Minutes of Specisl Council Meeting Village of Arden Hills Monday, June 22, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. Roll Call Present - Msyor Robert Woodburn, Councilmen James Wingert, Diane McAllister, Maurice Johnson . Absent - Councilman J.uet Hollenhorst Also Present - Engineer Donald Christoffersen, Clerk Admini- strator Charlotte HcNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes Wingert moved, seconded by Johnson, that Minutes of the Regular June 8th Council carried unanimously. Council spprove the Meeting, as amended, Motion Business from the Floor None REPORT OF DEPUTY TREASURER DIANE McALLISTER Investment June 15, 1981 - $240,000 at First Benk Saint Paul for 90 days @ 15.8% interest. ;' Johnson moved to rstify the Deputy Treasurer's investment. Motion was seconded by Wingert and carried unanimously. Public Safety Committee Reco.mendations Council was referred to the Minutes of the June 15th Public Safety Co..ittee Meeting. Dead End Sign - Karth Lake Circle Johnson moved, seconded by Wingert, that Council authori&e the installation of a "dead end" sign on the south side of Karth Lake Circle at Hamline Avenue. Motion carried unanimously. Civil Defense Sirens Johnson reported that telephone calls were made to obt,ain resident response to the sirens during the recent tornado warning; noted that: - three residents in the Chatham area reported "no audible siran" from within the home - could hear them outdoors. ~. - residents in Josephine and Shorewood Hills areas reported audible sirens from within their homes. - a Nursery Hill Lane resident said sirens could not be heard within the home. - Emerald Inn reported airens were audible inside the building. - Townhouse_ Villages North reporte~ sirens~w~re .I /J~ audible' ~?l4~-tU-U({)~L-' ~U-ft-. ~d ~1'--<-i4t<l"UC K-U~f ,1r;,U~<'-t0 7('u ~~" " ) Presbyte~ian Homes - sirens audible; , . Minutes of Special Council Meeting June 22, 1981 - Area of Edgewater and Glenpaul - sirens audible. - Arden Manor Mobile Home Court - reported a poor signal - inside and outside; reported doors to public building were not open. (It was Council's underatanding that desig- nated "keyholders" are to open the building for storm emergencies.) In discussion, it was queried whether sirens really help when radio and television stations are also broadcasting warnings; also noted that storm conditions can be determined by merely looking at the sky. . Johnson noted that storms do occur at night; suggested City could probably get reasonable siren coverage by placing two or three small sirens in areas where signal is apparently weak (Wate,r Tower, Arden Manor and Ch atham areas); amoun t budge ted in 1981 would probably be sufficient for at least one siren installation. Wingert aaid he would be interested in New Brighton's and Shore- view's plans; noted it is difficult to predict what "spillover" there might be. Johnson said he would like to take some immediate action to alert the public; Johnson moved that Council authorize a consultant to work with Village personnel re appropriate siren locations. Motion was seconded by Wingert, with the amendment that a city-wide master plan be developed which would encompass a full Study of where sirens should be, appropriate siren size ~ and installation costs. ' Motion carried unanimously. Civil Defense Committee Johnson noted how encouraging it was to hear, during the recent tornado, that Anoka County and Washington County were ready to help, if needed; suggested Arden Hills designate a place where a command post could be set up in times of emergency; suggested a committee to implement a program for Arden Hills. In discussion, it was noted that Ramsey County Sheriff would be "in charge" and would set up a command post if needed in Arden Hills. It was the concensus of the Council that the listed duties and responsibilities of the Committee are consistent with Council's understanding of the Finsnce Committee'a activities. Request from Mounds View City Council re Resolution Requesting Public Hearing on Anoka County-Blaine Airport Master Plan Council concurred that no action or position be taken at this time. . Uu.c.K-'U.-J! f!~kSl'd j:{/-.&.LA'-vc.~L;ik4.J 1'(NCJ-- "V~<.~~j4~ ?f .4<-e.,;Li~ f1~0V<-4cJ?u24.