deferred pending the City EnglnBer's drainage study and his recom-
mendations to Counci I.

Mr. Tom Lynch, Winsor/Farley Architects, explained that proposed
slgnage will be presented fer approva I at a later meeting; request

Permit application, which includes exterior elevations of the

City Participation_
Deferred to meeting of January C 1978, at request of Northwest Suburban
Youth Service Bureau.
EstImated Cost of Report on Streets and Drainage, Northwestern Portion
of the Village
Woodburn moved, seconded by Hanson, that Counci I authorize the City
Engineer to prepare, 'n concert I<lth the City Planner, a concept~,al
drainage study for the northwest area of the vi Ilage. Motion
carried unanimously.
. Public Safety Commit'ree Reco'llmendation on County Street Lights

Gary Getty reported that he and Lt. McCal I made a visual survey of
the ~ounty lights, which are to be turned over to the City for

certain lights which mutually benefit adjacent municipalities, costs
of which could be shared etc.
Getty reported that in his discussion re the possible shutting off of
some lights on the AI'den Hills border streets, Shoreview's City
Manager Dickson Indicated that Shoreview wi II possibly add lights,
rather than eliminate them; Engineer Nervig advised that between
County Road D and Highway 96, Shoreview currently has 18 lights and
Arden Hill s 4 lights.
Rosevllle's Pub Ilc WorKs 01 rector, reported that Rosevi lie has no
intention of picking up the cost of the lights; Rosevllle has
instigated legal proceedings which Is currently before the Attorney
General for an oplnlot'.
New Brighton wi II benefit by the program; consequently are in favor
of the turn-over to That City.
After discussion, Caunci 1 deferred action pending the Attorney
General's opinion and authorized Clerk Administrator and City Attorney
to cooperate with other communities in efforts to not take over
maintenance costs of the lights. Getty was requested to report his
findings to the PubliC Safety Committee.

Counci I discussed th.. right-turn lane Into C.P. from Hamline Avenue.
Clerk Administrator was requested to determine where Arden Hi I Is' portion
. of Hamline Avenue b'~Hins. The matt'~r of safety of the right-turn lane
was referred to the Public Safety Committee for its recommendations
to Council.
