HomeMy WebLinkAboutCCWS 09-21-1998 MINUTES t eITY OF ARDEN HILLS, MINNESOTA WORKSESSION MONDAY, SEPTEMBER 21, 1998 4:45 P.M. - LAKE JOHANNA VOLUNTEER FIRE DEPARTMENT, STATION NO.1 3246 NEW BRIGHTON ROAD, ARDEN HILLS, MN eALL TO ORDER Pursuant to due call and notice thereof: Acting Mayor Paul Malone called to order the City Council Worksession at 4:57 p.m. Present were Councilmembers Beverly Aplikowski, Susan Keim, and Gregg Larson; City Administrator, Brian Fritsinger; Public Works Director, Dwayne Stafford; City Accountant, Terrance Post; and Administrative Secretary, Sheila Stowell. Mayor Probst arrived at 4:55 p.m. Bethel Park DeveIovment Proposal City Administrator Fritsinger introduced several maps noting the location of a proposed park development between Bethel College and the City. Of the two parcels under consideration for development, one was owned by Bethel College and the other by the City. Mr. Fritsinger stated that there was potential for park development in this area, and . both the needs of the City and the college could be met through ajoint effort. Mr. Fritsinger stated that due diligence was being performed by the City and the college at this time. The City had been reviewing wetland delineations, and the college had been performing a traffic analysis and soil borings. Mr. Fritsinger introduced Craig Hjelle, Director of Physical Plant, representing Bethel College, and Mr. Hjelle further expanded on Mr. Fritsinger's comments regarding the conversations that had been held with City staff. Mr. Hjelle noted the need to meet programming needs of both entities; development of a budget and possible sources of revenue for the proposed project; concerns regarding pedestrian traffic and accessing the property across the road from Bethel; and maintenance of the site after development. T t was the consensus of the Council that staff continue conversations regarding this potential development. After completion of the studies, Council should be updated as to the feasibility of such a project. If, at that time, the Council deems the project feasible, the Parks and Recreation Commission should be brought into the picture and pursue neighborhood involvement to address questions and comments from residents. MISeELLANEOUS ITEMS 1369 Forest Lane. Prooertv Uvdate . Mr. Fritsinger updated the Council on the Nixon property located at 1369 Forest Lane. The Council had, at their August 31, 1998 Council meeting, given an extension to the bench order for Mr. Nixon, until September 21, 1998, to provide building plans to the City's Building Inspector, ----------- ARDEN HILLS CITY COUNCIL WORKSESSION - Sentember 21 1998 2 . and obtain financing for repairs to the property. Mr. Fritsinger stated that while no permits had been issued or any plans received, the property owner was working on the house, evidenced by a full commercial dumpster located on the property. Following discussion, it was the consensus ofthe Council that staff direct Mr. Nixon to provide plans as previously directed. Staff was also directed to have City Attorney Filla confirm that a mortgage release had actually been filed, and to have Mr. Nixon attend the September 28, 1998 Council meeting to give the Council a status report. Fairview Avenue Driveway (Ward) Mr. Fritsinger updated the Council regarding a property line dispute on Fairview A venue that was recently precipitated by the 1998 street improvement project. It was noted that a driveway apron and driveway was actually located on a neighbor's property, and the location ofthe apron was relocated to the appropriate property during the reconstruction process. Mr. Fritsinger reported that the affected property owner was apparently not pleased with this outcome, and had contacted Mayor Probst after repeated conversations with staff and the City's engineers. ., The consensus of the Council was that the actions taken by staff and consulting engineers were appropriate in the circumstances, and staff was directed to obtain a copy of the letter prepared by the resident for the consulting engineer for City records. eitv Newsletter Discussion Councilmember Keim requested that the October Worksession agenda include time to discuss the City's newsletter, the Arden Hills Notes. ADJOURN With no further discussion items, Mayor Probst adjourned the meeting at 4:45 p.m. to host the Committee/staff recognition barbeque. .
