In discussion of economics, MTC said that economics ar~ of concern; are working with a stabilized fare; cost Jrojectlons are made before a route is Insti'gated; ridership Expectation, service for senior citizens, etc. are considered. Counci I asked about passenger/mile costs dhich MTC said would be too costly to determine; passengers get on and off at various points along a route; Operating Division has a budget and must maintain a balance; some routes do not bring in fare:, of an adequate economic rlltur"n: lines are set'vice oriented; cost/vehicle mile is $1.30; subsidy is 40ot/ vehicle mi Ie. Crichton suggested that some figures be developed tor CounCil's con- sideration, and was invited to meet with the Operations Division to obtain figures which are avai lable. Woodbur'n expressed concern about asking Counci I to approve a route which wi I I add to the MTC deficit. Nawrocki stated that while routes have bujgeted deficits, the deficets ere not as high as anticipated. -1- . Mi nutes of Spec! a! Counci I Meeti ng Page two ~1ay 17, 1976 Nawrocki explained that public transit is extremely important for those needing this service and because of the energy problem; routes are considel"ed a "service" ,ot a "commodity"; not intended for profit - a soc;al service to senior citizens, handicapped etc. He explained that HTC doesn't intend to exert the right to establish routes in communities, unless approved by the community, but it is thei r "right" to do so. He assured the Cc,unci 1 that alternate routes have been looked at; this is the best of all alternatives. . Counci I requested that a comparison on some basis be submitted; what are the alTernates looked at and the costs involved? Counci 1 deferred action for a week or two pending answers to questions re economics to be obtained by Crichton. After discussion, Woodburn moved, seconded by Crichton that Counc; I award the 1976 Bituminous Sealcoating Project bid to Allied Black- top Company of Minneapolis in 'rhe ;~mount of $12,356.25. Motion carried unanimously. (It was noted that Connellv Avenue may be removed from the project If it Is determined that road may not be ready In time.> Hamtine Avenue Christoffersen reported that estimate for leveling, sealcoating and 4' shoulder on Hamline Avenue is $'5,000 from,Alli,~d Blacktop Co.,: Engineer's estimate was $6,500; there.f~re, recommending this project be a sera rate contract. County Road F Christoffersen reported he met with the affected property owners re under'ground uti Ilty needs; plans wi II be developed to satisfy these needs. He said specific rou+ing can be prese.,ted to each community for apPI"oval later; Ramsey County is willing to make switches and additions, If they can be justi fied, at a later date. In discussion it was noted that effectiveness cannot be measured by revenue; costs can't be balanced with the fines. Meyers noted that Arden Hi lis offi cers are responsive and cooperative - no complaints; noted lawsuits against munlclPalitles~ ~~have increased - reser've officers would impute same liability as a f ..- full-time officer, maybe more; sugg\19,ted that City aval i the . After discussion, Counci I concurred that cooies of the Hazelnut and Floral Park plans be sent out with the next issue of the Town Crier, requesting input from residents. Temporary ~art-time Park Employee - Jack Kramer Woodburn moved, secondeo by Crichton, that Counci I approve the hiring of Jack Kramer as a temporary part-time parks employee for tree planting at $3.75/hour. After discussion, Wingert moved, seconded by Crichton, that Council approve the changes t~ the Arden Hi I Is Club Landscaping Plans as described in letter of 'lay 13, 1976 from D.C. Corrigan. Motion carried unanimously. 4It Human Rights Commission Requests Feyereisen r'efer"red COllnci I to Minutes of Human Rights Commission Meeting of May 6, i976, asking for Council approval of two requests: Reimbursement for Mileage and Expenses - Survey of Faci tities for Handicapped in the discussion Counci I noted that Board of Appeals, Planning Commission, Parks and other committee members regularly use their cars to examine sites etc. at no cost to the Village; expressed concern re estab lish i ng precedent i 'f mi leage expenses for Human Rights survey are reimbursed. Woodburn moved, seconded by Feyerelsen, that Council authorize reimbursement for mi leage and expenses Incurred to conduct survey; noting this is not Vi Ilage pol icy for mi teage within the Vi I lage. Motion did not carry (Woodburn and Feyerelsen voting In favor of the motion; CrlCht6n, Wingert, Crepeau voting In opposition.) Wingert moved, seconded by Crichton, that Counci I authorize reimbursement of any unusual expenses with the understanding that mi leage within the Vi Ilage is not an unusual expense. Adelsman re Human Services In Arden Hills was accepted by the Human Rights Commission at its meeting on May 6th; renort is proposed to be published in Town Crier in condensec form, currently being drafted for Council consideration by L. Perrin.
