Motion carried un8nimou81y. County Road E UnderRround Electric Facilities Council was referred to letter from NSP regarding Undergrounding NSP's Electric Facilitie8 on County Road E. (12-22-80). RCWD - LonR Lake Cbsin of Lakes Improvellent - Ststus Report Council was referred to Christoffersen's letter of 12-8-80 re- ,ardin, concerns about pos8ible flooding of Arden Hills sanitary sewer in tbe open space between County Road E-2 and Lake Johanna Blvd. Cbristoffersen advised that tbe drainsge 8ystem at Co. Rd. E2 IIsy create an undesirable bydraulic illpact on tbe we t lands South of E-21 noted tbat RCWD has not kept Arden Hills apprisod of their plan change8 and should be beld responsible if Arden Bills sustains dama,e. Council concurred that tbe City should let a warranty to protect against dama,e to sewer8, Hft station8 and other properties; authorized Lynden to prepare appropriate document. I twas furtber sug,es ted that permits for con8truction of tbe structures should probably be required. Council directed Christoffer8en to over- eee the construction. Designation of Additional MSA Roads Christoffersen noted that .93 lIiles are eH,ible for designation. After discussion, Woodburn 1I0ved, seconded by Hanson that Counci 1 adopt Resolution No. 80-66 Resolution Designating Additional MSA Roade, ae follows: .25 - Dunlap froll Grey Fox to Red Fox .85 - froa 14tb Street NI! to Old Bwy 10. . REPORT OF VILLAGE PLANNER ORLYN MILLER Case No. 80-46 , Sideyard Satback Variance - 4265 Nor.a Avenue, Bruce FBbr Council was referred to Certificates of Survey of Lots 2 and 3, Block 2, Briarknoll depicting poeitioning of houses on b 0 tb IoU. Applicant Bruce Fehr referred Council to a letter fro. Duane Dietrich, owner of lot 3, supporting the proposed variance (12-19-80) . Woodburn moved, seconded by Hanson, that Council approve the :L 4ft. sideyard variance. . In further discussion, Killer reported thet the Planning Coa- aission considered the option of altering the coaaon lot line by aeana of . lot split and consolidation, but deterained the variance to be the patb of least resistance. ~ Hotion did not carry (Hanson, Crepeau voting in favor of the . motion; Woodburn, Wingert, Crichton voting in opposition). Case No. 80-47, Lot Split and Consolidation - 3124 N. Haaline Avenue ,Maurice Johnson . Council was referred to drawing of proposed split and consoli- dation wbich Miller explained will eliainate a variance for a principle structure (Johnson house) and increase variance for an accessory structure (neighbor's garage); noted that tbe reason for the split is to provide sufficient sideysrd for the Joh..On house to prOVide for erosion prevention. Johnson explained that the additionsl 5 feet will allow hi. to correct the grade at the corner of his house and construction of a drainage swale between the two properties. Council was referred to letter fro. neighbor, Andrea pal.quist (12-12-80), indicating her swareness that her garage is non-confor.in. and cannot be rebuilt or added to in it. present location. Resolution No. 80-65, Authorizing Submission of Coapreheneive Plan to Metropolitan Council Council was referred to proposed revised Comprebensive Develop- aent Plsn, wbich has been approved by the Planning Com.iasion' for subaission to Metropolitan Council. Miller explained that he will be .aking responses to Metro Council; wants Council to be sware of what is in the plan; noted tbat ainor problems csn be worked out but if Council identifies any .ajor policy problems, adoption of the resolution is not appropriate until they are resolved. Hwy. 96 Crichton reported that additional wordage has been sdded to the Bohemian Cue Service sign, increasing the area of the sign; qusried whether tbie neceseitates an a.ended Special Use Perait. OTHER BUSINESS Giere Park Dedication Council waa referred to Hanaon'a memo of 12-12-80 relative to -. the Giere Addition Park Dedication. ~ After diacuaaion, it waa the general concensus of Council that $1,372 (b aaed on .98 acrea @ $14,OOO/acre) aeema appropriate. Finance Committee Recommendation - Health/Life/Diaability Inaurance Council diacuaaed the changea in medical coverage reco_ended by the Finance Committee (Minutea of 12-11-80 ) and concurred that a repreaentative of Guardian be requested to explain the plan to tbe employeea and to answer coverage queations. McNiesh was requested to arranle the mee ting during tbe week of January 5th at about 3:00 - 3:10 p.m. Approval of Rink Attendanta and Winter Program Coachea and Inatruct.ora Council waa referred to Buckley's memo of 12-19-80. Hanson moved, aeconded by Wingert, that Council authorize tbe hiring of individuals for the Winter Program activities aa Uated in Buckley's memo. Mottan csrried unanimously. Report of William Peet - Village Inllurance Propollalll Council reviewed the report of Consultant Willism Peet re: Recommended Award of Workmen's Compenllation, Property and Liability Inaurance. Afterdiacuaaion, Woodburn moved, lIeconded by Wingert, that Council award the Workmen'a Compenaation,Property and Liability Inaurancea to League/Nordstrom/EBA/Interatate, deleting the Public Officials Errora , Omissions Cove rage of $500,000 @ .$1377, and authorize Wm. Hi te Agency as agent of record. Motion narried unanimoualy. REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MC NIESH . Payroll Wingert moved, seconded by Hanaon, tbat Council approve the Payroll aa submitted. Motion carried unanimously. Schedule Public Hearing - Case No. 80 -4 4 . Crichton moved, seconded by Wingert, that Council schedule a . public hearing before the Planning Commiasion on Wedneaday, Jan- uary 7, 1981 at 7:30 p.m. re Case .No. 80-44, Stockpiling of Aggre- gate by Shafer Contracting Co.
