In review of the Land-O-Lakes Prmlimiuary Plat (revised 1-8-80),
Christoffersen noted that portlo~of the existing north-south
waterillain and Gawer througb the Land-Q-Lakes site have been re-
located; recommended that the existl~D easements be vacated and

Christoffersen indic.ted Ehe 10. swampy areas on the plat that

Christoffersen recomrrended that 30' vide drainage essements be
provided over all natu~al drainage channels through the aite;
noted that if a future atorm,sBwer system is constructed, it may
be necessary tQ obtain additional easemeuts andlor vacate portions
of the described easements; suggested that decisions regarding
easements be subject to ~pproval of the City Attorney.
After discussion, Wingert moved, ssconded by Hanson, that Couneil
approve the Preliminary Flat of Land-O-Lakes (revised 1-8-80)
subject to lIlodificat:l.ons outlined in Ci?y Engineer'f; letter of
1-10-80 and ap~rova1 of the City Attorney. Motion carried unani-

Arden Lake Knoll; e~plain.d that road grading is included in the

Wingert moved, seconded by Hanson, that Council adopt Resolution
No. 80-4, ApprDving Plans and Specifications and Drciering Adver-
tisement for Bids on Improvement No. SS-W-P-ST-7t-l, Arden Lake
Knoll. Motion carried unanimously.
Bid opening to be February 8, 1980 at 2:00 p.m. at the Village

Wingert moved, seconded by Hanson, tbat Council approve the
landscape plan (dated 1-4-80) and authorize issuance of Cert-
ificate of Occupancy for tbe Mounds View High School building
addition motion carried (Wingert, Hansou voting in favor of
tbe motion; Crichton voting in opposition).

County Road E 7easibility Study
Hanson moved, seconded by Wingert, that Conncil adopt Resol-
ution No. 80-7, Ordering Feasibility Study for County Road E
Improvement. Motion carried unanimously.
Miller noted tbat he and Christoffersen will collaborate re
information obtained to date. It vas suggested tbat some pre-
liminary enginaerinR by NSP may be beneficial to Christoffersen
in preparation of the Feasibility Study.

Council was-re:"erred to Parks Committe,. Hinutes of 1-8-80. Hanson
reported that ~he Com~ittee appraves tbe proposed park site on
the west side of the dev.lop~ent; requests that reasonable trail
access fram the resid2ntial areas be provided to the park areas,
not via streeta; also r.equests tbat park areBS be connected by
pathways.
Council concur~ed that the PlanDing Commission and Council should
come to some conclusi~n relative to roads in thie ares.

Arden Hills/Bethel College Meet.iug
HanSon reported that 3 combiDed lethel College/Ardeu Hills parks
program is not considered feasible; Bethel personnel do not think,
after reviewing Buckl~y's report, that the Parks Director can con-
duct the City's program and bav. time for tbe Bethel program as
veIl; feel that some tnter-play should be developed wherein Bethel
students Mould assist in the City's Park Program; reported that
George Henry (Betbel) and John Buckley Bre vorking to propose a
feasible prOlrBm for Council's reaction; a meeting has been sched-
uled at 11:45 s.m. on February 19th at NeGulres relative to thl.
proposed progrem.

Hanson said that he sees the proposed program as a "goldmine"
for experience for Bethel students, as well as a source for
establishing records to support the City Parks Program (ex-
pertise, experience etc. of park employees). Buckley will
prepare "Management by Objective" report to evaluate activ-
ities.

Council was referred to Buckley's memo of 1-14-80.

sale of tbe 1974 ~-tcn Parks Department Pick-up truck to Farm
Service for $800, contingent upon Johansen's concurrence.

(12-17-79) requesting exemption from the mandatory sewer hook-up

After discussion, Wingert moved to deDY ,he requested exemption
for tbe reasons indicated; property meets all the stipulations
in the City Code requiring connection to the municipal sanitary
sewer system. Motion was seconded by Hanson and carried unani-
mously.

Wingert moved, seconded by Hanson, that Council approve the
Alreement and authorize its execution aD behalf of the City.

McNiesh noted that the City may also need to enter into an
agreement with "New Brighton ..elativ", to :LnspectionB for ,Arden
Hills. McNiesh was asked to contact New Brighton.
Animal Pound Agreement and Resolution No. 80-6,_Fee Schedule
for Animal Control
A - Animar-P;;nd Contract
Council waa re{erred to ce-draft of the Animal Pound Contract
which reflects the amended fees charged by Brighton Veterinary
Clinic.

Hanson moved, seconded by Wingert, that Council approve the
Animal Pound Contract and authorize its execution or behalf
of the City. Motion carried unanimously.
It was noted by Crichton that the Contract (#6)state8 "7 days"
for owner to reclaim an animal, conflicting with Section 5-59
of the City Code wh:l,ch says' dogs IUllY be redeemed by owner within
"5 days"; suggested this should ~robably be changed or clar-
ified in the City Code upon amendment thereof. (City has been
interpreting this to mean 5 business days.)
B - Resolution No. 80-6
Hansoa moved that Couacil adopt Rsaulution No. 80-6, RESOLUTION
ESTABLISHING FEES FOR ANIMAL CONTROL. Motion was seconded by
IJlngert.
In diSCUSSion, Crichton suggested that the Resolution should
only :\,nclude fN,a established that citizen would be charged to
claim his dog (not fe~8 cbarged to Ctty); noted that the City
Code does Dot E.nable .:ity to incarcerate animals, otber than
dogs. Buggestec; matter be referred to the City Attorney.
Crichton suggested that a separate Resolution may be desired
establishing otber fess eatablisbed, and not enabled by the
City Code.
After discussien, CrichtoD moved that the motion be amended to
approve Resolution No. 80-6, with the suggested changes outlined.
Hanson and Wingert accept~d the amendments and the motion carried
unanimous ly.
