Members of the public may attend a meeting in -person at City Hall or they may view the meeting remotely on the City's website using the below link. PUBLIC INQUIRIES/INFORMATIONAL This is an opportunity for citizens to respectfully bring to the Council's attention any items which are relevant to the City. In addressing the Council, you must first state your name and address for the record. Comments shall be limited to three (3) minutes or less. Written documents or other materials should be handed to the City Clerk for distribution to the Council prior to or during the meeting. Council will generally not respond at the same meeting where an issue is initially raised by a member of the public but the Council may refer the issue to staff for further research and possible report or action at a future Council meeting. 3. COUNCIL/STAFF COMMENTS ADJOURN NEW BUSINESS - 4A -ARVE_-HILLS MEMORANDUM DATE: July 10, 2025 TO: Honorable Mayor and City Councilmembers FROM: Jessica Jagoe, City Administrator SUBJECT: Joint Development Authority (JDA) Alternate Appointment Budgeted Amount: Actual Amount: Funding Source: N/A N/A N/A Council Should Consider Motions to approve, table, or deny the following: Resolution 2025-046 Appointing 2025 City Council Liaisons for Commissions and Committees for a Joint Development Authority (JDA) Alternate Commissioner Background Per the Joint Powers Agreement of the JDA that oversees the TCAAP redevelopment project, the City of Arden Hills may name an alternate appointee to serve in the capacity as a substitute for any member appointee, in the event a member appointee is unable to attend a scheduled meeting of the JDA or any committee or subcommittee thereof. This substitute appointee shall also have the right to vote on any action requiring a vote of the member appointee, including all substantive as well as procedural actions, when performing as a substitute for a regular member. At its regular meeting on January 9, 2023, the City Council appointed Councilmember Rousseau as the Alternate Commissioner through December 31, 2024. Staff verified that this alternate position was not reappointed in 2025 as part of Resolution 2025-009, Appointing City Council Liaisons for Commissions and Committees and Mayor Pro Tem. The City Council is being asked to discuss and consider the appointment of an Alternate Commissioner in the event that one of the regular members is unable to attend a future JDA or committee/subcommittee meeting. Council should consider a two-year term in alignment with the timing of the regular member appointments. Staff would recommend that 2025 be the first year of the two-year term, which would be set to expire on December 31, 2026.
