MINUTES OF SPECIAL COUNCIL MEETING

CALL TO ORDER
Pursuant to due call and notice thereof, Mayor Crepeau called the
meeting to order at 7:35 p.m.
ROLL CALL
Present - Mayor Henry J . Crepeau, Jr., Councilmen Robert Woodburn,
James Wingert, Charles Crichton.
Absent ~ None.
. Also Present - Treasurer Donald Lamb, Attorney James Lynden, Clerk
Administrator Charlotte McNiesh, Deputy Clerk Dorothy
Zehrn.
ORDINANCE CODIFICATION REVIEW
Lynden reviewed noted changes made by Councl I, staff and himself In
a page by page review of the proposed ordinance codification draft,
referring to typed notes submitted by McNlesh (10/7/76), Crichton
( 10/14/76) and noting verbal comments and consensus of CouncIl.
Changes and clarifications are to be Incorporated by Attorney Lynden
before submitting draft for publication (as attached to Clerk
Administrator and Attorney's copy of Minutes);.
It was noted by Council that the current Zoning Ordinance No. 99
is not Included In the Codification; therefore. requested Lynden to
maintain Ordinance 99 enforceable untl I it Is repealed by a new
Zoning Ordinance.
ZONING ORDINANCE REVIEW
I. Commercial Vehicle ~ concern was expressed re description Qf a
comme rc I a I vehicle, noting reference on page 3-10, F.3. Vehicle
Parkl nR d.; should be defined or reference deleted.
2. EnforcinQ Officer - After discussion, Section XII I (p. 4-26)
A. Enforclna Officer .2.b. was amended to read:
"Shall cause Building Inspector to conduct inspections of
buildings "

3. Dwel linQ Unit - to be defined.
4. Land Use (chart on p. 2-3) was amended as follows:
a) Change Multiple Fami Iy Dwellings In R-3 and R-4 from
"pH to 1'$".
b) Change Singie Family Attached Dwellings In R-l, R-2,
R-3 and R-4 to "S", deleting asterisk in R-2 (also
omit in foot notes).
5. District Requirements (chart on p. 2-4) was amended as follows:

Single Family (Sq. Ft.) - Change R-3 to 11,000.
Two Family (Sq. Ft. ) - Change R-3 to 8,000.

7. Comprehensive Plan Map and Zon!nQ Map
Amend Comprehensive Plan and Zoning Maps to reflect reduced
areas of R-3 (See map as "re-dr~fted 10/18/76 at Council
Meetlng"l.

. Crichton moved, seconded by Wingert, that Counc! I app rove lIst
of additIonal election judges, as presented by McNlesh. Motion
carried unanimously.
Adjournment
Crichton moved; seconded by Wingert, that the meeting adjourn at
I :07 a.m. Motion carried unanimously.

P. 4 - Substitute "and/or" if context requires It, rather than state-
ment "or" may mean "and" etc.
P. 5 - "street" definition to be more precise and consistent through-

of-way (Lynden to re-wrlte).
P. 6 - Strike "Reference matter not In parenthesis is Informational

noted that this fund should only be use~ for sewer and water
purposes.)

additional adjectives (consume, possess, be intoxicated etc)
to assure It covers new Ordinance 193.
P 46 - Animals and Fowl -Delete all references which are not In
present dog ordinance, as amended and o'yerlap re dog,S and
animals (P.47).
P. 59 - Duplicated paragraph (Section 6-34 Qualifications re Plumbing -
Strike one. Delete '''plantlngs'' from Building Permit require-
ment and add "parking lots".
P. 60, 70 & 71 - Building Permit Fees - Fix tabular form.
P. 73 & 74 - Plumbing Permit Fees - Fix tabular form.
P. 74 & 75 etc. - Fix ell tabular forms.
P. 90 & 91 - Well casing table, tabular form.

Chapter 7, Article I, Section 7-8 - Delete
Article III, Section 6-84 - Delete 3rd from last sentence
(duplication); delete sentence re seperate account.
Chepter 8, Article II, Section 8-27 (b)(2) change from 300' to 350';
also change expiration date for permits, adding "unless
another spec If ice xp i rat Ion date Is app roved by Counc I I" .
(Lynden to delete all reference to Sanitary Landfill.)
