Crepeau, Jr., Counclimen Charles Crichton, Robert Woodburn, Wiliiam Feyerelsen. Absent - Councilman James Wingert. Also Present - Treasurer Donald laMb. Parks Olrector John Buckley, Bul hl- Ing Inspector Larry Squires, Clerk Administrator Charlotte McNlesh. Oeputy Clerk Dorothy Zehm. . Approval of Minutes Woodburn moved, seconded by Feyereisen, that Councii approve the Minutes of the Reqular Council Meeting of March 8, 1976 and the Special Council Meeting of March 15,1976, as arY'ended. Motion carried unanimously. BUSINESS FROM THE FLOOR None. REPORT OF PARKS DIRECTOR JOHN BUCKLEY Tree Inspector After review of memo from Buckley (3/19/76) and discussion, Crichton moved, seconded by Woodburn, that Council authorize the hiring of Mark Petersen as Tree Inspector at $4.50/hour; dates and hours of employment to be directed by Buckley as outlined In his memo of 3/19/76. Motion carried unanimouSly. (Buckley was requested to report to Council re currant State parti- cipation in diseased tree removal and how to quaiify.) Mounds View Tennis Courts liqhts Buckley referred Counci I to his memo (3/19/76) re Income and Expense of the Mounds View tennis court lights. After discussion, Crichton moved, seconded by Feyereisen, that Council authorize an increase in meter fee to SOt/ t hour (lights 2 courts simultaneously). Motion carried unanimously. Ballfield Improvements Buckley referred Councl I to his memo of 3/19/76 re Improvement of Ballflelds on Schooi Property and Joint Powers Agreement. Matter was deferred pending recommendations of Parks and Recreation Committee (meeTing on Apri I 13th) and Attorney lynden's review of Joint Powers Agreement. . Recommendations for Site Improvements of Vi llage Parks Buckley referred Counci I to several recommonded Park Site Improve- ments for Council's consideration; noted that six, additional park sites, not inciuded at this time are Floral Park, the park acquired from C. G. Rein (Hazelnut Patch), Cummings Park and proposed park areas at TCCH, Round lake and Snelling triangle (south of STH 96). Matter was deforred datlons re ~~i , . r . I . . . Yazoo In-Service Workshop Feyereisen moved, seconded by Crichton, that Counci I authorize Jack Kramer's aTtendance at the Yazoo In-Service Workshop on Aprl 15th, as outlined In memo from Buckley (3/19/76). OTHER BUSINESS Street Sweeper Woodburn reported that $2600 Is budgeted for 1976 street sweeping. Council concurred that Johansen be authorized to make arrangements for the spring street sweeping at the estimated cost of $27.00/hour. . ingerson Road Drainage Problem Woodburn reported that a low area has developed near 1213 Ingerson Road which does not drain. Council concurred that County should be advised of situation and requested to correct the problem. Sewer Back-up Claim for Damagas McNlesh reported that claim has been referred to Hlte Agency for submission to Insurance company for payment. Annual International Conference of Public Finance Crichton moved, seconded by Feyereisen, that Council authorize pay- ment of the registration fee for Treasurer Donald lamb (approxi- mately $90.00) to attend the Annual International Conference of Public Finance In San Francisco, May 2 to 6. Motion carried unani- mously. REPORT OF VillAGE BUilDING INSPECTOR lARRY SQUIRES Mounds View High School Building Alterations Squires referred Council to his memo of 3/17/76, reporting that In- terior alterations are proposed for several rooms at Mounds View High School, and the previouSly proposed canoplas (from the two steel classroom buildings to the main building) are now proposed to be constructed. Council concurred that Building Permits can be Issued subject to State Code requirements; authorization for this construc- tion has been approved by the Councl I (Case 74-26). Energy Conservation Seminar Squires reported that some of the energy regulations are not workable; attended a seminar, March 18th, which was advisory in nature as to regulations which apparently are not workable; Building Officials to use own Judgement pending revised regulations. Attic Storage McNlesh was requested to determine requirements for retaining Build- ing Plans (residential, commercial, Industrial) and other records now stored in Village Hall attic. Councli suggested that possibly . some storage space could be found In Public Works Bul iding, and direc- ted that attic area of Village Hall be arranged to prevent potential fire hazard. REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNlESH Squad Car Bids - Officer LaValle Officer LaVaite referred Council to Squad Car Bid tabulation re bids received from: . Central Chrysler Plymouth Inc. Rosedale Chevrolet White Bear Dodge, Inc. laValie reviewed the recommendations of the Police Department; copies of which were prasented to the Council for consideration. In discussion, laValle advised that he felt two new squads are needed; anticipates need of two new squads In 1977 also; low mileage car each year to be retained for third squad; anticipates from then on that'a new car be needed each I to It years. After discussion, Crichton moved, seconded by Crepeau, that Council authorize the purchase of one Chevrolet squad car from Roseda'e Chevrolet at net cost of $3,984.26, with trade in of 1975 Impala.
