APPROVAL OF AGENDA MOTION: Councilmember Monson moved and Councilmember Rousseau seconded a motion to approve the meeting agenda. The motion carried (3-0). 2. PUBLIC INQUIRIES/INFORMATIONAL Laura Myers, 1383 Arden Place, stated she has owned her home in Arden Hills for 34 years. She raised her children here and loves the location, schools and amenities. She noted she recently made improvements to her home and would love to improve the rest of the property. She said the existing 1954 detached garage is rundown and that it currently lines up with a very narrow driveway which is right next to the house. If the garage had to be moved 10 feet over from the property line,it would cause a dangerous situation and undue hardship trying to get in and out of a new garage. She stated the garage would not be very usable and because it doesn't make sense for their property the way it is laid out, she is asking for a variance to build a new,bigger garage on the existing footprint of the old garage in order to have more storage space. Steve Wendell, 1383 Arden Place, stated they have signed statements from many neighbors and provided the copies to the City Clerk for distribution to the Council. Mayor Grant commented he believed this was the first time the Council had received any presentation on this particular property. ARDEN HILLS SPECIAL CITY COUNCIL—JUNE 5, 2025 2 Mr.Wendell said their home is located behind Freeway Park,which the City is the property owner, so they are asking if the City would sign one of the letters stating that this project would not affect the City. Mayor Grant commented that this would be an actual planning case itself,and that he knows where their home is located. He asked if City Administrator Jagoe was aware of this situation. City Administrator Jagoe indicated they had worked with Senior Planner Fransen with a question about a shed in conjunction with a detached garage that they were building. She said she was not aware of the setback question as that was not part of their prior discussion. She said she would request Senior Planner Fransen follow up with the homeowner about the variance application process. Councilmember Rousseau said that would be great as the information provided did not show the setbacks. Mayor Grant stated that the Council would need to review this and that Ms.Myers would need to work with staff going forward. He let her know that as stated earlier, the Council does not make decisions here at the meeting. A short discussion ensued regarding recent and upcoming meetings. Mayor Grant said that the statement Ms. Myers and Mr. Wendell made about their property is for the public and informational section of the meeting, which is always on the Council's agenda. He added that the Council is always open for people coming in and addressing the Council. He invited them to attend the upcoming City Council meeting on Monday night, noting he suspected the full Council would be in attendance. Mayor Grant encouraged Ms. Myers and Mr.Wendell to work with Senior Planner Franzen as well as City Administrator Jagoe to gain a better understanding of their project and stated that staff could help them with a better understanding of how to move the project forward. Ms. Myers confirmed they would like some direction. Councilmember Rousseau stated that the City Clerk would forward to the two Councilmembers that were not in attendance this morning the documents Ms. Myers had provided. Ms. Myers thanked the Council and asked if City Administrator Jagoe would be in touch with them. City Administrator Jagoe replied that she would see if Senior Planner Fransen would be able to get in touch with them today. The Council thanked Ms. Myers and Mr. Wendell for coming. 3.
