V i I I age H a I I Ca II to Order The meeting was cal led to order by Mayor Crepeau at 7:30 p.m. Roll Call Present - Mayor Henry J. Crepeau, Jr., Counci Imen Robert Woodburn, Charles Crichton, James Wingert, William Feyereisen. Absent - None. Also Present - Engineer Donald Christoffersen, Treasurer Donald Lamb, Public Works Supervisor Hans Johansen, Clerk Adminis- trator Charlotte McNlesh. Deputy Clerk Dorothy Zehm. Approval of Minutes Wingert moved, seconded by Crichton, that the Minutes of the Regular Council Meeting of February 23, 1976, be approved as amended. Motion carried unanimously. Business from the Floor None. Proposed MTC Bus Route No. 38 Mr. R. Schreier, Planning Department of MT~ introduced Ray Voss, member of the citiZens advisory committee of MTC. Schreier said he reviewed the Village Inquiry re extension of Route 38 to Bethel CoLlege and the proposed senior citizen complex (TCCH); appears that opportunity to pick up passengers In this area is very low; senior citizen complex (when built) would be Interested prlmari Iyln a mid-day service (during "free" service times); Bethel currently uses Its own small "shuttle" bus. Schreier reported that Route 38, when It stabilizes, Is expected to recover 43% of cost, which is the system average; never intend It to break even. He described the Route 38 service to consist of I morning and 2 afternoon trips. Schreier said that MTC financing Is received from the legislature; MTC continues to study the servIces and If study indicates cost recovery is reduced, service is cut back - MTC doesn't expect to recover costs on any of Its lines. MTC Is interested In getting cars off the highways, reducing pollution and providing transportation at low cost to riders (subsidizlhg people ~ho cannot afford a car) and generally increasing mobility for people in the area. He saLd MTC Is concerned mainly with ridership. .In discussion of the anticipated number of Arden Hills people Route 38 Is expected to serve, Schreier said they had received telephone re- quests from about seven Arden Hil Is residents. ~~~z4 Concern was expressed bYACouncil re ~hg economics of the proposed MTC system: I. Takes cars off highways - cars are paying for the high- ways; without the cars, no highways. 2. In addition to only 43% recovery of costs, MTC pays no tax on gasoline or tires; no profit tax - no taxes are paid to help the communities. 3. Costs In "living time" (man hours) are wasted; takes more time to commute, and time Is "money". . Schreier suggested that the economics of the system be discussed with someone from the "government division" of MTC; the Planning division Is concerned with getting maximum ridership. MTC rates are dictated by the Legislature - fares were lowered in January, 1975. Concern was expressed that it appears Route 38 wi II not be viable. After discussion, McNiesh was requested to invite MTC personnel from "government division" to discuss MTC finances and economic feasibility of Route 38 with the Council at Its meeting on March 22nd. Case No. 76-4, Variance - OIYfflPta Brewing Company Mr. R?bert Sullivan, Distribution Manager of Olympia Brewing Company, exp!a!ned that request i~ made for temporary storage, pending corporate deCISion on whether to expand the building or enclose area for permanent outdoor storage per ordinance requirements (Ord. 99); need for tem- porary exterior storage Is from now unti I about July 15th or August 1st. -1- . ... Minutes of Regular Council Meeting Page two March 8, 1976 The Board of Appeals and Planning Commission recommendations were reviewed and, after discussion, Crichton moved, seconded by Wood- burn, that Council approve the Olympia 3rewing Company variance re- quest to store pallets outside from now until July 15, 1976, In accordance with drawing dated received 2126/76, with the following conditions: . I. Storage is temporary in nature. 2. Appropriate fire precautions a~e taken, including spray- Ing of the surrounding grass with a solution of sodium si Ilcate, close proximity of fire fighting equipment and 24 hour security system. 3. Pallets be neatly cradled and covered with plastic material at all times. Motion carried unanimously. (It was noted that this variance for temporary outside storage is granted on a one-time basis only.> REPORT OF PUBLIC WORKS SUPERVISOR HANS JOHANSEN Air Compressor Purchase . Johansen referred Council to Specifications for Air Compressor and reported that the Public Works Committee recommends the purchase. Johansen estimated cost of Air Compressor at $1000 to $1100 and wiring at about $300; Public Works Department will mount the compressor. . Woodburn moved, seconded by Crichton, that Councl I authorize Johansen to solicite quotes for compressor in accordance with Speci- fications submitted. Motion carried unanimously. County Meeting of February 20th Johansen referred Councl I to his memo of 2/26/76 re County meeting. After discussion of Item #4, McNiesh was requested by Council to refer matter to Public Safety Committee to contact County re what City of Arden Hi I Is might do to assist County with traffic conttols and speed zones. 1976 Sea Icoatlng Johansen reported that the Public Works Committee recommends that Council proceed with the 1976 Sealcoatlng Project, as Indicated on map; $19,000 has been budgeted in 1976. (About 1/4 of the Vii lage streets are scheduled for sealcoating each year.> After discussion, Crichton moved, secondedby Feyereisen, that Council authorize Johansen and Engineer Christoffersen to prepare specifica- tions and advertise for bids for sealcoatlng of streets as Indicated on the map presented by Johansen. Motion carried unanimouSly. (Specifications and Contract are to be prepared to assure Vi Ilage of . unit price bids.> . Access Roadway - Fairview to Lake Johanna Boulevard Johansen reported that the Public Works Committee recommends that traffic on this roadway be one-way, from west to east, or that the road be closed at the west end, providing access on this roadway to the two lots Immediately north of the roadway from Johanna Boulevard only. After discussion, Council deferred action pending: I. Clarification of property in actual Village ownership. 2. Reaction of affected property owners re proposed alterna- tives recommended by the Public Works Committee. 