Approval of Minutes Woodburn moved, seconded by Hanson, that Council approve the Minutes of the Special Council Meeting of November 22, 1976. as amended. Motion carried unanimously. Hanson moved, seconded by Woodburn, that, Council approve the Minutes of the Regular Council Meeting of November 29, 1976, as amended. Mo t I on carried unanimously. BUSINESS FROM THE FLOOR None. REPORT OF POLICE CHIEF PAT SEXTON Public Safety Committee Recommendations: A. Doa Control Sexton referred Councl I to the Minutes of the Public 5 a fe ty Committee Meeting of December 8, 1976, report i ng th~t the Committee recommen ds that Arden Hills adopt "a dog control ordinance slml!ar to that of New Brighton for entorcement by New Brighton or MAPS!. Sexton quoted costs for enforcement by New Brighton at $3.S0/hr./man plus 1St Per mile for the van; estl mated approximate number of hours needed for Arden Hills enforcement at 20 hours a week. Sexton suggested that MAPSI be used for evenl~g and weekend pat ro I , duri ng hours not covered by New Brighton. . Sexton s a I d the Po lice Department has 1101' been Involved In this matter but could check on the known out-of-state offender. After discussion, Council requested Attorney Lynden to advise the c.mpany of the claim and request reimbursement. . REPORT OF VILLAGE ATTORNEY J A~IES L YNDEN Development Procedure Options - Proposed BanCon Dave lopment - Case No. 76-41 Lyn den referred Council to his letter of 12/13/76 re Proposed BanCon Development, advising that the PUD procedure set forth in Ordinance 171. which amends Ord. 98, Is the proper procedure for the developer to fol low. After discussion, Council requested that opillion be conveyed to the Planning Commission and developer that the PUD procedure should be followed for development proposal. After discussion, Crlchton moved, seconded by Woodburn, that Co.unci 1 authorl ze the Attorney to arrange for the appropriate re I mbursement' to Ilene Adam, In an amount up to $200; exact amount to be established by Lynden after consultation with Attorney for Adam's re,a 1 tor re Itemized billing of services rendered. Deputy Plumbing Inspector McNlesh reported that Plumbing Inspector Winfield West has suffered a heart attack; Rosevllle has been con tacte d re possibility of serving Arden Hills on a temporary basis. After discussion, Crichton moved, seconded by Woodburn, that Counc II authorize the temporary hiring of the Roseville Plumbing Inspector. Motion carried unanimously..
