Absent - Mayor Henry J. Crepeau, Jr. Also Present - Attorney Pete Regnier, Planner Orlyn Miller, Clerk Administrator Charlotte McNlesh, Deputy Clerk Dorothy Zehm. !,pproval of Minutes Hanson moved, seconded b;' Wingert, that the Minutes of the Special Council Meeting and ReBu~ar Council Meeting of January 14, 1980 be approved as submitted. Hotion carried unanimously. !roposed Zoning Ordinanc~ and Zoning Map After review of concerns submitted for Council consideration, the follOWing changes were incorporated in the Proposed Zoning Ordi- nance and Zoning Map: P. 1-13 Delete definition 100. Public Uses, ~ in its entirety and reword definition 101. as follows: Pul/lic Uses (delete "Other") The use of any 101:, parcel of land and any structure or bu~lding thereon exclusively for public pur- popes by any department or branch of govern- meut - federal, ,state, county or city (ex- cluding independ~nt school districts) without reference to the ownership of said lot, parcel of land, building or structure. Reword first sentence as follow!! : "a building moratorium shall apply (not to exceed the time permitted by State Statute) to any territory annexed to the City, until su,:h time " Zoning Map (folloHing P. 1-19). Insert Public Use. with "5" In all Zoning Districts. 2. Two Fa~lily Dwelling - chance to "S" in R-I district. (Crichton, Wingert, Hanson in favor; Woodburn opposed.) District Requirements. Amend as follows: 1. Minimum Lot Area (square footage per Dwelling Unit). Two Family - Delete N/A and insert 14,000. 3. Minimum Lot Dimensions (feet) width at Front Building Line/Depth. Two Family - Delete N/A and insert 95/130. 6. Minimum Setbacks '(feet) Rear Yard Principal - Add 20** in I-I district. Side Yard Interior Principal - Add 20** in I-I district. Add footnote "** but in no csse less than ~ building height". Change "Boundary of Zoning District" to "Boundary of Residential Zoning District" - Delete 40 under the four residential dis- tricts and insert N/A. Change the B-1, B-2 and I-I to 75. Permit~ed Encroachments. a. Replace with following paragraph: "All minor features which are part of a principal structure, including but not limited to eaves, cornicea, canopies, awnings, open porches, balconies, at~ps, rsmps, fire escapes, and chimneys, may extend three (3) feet into the required front, side and rear setbacks. Add c. Recreational equipment, picnic tables, uncovered outdoor eating facilities, and clothes drying equipment may be located in rear yards provided these are not less than two (2) feet from any lot line. Add d. On a corner lot, nothing shall be placed or allowed to grow in such a manner as to impede vision between a height of two and one-half and ten feet above the center- line grades of the intersecting streets within fifteen (15) feet of the inter- sectius street rights-of-way. Crichton moved, seconded hy Wingert, to table the motion until such time as there are five metlbers of the Council present. Motion to tab le did ",ot carry (Cricb ton, Winge rt in favor; H snson, Woodburn in opposition). Woodburn moved to table the motion until February 25, 1980. Motion was seconded by Crichton and carried (Woodburn, Crichton. Wingert voting in favor; Hanson vuting in opposition). Public Works Committee McNlesh reported the resifnation of Mike Holland from the Public Works Committee. Use of 1974 ~ Ton Pick-up Truck Deferred to Jan'~ary 28th (,ouncil meeting. Woodburn reported that he and Bud Johansen will look at the truck and report to Council. REPORT OF VILLAGE CLERK AI"MINISTRATOR CHARLOTTE MCNUS,H License Approval McNiesh referred Council LO following 1980 renewal licenses for Council approval: Troje - rubbish ~Iuler, subject to approval of City Health Officer Arden Hilla Club - restaurant Northwestern CollEge - restaurant McGuire's - reatavrant Crichton moved, seconded by Hanson, that Council approve the licenses as listed. Motion carrle( unanimously. Claim -1980 Dodle Pick-Uf, Hanson moved, seconded by Wingert, that Council approve payment of the claim for 1980 Dodge lick-up. in the amount of $4,321.00, with trade, to Lakeland Ford. Motion carried unanimously. Use of Federal Zevenue ShlrinR - 1979 Council was referre4 to MCNiesh's memo of 1-23-80. Wingert moved, seconded by crichton, that Council authorize in- creasing the amount for tbe Public Works plow by $1,500.00. Motion carried unanimously.
