CALL 'ID ORDER Pursuant to due call an:l notice thereof, Mayor Sather called the meeting to order at 7:30 p.m. ROLL CALL 'lhe roll being called the following members were present: Mayor 'lhamas Sather, Council1nembers Paul Malone, JoAnn Growe an:l Dale Hicks. Council1nember 'lhamas Mahowald arrived at 7:35 p.m. Also present: City Accountant T.J. SWanson, Clerk Administrator Gary Berger an:l Deputy Clerk Catherine Iago. ADOPI' Malone moved, seconded by Growe, to adopt the November 18 AGENDA Special Council Meeting Agenda as suJ:xnitted. Motion carried unanimously. (4-0) PllBLIC HEARING TRUIH IN TAXATION; Mayor Sather opened the meeting at 7: 32 p.m. for the 1992 PROP'D BUDGET purpose of a Public Hearing to review the proposed 1992 DOCOMENT Budget f= the city of Arden Hills, in accordance with the Truth in Taxation meeting regulation. Clerk Administrator Berger verified the publication of the Notice of Hearing in the New Briahton Bulletin an:l the st. Paul DiSPatch on Wednesday, November 13, 1991. eouncil1nember Mahowald arrived at 7:35 p.m. . May= Sather reviewed the public hearing protocol for members of the audience. The Clerk Administrator briefly reviewed the following items relating to the 1992 proposed budget document: 1. City Organizational Chart. 2. Tax lJavy Determination Table. 3. 1992 Payable Property Tax Capacity Rates by Govermnental Agencies; City of Arden Hills, Ramsey County, School Districts #621 an:l #623 an:l other. 4. Net Tax Capacity Chart - Estimated Pay 1992 5. SUmmary Comparison of City Revenue 6. Revenue Source Chart. 7. SUmmary Comparison of City Expenses. 8. General Fund Expenditure Chart. The Administrator reported the proposed 1992 lJavy amount is $1,529,678. He stated this is a reduction of one tenth of one percent from the 1991 lJavy amount an:l explained the method Ramsey County utilizes in calculating the tax capacity rate. 'Ihere was discussion relative to the calculation of the tax amount based on the property valuation. Mayor Sather asked for comments or questions from the floor. HRING (Cont'd) The Administrator stated this rate is calculated by Ramsey County. He explained the County calculates the total market value of all property in the city and applies the the formula shown on the chart to detennine the tax capacity rates for the city and other goverrunental agencies. steele advised he is a member of the Finance Committee and is aware of the length of tilne Council1nembers and staff spend on the budgeting process. He suggested the residents be advised of the budget process schedule, in order to allow their input during the earlier stages of the budgeting process, rather than prior to the adoption of the J::udget d=tnnent. steele indicated some residents may feel the I::udget is noW' "cast in stone". steele noted that only two cities in the 5,000-10,000 population range have a tax rate lower than the City of Arden Hills. He stated the City has generally been fiscally responsible. Mayor Sather reported on the schedule for the budget process, which begins during the summer months. He advised the staff makes an effort to publish the budget meetings and all residents are welcome to attend. Kurt lawrence, 4516 Keithson Drive, questioned if the repair of Keithson Drive is included in the 1992 street :i.rrprovement funds and if the residents would be assessed for the street repair. Mayor Sather explained the budget includes the 1992 Pavement Management Funds and . some repair to Keithson Drive scheduled for 1992. He reported this is a newer street in the city and funds are not available for reconstruction of the street. He advised the City has adopted an asE'essment policy, which would be utilized if the street is proposed for reconstruction in the future. The Mayor reported that each street in the city is rated every three years in the pavement management program. Mayor Sather asked for any further canunents from the floor and hearing none, closed the public hearing at 8:05 p.m. Council1nembers thanka:i staff for the presentation. RES. #91-60; Hicks moved, seconded by Malone, to adopt Resolution AOOPl' 1992 No. 91-60, ClARIFYING FINAL SUMS OF MONEY '10 BE LEVIED LEVY FOR LEVY YEAR 1991 PAYABLE IN 1992. Motion =ied unanimously. (4-0) CCMRJNICATION eouncil1nembers ani staff held an informational SESSICN discussion/communication session between 6:15 ani 6:30 p.m. PRESENI'ATICN ; eouncilmembers heard presentations from two =nsultants NEWSLEITER interested in producing the city Newsletter.
