meeting to order at 7:34 p.m.

REPORT OF PARKS DIRECTOR JOHN BUCKLEY
Concept Development Plans for Hazelnut and Cummings Parks
Buckley explained that the Parks Cornmitt~e enlisted the services of
University of Minnesota students to aid in the preparation of the
concept development plans for the Hazelnut and Cummings Parks.
Hazelnut Park
Buckley described "Hazelnut Park" as being approximately 12 acres in
area, bounded by New Brighton Road on the east, the highline and City
pedestrian pathway on tlH! HeBt, reilidential lots on Jerrold Avenue
and Trinity Luther'''' Church property on the south and. the residential
lots on Stowe Avep~e on the north.
Buckley seid the northern portion of the park is to ~emain as it is;
open area to the south is prDposed to be graded for one softball diamond
aad oae multi-purpose field (lowest area). Skating facilities are pro-
posed - an 85' x 200' hockey rink Eod 8 150' diameter free-skating
rink; propose to move the existing warming house at Johanna Kidd1e School
to this site; propose to enter inte on agreement with Trinity Lutheran
Churcb for use of their parking lot. It vasuoted that acceS$ to the
park 18 pr:l.mar:!.ly from the church pa.k:l.ng lot,Pricr Avenue and the
pedestrian pathway. Buckley indicated the location of playground equip-
ment and besketball court also proposed in this park.

Cummings Park ~.B described a~ being apprOXimately 16 acres in size,
with proposed development in the southwest area adjacent to Control
Data prop~rty to the Bouth and residential lots to the vest. Acce~6
tD the park will b.;: from the t;,1yncrest Court cul-de-sac and from C.D.C. 's
parking araa. (proposes !m Agreement ,lith C.D.C. for use of the parking
area). .

Buckley described tbe proposed location of two ballfields (southerly
regulRliu~ Bize field 275' deep, with 100' base linea; northwesterly
~iBld to be an informal field 220' deep, with 80' baae lines); park
1S elso to bave a playground and picnic area near the SOuthwest pond,
tennis and VOlleyball, and ba3ketbal1 courte.
Buckley.notad that neighborhood meetings were held about a year ago,
and the Par~~s Committee recommends zha development concept for these
two parks Bfi shown.
In diecussion~ Buckley noted thats if spproved9 grading in Hazelnut
Pa~k is proposed in about August of this YQar~ and seeding this fall.

Drainage of the south p~rtiog of Hazelnut Park, adjacent to residential
lots was a concern; it ~~s ncted that the area is low and natural
drainage must be maintained. A road within the park was considered
to be undesirable. It was noted that the boundary of Hazelnut Park,
adjacent t,1 the Church property, should be corrected (not accurate as
shown) and will probably necessitate moving the skating rinks to the .
west..
The~.&Q}IJion of the home plate and backstop in the smaller Cummings .
Par~~queried. Buckley ~aid this could be re-positioned, if residents
have no objection; it WIIS positioned as it is .in order to keep the
commotion of home plate away from the residential lots. After disCUi!~ion,
the large multi-purpose field, shown in the low central area of the
.park was deleted from the plan at this time.

HanSOD moved that CeuDcil accept the concept plans as amended. Motion
vas seconded by Crichton and ~arried unanimously.
Tree 3tum~. Re~oval
Council .eol.1curred that the two tree etumps at 1910 Stowe.Avenue be
reimb~rsed at aD estimated $75-$85 cost to the City.
Parks and Recreation Meeting
Buckley in..ited the Council to attend the May 13th Parks Comulittee Meet-
ing which is a study meeting re the ~O-year plan.
Lex:ln~ton Avenue Slope ~..:lsements
Desn Anklsn and Wayne Leonard (Ramsey County Engineer's office) explained
that a 3 to 1 slope ia the south portieD of Ingerson Park would result
in removal of a Box Elder, Cottonwood aad Papple trees; will not encroach
on new plaatings. Buckley suggested a 2~ to 1 slope; steeper slope
tends to keep people confined to the park, ~hich is an advantage; feels
it could ha maintained by the City.
Anklau r3poreed that there are about 6 other areas not totally resolved;
are working with Arden Plaza re fencing, which will be satisfactory.
Wingert agzeed to work with the County and Arden Plaza re appropriate
fenoHng.

Popp properties, all within the road right-of-way.

before bUilding occupancy:

3) RCWD'~ approval of the drainsge plBn.

Wingert said, if the City could Use tbe add~tionsl park, be would not
be unhappy with tbe proposal; Rccording to Parks Director Buckley,
the City dces not oBad a p~rk in this area. Wingert noted tbat the
site was accepted originally for .ster storEge, not park purposes.
