REPORT OF VILLAGE PARK DIRECTOR JOHN BUCKLEY
Diseased Tree Removal Contract for 1977
Buckley referred Council to hiS memo of l-f4-77, recommending that
the Diseased Tree Removal Contract be reviewed in January and that
Councl i advertisement for bids in February and open and award bid
in He rc h .
After discussion, Crichton moved, seconded by Hanson, that Council
authorize advertisement for bids In February for 1977 Diseased Tree
Removal Contrac'i'; bids to be opened on March 11,1977 at 2:00 p.m.
at the Vi lIage Hall. Motion carried unanimously.
Clothing AI iowan~~_.for Park;, Employees
Buckley requested Councl! 's approval of a clothing allowance for
fvl I-time Parks Department emp!oyees Fred Bel! and Mark Peterson;
purpose is to give them identification a5 Vi I lage employees; especi-
ally important for Tree Inspector when worki~g on private property.
WOOdburn moved, seconded by Crichton, that Council authorize a
c~othing a~ towance for fu~i-Time Parks employeesa
In discussion, Ccunci i posed the -follc.ling questions:
I. Are Parks employees required to wear cerTain clothing?
2. f-f '10rking on City-owned properi'V, is Identification
necessary?
3. What clothing is considered appropriate in clothing
allowance - slacks, shirt, jacket, cap ei'c?
4. Is this expenditure within the Parks Budget?

Crichton moved, seconded by Hanson, that Counci I approve the hiring
of Tom Stoutenb'3rg "I'd ~like Mull in @ $2.00/hr. as ice Rink Super-
visors for tho remainder of the season. Motion carried IJnanimousiy.
Transfers yrom G~neraY Fund to Self-sustaining Recreation Fund
Council discussed proposed transfers from the General Fund to the
Self-sustaining Recreation Fund; because of winter programs starting
dates, thara is a r'iag" in receipt of fees to cover anticipated
program co~ds; some bills for 1976 programs are paid in 1977.
Buckley recommended $500 - SI,OOO cash balance on 1-1-77.
Crichton moved, seccnded by Woodburn, tha~ Counci I authorize the
transfer from the General Fund (Park Account) to the Self-sustaining

Telephones at lce Rinks
C?ncern was expressed re cost of telephones at the various ice skating
rinks; sugg~st.~ that alternate installations be considered, possibly
out-door ~r~ve-In phone or permanent insta!lation of regular phone
may resulT In a reduced charge. Buckley was requested to explore
other installations and costs. '

Lights Vandalism
McNlesh noted that insurance claim for vandalism to lights at Perry
Park has been submitted; repair costs to Vi liage wi II be amended
when amount of insurance payment Is known.

Case No. 76-42, Second Curb Cut - John Stedman 1164 Ingerson Road

"tuck under" garage on the west side of the property, and the new
double garage, requiring a second curb cut, on the east side on the
* lot which"Stedman and neighbor to tho east ha~e split, each adding
* lot to his respective lot.
Fredlund reported that the Board of Appeais and Planning Commission
recommend Counci I 's approval of the second curb cut. Planning
Commission noted that number of curb cuts onto Ingerson is the same,
because of the lot split; there is no potential use of the other
r lot; even if garage were proposed on that t lot in the future,
access could be from the existing driveway on the lot to the east
clue to the configuration of the existing driveway.
After discussion, Hanson moved, seconded by Crepeau, that Counci I
approve the second curb cut at 1164 Ingerson Road as requested.
Motion carried unanimously.

Bob Burow and Mark Stovens presented detal led drawings of the proposed
physiological I-esearch building (plans dated 1-17-77> and reviewed
the Performance Specifications Fact Sheet ldated 1-17-771 for the
two buildings in proposed Phase 1) of construction.
Burow described the physiological research building as being 68'
wide by 170' long; the \lest por'tlon is for oHices and labs, and
68st portion to house research animals; animal exercise area is
between the two building soctions and is open to the sky with gate
)'0 the sou,'h.