-:e-, PUBLIC HiARING tJ {/ Proposed Request for Proposals for a Cable Communications Fra,nchise Mayor Woodburn opened the Public Hearing and Clerk Administrator McNiesh verified that the Notice of Hearing was published in the New Brighton Bulletin on June 11th. -2- Minutes of Special Council Meeting June 22, 1981 Wingert explained that Arden Hills has participated in the North Suburban Cable Co.-ission, along with the cities of Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony and Shoreview; after assessing communication needs, it has been determined to continue the cable franchising process. Wingert explained that the City is the "franchising authority"; therefore, is required to adopt the "Request for Proposals" which is the purpose of tonight's Public Hearing. . Wingert explained that, after the Commission reviews the responses, the City can award a franchiae, which will be administered by the Commission; noted that a franchise can only be awarded by the City. After determining that there were no comments or questions froa the floor, the Public Hearing was closed at 8:)7 p.m. Wingert moved, seconded by McAllister, that Council adopt Resolution No. 81-41, RESOLUTION ADOPTING A REQUEST FOR PRO- POSALS FOR A CABLE COMMUNICATIONS SYSTEM FOR THE CITY OF ARDEN HILLS. Motion carried unanimously. Woodburn briefly reviewed the estiaated cost of each project, the potential MSA Funds and suggested amounts to be assessed and aaounts on general taxes, which is estimated to add 1/2 aill on general taxes over a IS-year period. In discussion, it was noted that there does not appear to be much flexibility. It was queried whether it is essential that Grey Fox Road be extended west of Dunlap. Christoffersen ex- plained that Grey Fox Road is designated as an MSA street; question is, therefore, when to complete it; would have a restoration cost of an estimated $45,000 for only a few years, if Grey Fox Road is not completed now as an MSA atreet; feels it would be best to complete it under one program rather than a segmented program. . Grey Fox Road, Improvement No. P81-1, Resolution No. 81-40, Ordering Improvement and Authorizing Preparation of Plans and Specifications Christoffersen explained that specifications for the storm drain- age improvement are dependent upon whether or not the City deter- mines to proceed with the Grey Fox Road Improvement; if it is deterained to not proceed with Grey Fox Road, the storm drainage specifications will include restoration of Grey Fox Road with bituminous surfacing. Improvement of Grey Fox Road in segmenta was discussed, complet- i ng just the easterly portion now, and the rail crossing and west section at some future time. Christoffersen noted that the . -3- Minutes of Special Council Meeting June 22, 1981 center area will be the most costly, resulting in a higher assessment for those properties in a segmented program; suggested that as long as Grey Fox Road will be torn up for the drainage, it would seem that this is the appropriate time to improve the Toad; would also be the most economical way to proceed. Wingert moved, seconded by Johnson, that Council adopt Resolu- tion No. 81-40, ORDERING IMPROVEMENT NO. P8l-l AND AUTHORIZE PREPARATION OF PLANS AND SPECIFICATIONS, for the entier project. Motion carried unanimously. Water Tower Christoffersen reported that he inspected the inside of the water tower and finds that the inaide needa to be painted; explained that the walls show wear caused by ice movement; noted that it has been 5 years since it was painted, which is considered good; recommends an epoxy surfacing at an est- , ~ ima ted cos t of $ 9,450.00 (2 coats - does not include the d~>~:L roof orvriser pipe.). .d-~ zM 'U<er Chris toffersen rJ!comm~d,e.A~~n;:,i ~authc?'r4at1<?Jl,..Af a change order to include pa'11tdltg""t e;;:<Mt ~~"r~f";&'n~oo (not included in original speci ~cations); explained that the next bidder was $5,000 over, so the add-on should not affect the bid award. . Christoffersen said he was n ot sure, but assu~~_r~}J addi- tional painting will extend the draw-down time':n~ that pressure drops about 20 lbs. during draw-down. -. , Johnson moved, seconded by Wingert, that Council approve the change order for the additional water tower painting at a total cost of $11,105, by Allied Painting and Renovating, Inc. Motion carried unanimously. Christoffersen noted that Twin City Testing will make routine inspections to measure paint thicknesses. Comprehensive Development Plan Council discussed the City's options re Metropolitan Council review of the Comprehensive Plan, after which