Crepscu, Jr., Councilmen Ward Hanson, Charlie Crichton Absent - COuncilmen James Wingert, Robert Woodburn . Also Present - Treasurer Donald lamb, Clerk Administrator Charlotte MeNlesh, Deputy Cler:( Dorothy Zehm Approval of Minutes , Hanson moved, S'iiCOilded by Crlchton,that COuncil approve the Minutes of the Regular Council meeting of August II, 1980, as amended, and the Minutes of the Special Council meeting of August 18, 1980 as submitted. f40tlon carried unanimously. Variance for Gar'a~e - 3131 North lexln~ton Avenue Council was referred to report from County Engineer Weltzln, advising that the house reraoval and site grading at County Road D and lex/ngton Avenue will be completed prior to September 8th. (Mrs. Carroll reported that the house has been removed; grading has not been done.) ~ Sian OrdInance No. 215 Hanson moved, seconded by Crichton, that Council Introduce Ordinance No. 215 by tl+le. Motion carried unanimously. FInance Committee Resi~natlon Crichton reported the resignation of Gary Wefe! from the Finance Committee. Upon recommendation by Crichton, Mayor Crepeau appointed Frank Mlavka as a member of the FInance COmmittee for the balance of 1980. Crlch70n moved, seconded by Hanson, that Council a?prove the Mayor's appointment to the Finance COmmittee. Motion carrf~d unanimously. Conditions of Salie of Gara',e at 3242 New BrlQhton Road McNiesh reported that Fire Chief Koch has been notified of the City's offer to sell the garage at 3242 New Brighton Road to lake Johanna Volunteer Fire Depart- ment at a cost of $19,000; also has advised that a Special Use Permit will be necessary for "public use" of tt.e property. MeNlesh reported that Chief Koch will take the City's offer to their Board of Directors and msmbel"ship; asked If the CIty would consider a Contract for Deed for 3 to 5 years. \", , , "" -'... After discussion of various payment schedules and interest rate possibili- ties, Council concurred that the City's then applicable rate for inter- fund transfer interest rate (9.8% in 1979) seems reasonable; asked McNiesh to Inform Chief Koch of the proposed rate of Interest (to be based on previous year's Inter-fund transfer rate) and to suggest that the payment $chedwle be coordinated with the current five-year fire protection con- tract (payable with contract period). ~rtllr'OW'&' O'f EI<<t'OIt J~ COuncil ~Ias referred to revised ~ 1st of Election Judges. .- Wl' Crichton moved, seconded by Hanson, th:3t Council approve the list of Election Judges as rev 1 sed. Crichton moved, seconded by Hanwn, th'3t Council approve the Elfilployment of 001';'13 Hjortaas as a full i-lme regular' clerk-typist @ $4.25/hr. as per McNlesh's memo 19-month year). Motion carried u:1animously. Special Use Permit for Bethel College Council was referred to Interim Special Use Permit for Bethel College campt~!i and to subsequent Plann;ng COmmIssion recoinmendations for the Special Use PermIt for Bethel Ceil lege campiJS. Matter was deferred to COuncil meeting of September 8th at which time Council wIll determine appropriate procedure for continued development of the Bethel campus.
