Roll Call Present - Mayor Henry J. Crepeau, Jr., Councilmen William Feyerelsen, James Wingert, Charles CrichTon, Robert Woodburn. Absent - None. REPORT OF VILLAGE TREASURER DONALD LAMB Cummings Park Treasurer Lamb reported present Interest rates compared to interest rates a year ago and noted that, If we can,assume the interest ratos wll: remain at 6t% (contract 7t%); would save 1% In interest (about $185.00Ast year - $481.00/4 years) by prepaying balance of Cummings Park payments at this time. REPGRT OF VILLAGE PARKS DIRECTOR JOHN BUCKLEY' Proposed Improvements of Bike and Walblay System Buckley Introduced members of the Arden Hills League of Women Voters whose ~Iocal study project" this year is working with the Parks and Recreation Committee re Improvement of bike and walkway system of Arden Hills. Buci'ley reported that three stages are recommended - proposing Pha:;e to be implemented this spring and summer; Phase: I within I - 5 years; Phase III within 10 - 15 years. . Buckle'! outl ined the three phases proposed, for Counci I's considera- tion (msmc - dated 2/27/76), and defined the three types of bike pathways as follows: Bike Path - separated from the street. Bike Lane - on the street, with visual barrier or physical barrier, Bike Route - on the street, share same roadway space as motorists. Reduce speed I imits on Old Snelling (Old Highway 10), County Road E, County Road E2, and County Road F to 35 miles per hour. Par~ Acquisition Plan and Capital Improvement Program Buckley referred Council TO the Park Acquisition Plan and CapiTal Im- provemenT Program which was prepared for Council's consideraTion. . Buckley reported that the Parks and Recreation CommiTtee, aT iTS mee-ting on Apri I 13Th, wi II be discussing prioriTies for 1976; re- quested Counci I 's expenditure guidelines for 1976 park improvement. In discussion, tounci I noted that concept plans of Floral, Hazelnut and Cummings parks should be submitted; priorities for 1976 should Include several alternatives for Council's consideration; sugges-ted that priorities could probably be based on last year's budget. Waiver of License Fee Request - I.O.O.F., McNiesh reporTed that I.O.O.F.Lodge has a pop vending machine which the~ claim is not a commercial venture (serves their members only); request waiver of license fee. W/nqert moved, seconded by Feyereisen, -that Council approve waiver of the license fee since it is not a commercial operation. Motion carried (Wingert, Feyereisen, Crepeau, Woodburn voting In favor of the motion; Crichton abstaining). After discussion, Wingert moved, seconded by Feyere/sen, that Council concur with recommendations of Johansen (3/24/76 memo) that Fire Dept. be charged for dome~tic water used plJS ~1.50 standby ch~rge; no charge to be made for 2" service or 2" standby. OTHER BUS INESS Fiscal Disparities Counci I discussed McNlesh memo (3/24/76) re Fiscal Disparities Calcu- lations of Ramsey County Department of Property Taxation, resulting In a i976 mill rate of 8.30 for Arden HI lis. . McNiesh reported that the "net loss" in assessed valuation, due to fiscal disparities law, was over $1,000,000; mill rate would have been 8 ml lis if there were no fiscal disparity law. Council requested McNlesh to obtain ~sample calculation" for taxes on commercial-indus- trial property. Ramsey County League of Local Governments - Appointment of Delegates Counci i concurred w~th Mayor Crepeau's appointment of Councilman James Wingert as Arden Hills' Delegate to the Ramsey County League of Local Governments, and Counci Imen Charles Crichton, Robert Woodburn, WillI am Feyereisen and Mayor Henry J. Crepeau, Jr. as AI ternates. Lease of Unmarked Car Crepeau referred Councl I to memo re lease of unmarked pOlice car; current cost - $i29.50/month; new car wi II cost $157.00/month (Whitaker Bu i ck) . Councl I requested that additional lease quotations be obtained, and referred matter to Public Safety Committee for recommendations to Counci I re leasing vs. purchase. OJT Student and Seasonal Summer Employee WOOdburn moved, seconded by Crichton, that Council authorize the hiring of Carl Karth under the OJT Program @ $2.50/hour, and Steve Zehm @ $4.00/hour, as outlined In Johansen's memo of I~arch 26,1976. Motion carried unanimously. Hunters Park Sweepin~ Council concurred that Johansen Include Hunters Park streets in the spring street sweeping project, providing Dreyfus first removes the heavy construction mud and debris. Matter was referred to Engineer Christoffersen to recommend an effec- tive control structure, and estimate of cost, for Counci I's considera- tion. Arden ~Iano r McNiesh referred Councl I to her memo of 3/26/76 re Arden Manor meeting on Tuesday, March 30th. Council concurred that the Amended Special Use Permit requirements will apply to anyone completing the park. Wingert agreed to relay Council's concerns at the meeting. Feyeraisen will try to attend at least a portion of the meeting. -3- , . Arden Hills Sportsmen Club Crepeau reported thaT the Arden Hills Sportsmen Club is negotiating with Bathel College to permit the placement of 50 CanadIan geese on the south end of lake Valentine; Sportsmen Club to keep water open and feed the geese; wi II welcome help of Bethel Col lege students to help protect the birds. Crepeau noted that wings wi II be clipped so geese will stay in this area. . Zoning Ordinance Review Review commenced on page 4-6: c. Site Plan. p. 4-10 D. p. 4-11 p. 4-13 p. 4-14 F.
