Roll Call Present - Acting Mayor Charles Crichton, Councilmen William Feyereisen, James Wingert, Robert Woodburn (7:40 p.m.>. Absent - Mayor Henry J. Crepeau, Jr. Al~o Present - Treasurer Donald Lamb, Attorney James Lynden, Public Works Supervisor Hans Johansen, Building Inspector Larry Squires, Clerk Administrator Charlotte McNlesh, Deputy Clark Dorothy Zehm. REPORT OF VILLAGE ATTORNEY JAMES LYNOEN Ordinance to Prohibit Drinking of Alcoholic Beverages in Parks Within the City ~- Lynden referred Council to his letter of 5-21-76 re proposed draft of An Ordinance Prohibiting Use of Alcohol Ie and Intoxicating Beverages in Ail Public Parks Located in the City of Arden Hills. Wingert moved, seconded by Feyerelsen, that Council temporarily suspend the requirement of the first and second reading and adopt the Ordinance as submitted. In discussion, concern was expressed re the following: a) Is there sufficient time to notify public of new regulation prior to Memorial Day weekend? b) is Ordinance of sufficient emergency to warrant suspending the ru les'? c) Is complete prohibition desired or control of behavior? After discussion, Wingert withdrew his motion and moved that Council introduce An Ordinance. Prohibiting Use of Alcoholic and Intoxi- cating Beverages in All Public Parks Located in the City of Arden Hills, by title. Motion was seconded by Feyereisen and carried unanimotjsly. Counci! requested a report from the Police Department re problems encountered at parks and suggested that, if possible, a Pollee Offi- cer ai'tend the June 1,1976 Council Meeting. . Control Data Cor~. vs. Metropolitan Waste Control Commission and C j ty of Arden H.!...U~ Lynden reviewed his letter of 5-21-76 re Control Data Corporation vs.Metropolitan Waste Control Commission and City of Arden Hills, and attached District Court Order with the Council. No Council action need be taken at this time; parmit (plumbing and sewer con- nection) is to be issued by the City when $17,500 SAC charge and permit fees have been received from C.D.C. (Lynden anticipates trial may be this fall.) Motion car- ried (Feyereisen, Wingert, Crichton voting In favor of the motion, Woodburn voting in opposition). Lynden was requested to gather some information re Attorney General's opinion. Second reading of Ordinance was scheduled for JUne 14th Council Meeting. . Coin-Operated Ne~aper Boxes Lynden referred Counci I to his letter of 5-20-76 re Coin-Operated Newspaper Boxes. In discussion; it was the general feeling of the Council to en- force the I icensing requirement ~r delete coin-operated newspaper boxes from the Ordinance. No Council action was taken. REPORT OF PUBLIC WORKS SUPERVISOR HANS JOHANSEN Survey of Catch Basin Grates Johansen referred Council to his memo of 5-21-76 and reported that the Public Works Committee recommends replacing the 97 grates rather than taking corrective measures. In discussion, Gounci I was in general concurrence that replacement costs be considered in next year's budget. No action was taken by Council. Meeting re County Roa~ Maintenance Johansen referred Counci I to his memo o'r 5-13-76, and advised that he wi II get prices of salt-sand from various sources; last year's source will no longer beav.l lable. No Parking Signs - Shorewood Drive Johansen reported that he placed two "No'Parklng" signs on Shore- wood Drive at the 'request of the Police Department. I to his memo of 5~21-76 advising that construction is proceeding satisfactori Iy at Cardiac Pacemaker and Carroll Furniture sites; Carroll Furniture construction is near completion. Feyereisen noted that natural ponding area, north of new Cardiac building site entrance on Hamline, has been fi lied; should be required to remove fill to re-establish water holding area. Sitzmark Ski and Sai I Squires reported he had not contacted Mr. Wegleitner, but manager of Sitzmark has indicated that outdoor storage of boats Is es- sential. Council requested Squires to notify Sitzmark by letter of the Zoning Ordinance violation; procedure to pursue compliance; Invite Wegleltner to appear before Council at June I meeting; request that all boats stored outdoors be removed within two weeks. 3151 Johanna Boulevard - Roger Reiling Squir~ referred Council to his memo of 5-21-76. Reiling explained he has two tentative proposed commercial uses for the service station portion of the property at 3151 Johanna Boulevard and al- lowed the car wash operation on a trial basis to see what neighbor- hood reaction would be. He was advised by Council that no commercial use of this property is permitted as presently zoned; commercial use can only be per- mitted if a re-zonlng is granted. Reiling agreed to apply for rezoning of the property and was given two weeks to cease present operation. OTHER BUS I NESS Ra uest for "No Parkin" Si ns - Count Road F cNiesh referred Counci I to her memo of -21-76 and letter from D. J. Fiedler, Mounds View High School, to Deane Anklan, County Engineer (5-14-76) advising of a traffic problem and potentially dangerous situation on County Road F in front of Mounds View High School, and requesting that "No Parking" signs be installed. After discussion, Wingert moved, seconded by Feyereisen, that Council support the request from Mounds View High School to post "No Parking" signs along the south side of County Road F, from 35W overpass to east end of parking lot property line. Motion car- ried unanimously. Counc! I concurred that Public Safety Committee and Counci I review the proposed on-site traffic control proposal before Police Depart- ment is requested to enforce regulations .on the school property. REPORT OF CLERK ADMINISTRATOR CHARLOTTE McNiESH Payroll Wingert moved, seconded by Woodburn, that Council approve the payrol I as presented. Motion carried unanimously. Zoning Ordinan~e Review Page 4-10, 0.1 Variances - COllnci I reviewed and approved re-wrlte of I, 2 and 3 as presented by Wingert, replacing paragraphs I and 2 in text. (Balance of 0 to be re-numbered accordingly). Pages 4-14 and 15, F. Structure Relocation - Delete I, 2, 3, and 4 in their entirety. Add the following to first paragraph: "Applicant shal I submit documentation and al low inspection to ~nsure compliance with all applicable codes."