3. Recommendations from the Parks and Recreation Committee. Facia Refinishing - Village Hall and Public Works Building Council authorized Johansen to proceed with the facia refinishing of the Village Hall and Public Works Building as described In his memo of 2/26176. -2- .. Minutes of Regular Caunci I Meeting Page three March 8, 1976 Water Operators Seminar, March 29-31 Woodburn moved, seconded by Wingert, that Counci I authorize Wayne Launderville's attendance at the Annual Water Supply System Operators Seminar on March 29, 30 and 31st, at a cost of $30.00. Motion carried unanimously Watermain Break at Pemtom Johansen reported a watermaln break on Arden View Court on Friday (March 5th). . Council expressed concern that Village has experienced three such breaks in this area in about a year's time and, after discussion re possible causes, Council requested Johansen to descrlb~ the situations to the Village Attorney for opinion re possibility of any "Implied" warranty; also to consider a longer guarantee period (3 year Guaranty Bond). REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Water Tower Paintln~ - Advertisement for Bids Christoffersen reported that Specifications have been prepared for the Water Tower Painting Project - Base Bid for Interior only, with .option to also paint exterior, with Vi Ilage name. After discussion, Council requested Christoffersen to write option for painting of exterior with, and without, name. . Woodburn moved, seconded by WJrtgert, that Council approve the Speci- fications for the Water Tower Painting Project and schedule the Bid Opening on Apri I 9, 1976 at 2:00 p.m. at the Village Hall. Motion carried unanimously. Hamline Avenue and County Road F - Feasibility Reports Engineer Christoffersen introduced Mr. Larry Hoben, Highway Department District 9, State Aid Section. Christoffersen referred Council to the Feasibility Repor~s providing miscellaneous utilities and street Improvement for Hamllne Avenue, between S.T.H. 96 and County Road F, and for County Road F, between Hamline and Lexington Avenues. Chris- toffersen briefly described the proposed improvement plans and ad- vised of the following estimated costs for the alternate street plans proposed, Including utilities: Hamllne AvenUe Base Plan 44'.width street 36' width street 32' width street Bituminous Overlay $432,990 402,750 389, 190 54,760 County Road F Base Plan 44' width street 36' width street Bituminous Overlay $247,130 234,180 26,480 . Christoffersen and Hoben advised that the purpose of MSA is to con- struct "urban" roads; can stage construction up to 5 years and draw "needs" on balance of construction remaining. Hoben explained that Village can use MSA and future MSA to reduce bond debt; Interest on bonds can be paid by MSA up to 50% of previous year construction fund balance. Possiblitly of sidewalks or bike paths along one side of improved roads was discussed; suggested alternates were: I. Bituminous path 1/2' off ~ight-of-way. 2. Blacktop shoulder, If rural road Improvement is authorized. 3. Paint line on roadway to indicate bike path. (Christoffersen will check requirement tor bike paths along roadways). REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MCNIESH Affirmative Action Resolution Crichton moved, seconded by Ferereisen, that Council adopt Resolu- tion No. 76-22, RESOLUTION ESTABLISHING AFFIRMATIVE ACTION POLICY STATEMENT. Motion carried unanimously. 1976 Diseased Tree Removal - Bids Deferred to Counci I t~eeting of March 15th. Employee Health Insurance Coverage Deferred to Councl I Meeting of March 15th. OTHER BllSINESS ~~ approv~~lssuance payment of Metro- Motion carried Squad Car Purchase - Officer LaVal Ie Officer LaValle reported the following cost information for Council consideration're proposed squad car purchase: Standard-size car vs. Smaller-~ize car I. Trade-In value in one year would be $300 to $500 less on a "Nova" than on an "Impala". 2. Additional expense Items would be necessary if smaller car is purchased: a. Radio and lights. b. Different screens. c. Br~ckets for top lights. d. Bucket seats would not be ~ransferable. e. Desk, built to OSHA standards (Estimated this One-time expense a'; approximately $800.) Depreciation Factor LaValle said if one squad is to be retained and one replaced, he recommendi retaining the 1974, because it does not use lead-free gas; value of 1974 wi II depreciate from .$1 100 to $600 In one year; value of 1975 will depreciate from $1500 to $800 in one year. Overhaul of Both Cars LaValle reported that "complete" replacement Is not avai lable; short block would cost about .$839 plus labor (13t hrs.) about $243; noted that new heads would be needed @ about $254; ex- haust and intake valves should be replaced at about $86.80 etc. Rotation of Belted Tires LaValle said only 4 tires are rotated; at about 42000 mi les, three new tires will be purchased and spare (5th tire) wi II be used (best of 4 will be used as a spare). Safety Factor LaValle reported that no serious injuries have been experienced by an Arden Hills Officer in a squad car - have always had a full-sized car; longer wheel base is safer, in his estimation. -4- . . . . . LaVal Ie noted that the amount budgeted for maintenance should not be needed on new cars; also gas budget is high for 1976 _ wi II not be used; recommended some monies from both these funds be transferred to squad car purchase fund. After discussion, Feyerelsen moved, seconded by Wingert, that Council approve the Specifications and authorize advertisement for bids for replacement of the 1975 squad car. Motion carried unanimously. (It was suggested that bids be requested for replacing 1974 car, as well.J Appointments to Human Rights Commission and Civil Defense Committee Mayor Crepeau appointed David Koch as a member of the Civil Defense Committee for the balance of 1976, replacing Harold Fischer, and appointed David Locey as a member of the Human Rights Commission through December 31, 1978; David Locey to be deleted from Finance Committee membership. Crichton moved, seconded by Wingert, that Council ratify the appoint- ments. Motion carried unanimouSly. Zoning Ordinance Review Deferred to Council Meeting of March 15th.