Wingert moved, seconded by Johnson, that Council acknowledge letters-of June 18, 1981 by the City Engineer and City Planner to the Metropolitan Council, snd request Metro Council to consider this data in their review. Motion carried unanimously. Approval of Temporary Park Maintenance Employees Council was referred to memo from Buckley recommending that two additional people be hired for summer park maintenance. After discussion. McAllister moved, Council authorize the hiring of two maintenance employees @ $3.50/hour. (Appropriate Funds for financing to employees to be budgeted in 1982.) seconded by Wingert, that additional temporary park Motion carried unanimously. be determined; no CETA REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE McNIESH . Subsidy Criteria - Diseased Tree Removal Council was referred to McNiesh's memo of 6-18-81 re State Aid and Village Cost Sharing for diseased tree removal. In discussion, Wingert concurred with the recommended decrease in homestead property subsidy, as recommended; expressed con- cern with the recomme~ded elimination of $2,000 reforestation in 1981; expressed reluctance to put this off because this could be put off indefinitely. -4- Minutes of Special Council Meeting June 22, 1981 McAllister concurred that the City should continue the refor- estation, but feels the City should not subsidize for tree removal. After discussion, McAllister moved, seconded by Johnson, that Council adopt Resolution No. 81-43 to rescind all City subsidy for diseased tree removal. . In further discussion, Wingert noted that the City instituted the aubaidy program; feels obligated to continue the program in fairnesa to the residents. It was noted that reforesta- tion has not been on private property or boulevards, only On 'public property. Motion carried (McAlliater, Johnson, Woodburn voting in favor of the Motion; Wingert voting in opposition). Resolution No. 81-42, Establishing Fees for Animal Control Wingert moved, seconded by Johnson, that Counci14dopt Resolution No. 81-42, RESOLUTION ESTABLISHING FEES FOR ANIMAL CONTROL. Council continue the Motion carried unan- Schedule Public Hearing - Case No. 81-19 Wingert moved, seconded by McAllister, that Council schedule " a public hearing before the Planning Commission on July 1st at 8:00 p.m. for Case No. 81-19, rezoning of 7.7 acres from R-l to B-2 for a medical center. Motion carried unanimously. Claims and pavroll Wingert moved, seconded by Johnson, that Council approve the elaima and payroll, as submitted, including C.W. Houle, Pinal Payment for grading of Hazelnut Park. Motion carried unanimously. Council Liaison Reports Pub lic Safe ty Johnson reported concerns relative to the narrowing of County Road E at the bridge; suggested modification of the road width at Connelly Avenue. It was noted that the County Road E plana include a right-turn lane onto Connelly Avenue. Johnson asked Council's in-put relative to greater pat~ol car exposure, particularly on the 3:00 to 11:00 p.m. shift; suggested the pOSSibility of sharing a ear with Shoreview. It was noted that the cost of an additional car would add about 1 mill to the tax rate ($40,000 - $50,000/7day week). Woodburn said it is his feeling that the City has good coverage. . Comprehensive Plan Wingert aaid it appears that the "housing element" of 'this Com- prehensive Plan appears to be the only inconsistency not resolved. Council concurred to not change the housing element at this time which it considers to be an Dnderstandable plan even if it is "inconsistent with Metro Council's policies". MuDOT Letter of 6-15-81 Woodburn referred Council to MnDOT letter re proposed improve- ment of the Snell.ing/Hamline intersection, consisting of two tee intersections, 550 feet apart. Council concurred that Mark Wikelius be invited to discuss the provosed intersection improvement plans with Council. -5- Minutes of Special Council Meeting June 22,1981 Ramsey County Parks and Recreation Dept. Letter of 6-17-81 Council expressed some conce~n re how lake traffic is proposed to be controlled as the result of the proposed Lake Josephine lake access improvement; also concurred that lake residents be notified of the time and place of the public hearing. Council referred the proposed lake access improvement to the Planning Commission Shore land Sub-Committee for its in-put to Council; also requested the Sub-Committee's in-put re lake management.
