Pursuant to due cali and notice thereof, Mayor Crepeau called
the meeting to order at 5:30 p.m.

Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton,
Ward Hanson, Robert Woodburn.
Absent - Councilman James Wingert.
Also Present - Treasurer Donald Lamb, CUerk Administrator Charlotte
McNlesh.

1978 Bud~et and Tax Levy in the proposed budget
McNlesh reviewed summaries of changes made
at the Counc I i Meeting on September 26th. I. f no Genera I Fund
Reserves are used to finance the amended budget, the net decrease
in the tax levy is $15,154, resulting in an estimated mill rate
of 9.313.
In the discussion Crichton suggested that the $12,000 levy for the
Municipal Land and Bui Idlngs Fund be deleted since the size and cost
of the proposed addition to the Public Works building has not been
determined as yet. It was noted that $12,000, which was budgeted
for the addition In the 1977 General Fund, should be transferred
to the new Mun.iclpai Land and Buildings Fund. Crichton moved,
seconded by Hanson, that the Clerk Administrator be authorized to
transfer $24,000 In 1977 from the General fund to the Municipal
Land and Buildings Fund. Motion did not pass iHanson and Crichton
voted in favor of the motion, Crepeau and Woodburn in oppositIon).
After further discussion Crichton moved, seconded by Hanson that
Resolution No. 77-57 be approved, inserting $225,263 for the
. General Fund levy and $11,918 for Shade Tree Disease Control levy,
total levy - $308,281. CrIchton reviewed balances and mill rates
for the past few years noting there was a decrease In mill rates
from 1975 to 1976 and an increase of about it mills from 1976 to
1977; felt City Should try to finance the budget with a levy of no
more than 9 mills. Motion was withdrawn. Crichton moved, seconded
by Hanson, that $12,000 of General Fund Reserves be used to finance
the 1978 budget and that Resolution No. 77-57 be approved, Inserting
$213,263 for the General Fund levy and $1.,9a8 for Shade Tree Disease
Control levy ,resu I tl"g in II total levy of $296,281. Motion carried

(Note: This budget will result in en estimated mi" rate of 8.95
mill s.)

McNiesh reported that Ramsey County Election Division had advised

. to resignation of Senator Milton, District No. 49; only precinct
involved Is No.5 (area north of Highway 96). Council cOncurred
that the polling place for Preclnct'No. 5 remain at the Village
Ha I I for 1977.
Adjournment
Crichton moved, secondad .by Woodburn, that the meeting adjourn at
6:20 p.m. Motion carried unanimously.
