Preaent - Presiding Officer Charlie Crichton, Councilmen
Ward Ranson and James Wingert.
Absent - Mayor Henry J. Crepeau, Jr.. and Acting Mayor
Robert Woodburn.
Also Present - Clerk Adwinietrator Charlotte MoNiesll, Re-
presentatives of the Taak ffo"ce and Businesses
on County Roed E, Diane McAllister and Dan
Buckholz.
Gene Engelbart gave a slide presentation of facilities in
the Couaty Road E business ar~a from L~xingtQn Avenue to
Highway 51, noting the following:
1. overhead powe~ lines aud poles except at McGuires
and liS1.
2. excess signage at County Road r./Highway 51.
J. only street lights are cobra lights at Highway 51
ingress and egress.
4. installation of ornameBtal Btreet lighting would
be difficult with existing pales.
5. nced for traffic chacn.liBation especially at
Connelly and County Road E.
6. traffic, including school buseB, increasing.
7. Bome pedestrian traffic.

Luben concurred with Miller that burying power lines is
essential, corporations are concerned and spend money for
the i r image_
Hanson said he felt this type of improvement would happen
someday, better. to do this while area 5.s still growing,
important to ge~ rationale for improvement to citizens.
Roger Hauk felt City should proceed with feasibility report
snd hearing, investigate possibility of grant money.

Ievss noted that if power lines are buried, individual
businesses would be bearing cost of burying cable from the
main line to their buildings.
Hanson reported on Finence Committee's reaction, to the pro-
poeal. It was agreed that the County Road E Task Force
Committee and interested businessmen be invited to the next
Finance meeting on Thursday, February 14th. to discuss pro-
posal.
Patrick Flaherty whoae properties represent substantial
frontage on COUDty Road E fevors the iuprovement~ but wae
not in favor of any improvement unless lines are buried.
Businesses represented felt it was essential to know how
special assessmenta would be levied and about what frout
foot and area coats would be and queried how much busineases
would be shut down during improvement.
It was agreed that Buckholz and McAllister ehould stimulate
feed back from residents via news articles.
McNiesh bri~fly discussed effect on mill rate if city part-
icipation was $250.000 spread over 20 'years. Assuming a
3 million increase in assessed value in .1981 base. 1981 levy
for improvement would be $30,000 or .625 mflls. This' may,
be a conservative estimate of assessed value considering
Land-O-Lakes, Cardiac expansion. completion of MSI etc. City
tax base has been growing at the rate of 2 to 6 million/year.
A petition requesting the improvement was submitted, signed
by 8 property owners :in the aree.