In review of the site plan, Counci! expressed concern re the proposed
location of the 68' wide building only 20 fest from the Fernwood
A'fen ue p rope lory ~ i ne .
After discussion re topography, 50i I tests and probable alternate
bui Iding confi~urations, Stevens agreed that building can be relocated
to provide B greBter set-back from Fernwood Avenue.
Crichton moved, seconded by Hanson, that Counci I approve issuance of
a Special Use Permit for the Planned Unit Development, approving
issuance of bui Iding permits for Phase I I construction (Bldgs. 02
and P.3) as per plans submitted and dated received 12/27/76 and !/17/77;
subject to the fol lowing:
I. Relocation of Qui Iding #3 to 40' or more from Fernwood
Avenue property line,

Case No. 76-43, Rezoning from R-I to R-2 - Skyline Builders

with their application for rezoning of the property from R-l to R-2.

Fredlund reported that the Planning Commission recommends that the
easterly 300' of the property be retained in the R-! zone ano that
the baiance of the property be re-zoned to R-2. Fredlund noted that
a revised piat Is to be su~mitted for Planning Commlssion's review
and recommendations ta Counei I; revised plat to show access road
from County Road F entirely on the Skyline Builder~ property, and
to end In a cui-de-sac. simi lar to that indicated on map #3 of report.
Iln discussion, CI'ichton noi-ed i-ha';' he Is anxious for some appropriate
development of this property, but feels that It should be developed
as zoned; suggested a Planned Unit Deve'opment under the existing
zoning.
;n further discussion, Counci I was referred to a letter from Minnesota
Depar-tmen-i of Transportation re noise levels presently generated by
!-694 tra1fic and advising that the proposed plat wi II not qualify for
noise abatement under present legislative mandate. Counc! I expressed
concern re solutions to noise and drainage problems and re ownership

Mrs. Alber~, 4090 Valentine Crest Road, presented a Petition to Counci I
contBining approximatoly 50 signatures, opposing the change in zoning.
Mr. Ghobrlal, 4100 Valentine Crest Road, expressed his concern that
rezoning would decrease the value of his property - wants zoning to
I-sma i n as 1 tis.
Crichton moved, seconded by Woodburn, that Councl f deny the re-zoning
from R-I to R-2. Motion carrieu unanimously.

Pressure Sewer Cleaning Equipment
Woodburn reported that i'he Public Works Department has budgeted
$11,000 for presure se~er cleaning equipment; had proposed a trai ler
mount; WOOdburn said that a used truck mOdel is available at an approxi-,
mate cost of $6800.
After discussion, Woodburn moved, seconded by Hanson, that Counci I
authorize Dreparation of specifications and advertisement for bids for
used pressure sewer cleenlng equipment. Motion carried unanimously.
Frozen Water lines

that the Public Works Department, in one instance, dug down at the
stop box to determine vhere pipe was frozen; costs to be paid by
property owner if trouble is not found on City's portIon of the lIne.
Woodbu~n noted that water wi II have to be left on ail winter to avoid
further froBzing, and roquested Counai I to determine policy re how to
charge for this ~P'lter; Johansen'says meter cannot be installed without
its 'freezing.
After discussion, Counci I determined that City would have to charge
for water usage; Johansen should attempt inst~lfation of the meter;
nol the responsibility of the Village i'f privai'e water lines freeze.

its streets; has B contractor to plow but he does not have a supply
of sand or sal1',
After discussion WOOdburn moved that CouncIl authorize Viilage sanding
of Arden Manor streats on a temporary basis, if requested, this winter,
for anapproprjate charge, Motion vas seconded by Crichton and carried

Tax-Forfeited Land Request

was acquired by the Village for open space purposes; request has
been received to purchase this lot. McNiesh reviewed procedure to
make lot available for saie by the StaTe (City did not purchase; so,
canno'S' se! I) .
After review of contour map, Counci I concurred that the lot is not
usable for park purposes, and Woodburn moved, seconded by Hanson,
that Council authorize Clerk Administrator to prepare documents per-
mitting it to be sold. Motion carried unanimously.

Revenue Budget Requested
McNlesh was requested to prepare a "Revenue Budget Report" for
Counci I on a periodic basis.
Human Rights Commission - Housing Report
Hanson reported that the Human Rights Commission requests Council's
reaction to the Housing Report prepared in 1976; asked If up-date
should be prepared, and by whom?
Councl I concurred that Report has been useful In giving a "good feel"
0'1 the housing situai'lon; up-date could be delayed until about 1980,
aftel" census has been completed; up-date at that time by Human Rights
Commission would be appreciated.
