proposes to pay rental fee estimated at $1,000 from site Improvement budget. ~an Rights CommIssion Feyerelsen reported that about 20 Indian children from Nett Lake . Reservation wi I I get together with Arden HI I Is residents at Bethel College at 7:30 p.m. Saturday evening for a pot luck supper; those wishing to attend should bring a hot dish and dessert or salad; beverages wi II be furnished; call Janet Moore for arrangements. Rosevl I Ie Councl I Meeting Re Metro Transit Connection Feyerelsen reported that a bus Interchange from Rosedale to Minneapolis and St. Paul Is proposed; Villages Involved will be requested to up-grade streets. HopefUlly 70~ of these lines wi II be operational by June, 1975; working to get drivers trained now. He said reverse commuting will also be considered. . Feyereisen said that a "park and ride" area Is presently proposed on Fernwood, near the tennis club and Control Data, and after discussion, MTC document re road standards was referred to the Public Works Committee for recommendations to the Council. REPORT OF MAYOR HENRY J. CREPEAU, JR. -General Government, Public Sa fa ty Village Biennial Elections After discussion re number of Councilmen to be alected at each biennial election, Crichton moved, seconded by Wingert, that Councl I approve the shortening of Councilman Charles Crichton's term by one year. Motion carried unanimously. (This wi I I provide for the elactlon of two Councilmen and the Mayor at each regular biennial election.> Temporary Mobile Home Location Crichton moved, seconded by ~Jingert, that the Council approve the location of a 12' x 50' mobile home at 1655 Oak Avenue for a period of 60 days, for temporary living quarters while house fire damage Is repaired.
