MINUTES
CITY OF ARDEN HILLS, MINNESOTA
SPECIAL CITY COUNCIL MEETING
FEBRUARY 17, 1998
4:45 P.M. - ARMY RESERVE CENTER
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Acting Mayor Dale Hicks called to order the
Special City Council meeting at 4:50 p,m.
Present:
Councilmembers Beverly Aplikowski and Paul Malone with Mayor Probst
arriving at 4:51 p,m, and Councilmember Susan Keirn arriving at 4:54
p,m.
Also present were City Administrator, Brian Fritsinger; Community Development
Director, Kevin Ringwald; Public Works Superintendent, Dwayne Stafford; Parks and
Recreation Director, Cindy Walsh; Administrative Secretary, Sheila Stowell; and
Financial Consultant, Steve Apfelbacher, of Ehlers and Associates,
ADOPT AGENDA
MOTION:
Councilmember Aplikowski moved and Councilmember Malone seconded a
motion to adopt the agenda for the February 17, 1998, Special City Council
meeting as presented, The motion carried unanimously (3-0).
UNFINISHED AND NEW BUSINESS
A. Resolution #98-23, Awarding the Sale of General Obligation Tax Increment Bonds,
Series 1998A; Fixing Their Form and Specifications; Directing Their Execntion and
Delivery; and Providing for Their Payment
Mr. Post explained this action is related to the public improvements, which are part of the
Gateway Business District (GBD) development project with Welsh Company,
Mr. Apfelbacher presented a bid tabulation, a copy of which is attached hereto and made
a part thereof, in accordance with the Terms of Proposal of the Bond Sale Report.
MOTION:
Councilmember Malone moved and Councilmember Hicks seconded a motion to
adopt Resolution #98-23, Awarding the Sale of$3,100,000 General Obligation
Tax Increment Bonds, Series 1998A; Fixing Their Form and Specifications;
Directing Their Execution and Delivery; and Providing for Their Payment. The
motion carried unanimously (5-0),

MISCELLANEOUS ITEMS
A. CITY ADMINISTRATOR SALARY
Councilmember Malone proposed that the Council take this opportunity to make an
adjustment to the City Administrator's salary. Coucilmember Malone cited Mr.
Fritsinger's high and consistent performance as evidenced in the review recently
completed by the City Council, and in accordance with Mr. Fritsinger's January 30, 1998
anniversary date.
MOTION:
Councilmember Malone moved and Councilmember Hicks seconded a motion to
increase City Administrator Fritsinger's annual salary to reflect 100% of the
Salary Range as addressed in the City's 1998 Salary Step Plan, effective January
30, 1998. The motion carried unanimously (5-0).
ADJOURN
MOTION: Councilmember Hicks moved and Councilmember Aplikowski seconded a
motion to adjourn the meeting at 4:55 p.m. The motion carried unanimously (5-
