Roll Call Present - Msyor Robert Woodburn, Councilmen Janet Rollenhorst, Diane McAlliater, Maurice Johnson (about 8: 30 p. a.) . Absent - Councilman James Wingert. Also Preaent- Engineer Donald Christoffersen. Clerk Administrator Charlotte McNie.h, Deputy Clerk Dorothy Zehm. Approval of Minutes McAllister moved, seconded by Hollenhorst, that the Minutes of the October 13th Councll meeting be approved as corrected. Motion carried unanimously. (3-0) Businesa froa the Floor New Brighton Bulletin reporter, Larry Jones, requested that speak- era from the floor be asked to give their names and addreases at all meetings. Council concurred, REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Fesalbllity Report - Improvement No. 81-4. Lexinaton Avenue Curb and Gutter Counci 1 was re ferred to the Feasibl1ity Report re Ramsey County Lexington Ave. Impr. SAP 62-51-16, Arden Hills Imp r. 81-4 (dated 10-22-81) . In discuasion, Christoffersen noted that the $5,000 miscellaneoua coat is intended to cover any nominal costa for easements which the munlcipality is expected to obtain. Council diacusaed the alternative methods of financing the pro- ject, whlch is eatlmated at $23,900. After discussion, McAllister 1Il0ved, seconded by Hollenhorst, that Council adopt Resolution No. 81-76, RECEIVING REPORT AND PROVIDING FOR PUBLIC HEARING ON IM- PllOVEHENT NO. 81-4. Motion carried unanimously (3-0) Resolution No. 81-78, Psrking Restrictions on Grey Fox Road Chriatoffersen explained that approval of the proposed 36' wide street as a Municipal State Aid Street project ls conditioned upon restricted parking on one side; noted that parking will be restricted to the 80U th side of Grey Fox Road as proposed. After discussion, Hollenhorst moved, seconded by McAllister, that Council adopt Reaolution No. 81-78, PARKING RESTRICTIONS ON GREY . FOX ROAD. Motion carried unanimously (3- 0) , Petition for Street Improvement (1415-59 Glenhl11 Road) - Pre- liminary Discuaslon MayosrWoodburn explained that the Clty of Roseville recelved a petition requesting the improvement of Glenhill Road, and because the street is, in part, in Arden Hills, forwarded a copy of the petition to Arden Hills. Woodburn explalned the different assessment policies ln the two municipal1tles (Roseville - 25% of cost assessed; Arden Hills 80% - 100% of cost assessed; balance on general taxes) Woodburn explained that becauae of the different taxlng policles, it is a difficult problem to resolve; noted that the eatimated street ---- "" I Kinutee of Regular Council Meeting October 26, 1981 improvement la $45-$50/foot, of whlch Arden Hl11a would pay only a small portion. It was noted that Arden Hilla policy haa gen- erally been to spread street aaseasments over a 10 ye ar period; current intereat rate would be at 1% over the net bond (eat. 11%- 12% interest). Comments from the Floor Three property owners, on the Arden Hills portion of Glenhill were present: James Woodward, 1423 Glenhill Warren Kobb, 1433 Glenhill Allen Kastanek, 1445 Glenhill It was noted that only five houaes are involved on the Arden Hilla . side 0 f the street; one is opposed to the improvement and did not sign the petitlon, Some of the concerns were: 1. What happe.. to the Arden Hl11s resldents if Rosevl11e wants to put in the improvement, I twas explained that a joint-powers agreement would be needed - Roavel11e can- not assess properties In Arden Hills. 2, Can etreet be re-surfaced as 1 t 18 lns tead of the whole package? Does the estlmated cos t 0 f $45-$50 lnclude storm sewer? Christoffersen explained that the road base is poor; new surface would soon breakup; recommended the full street improvement pack- age (concrete curb and gutter and paved street); explained that the re is not a lot of dralnage involved. Woodburn explained that the Councl1 wants to know if the residents are "for" or "againat" the project; cl ty is faced with a petition for next year construction. Those preaent aald they will notify Council of their decision, County Road E - Status Report Christoffersen reported that the underground electric/telephone is in place; 11&ht atandards will be installed soon; projec t is close to comple tion; reported that KnDOT funding for 75% of the bikeway/pedestrian pathway construction costa have been given pre- liminary approval.; lf Council confirms lta interest, wl11 request funda for spring .1982 construction. Councl1 authorized Christoffersen to apply for the bike/pedestrlan pathway funds for the County Road E project. Landa cape Inspection Report - Land O'Lakes Council waa referred to Landacape Inapector Kruckenberg's report, and McNiesh relayed Councilman Wingert'a report tbat he reviewed the plan and the site; noted aome work ia needed in tbe parking area off of Lexington Ave. but recolllmenda approval of tbe plant- tng and reduction of the bond to that of a lIlaintenance bond. After diacussion, Hollenhorat moved, aeconded by McAllister, that Council accept the Land O'Lakea landscape plantinga and authorize reduction of the bond to a $10,000 maintenance bond. Motion carried unanimoualy. (4-0) REPORT OF VILLAGE TREASURER DONALD LAMB (Abaent) McNieah reported the following lnveatmenta by Treaaurer Donald Lamb: October 21st - $100,00 for 30 daya at $14.75% intereat at Twin City Federal, to mature 11/20/81, and $250,410 for 60 daya at 14.90% intereat at Twin City Federal, to lIlature 12/21/81 Hollenborat moved, aeconded by Johnson, that Council rattfy the Treasurer'a inveataents. Plans for Traffic Signal at Lexlngton and County Road F McNiesh reported that Engineer Christoffersen has reviewed the traffic signal plans and recommends approval the reoL Johnson moved, seconded by Hollenhorst, that Councl1 approve the traffic aignal plans and authorize executlon of the plan by Mayor Woodburn. Johnson referred Council to the Harrlet Ave./Pine Tree Drive traf- fic problems; reported that the on-street parking has apparently been resolved by Ucketlng for overtillle parklng viOlations; ver- bal reports re excessive speed have, so far, been unfounded by the aherl ff deputiea; they will continue to monitor with radar. A "sharp turn" algn was suggested at Plne Tree Dri ve and Harriet to warn 1Il0torists; another alternative suggested was a yellow 25 mp. aign at the curve (not enforceable). Councll concurred tha t the Town Crler and New Brlghton Bulletin have adequately kept the publlc advised on the matter. It was noted that "super fund" monies may be available, now that the scope has been narrowed. McNieeh noted that inquiries are referred to PCA and the Board of Health. Woodburn reported that the Metro Alrports Commlasion recolllmenda minlmal expansion of the Anoka County Alrport to up-grade it as a "minor airport"; does not impact Arden Hills.
