APPROVAL OF AGENDA MOTION: Councilmember Monson moved and Councilmember Holden seconded a motion to approve the meeting agenda. The motion carried (5-0). 2. PUBLIC INQUIRIES/INFORMATIONAL None. 3. RESPONSE TO PUBLIC INQUIRIES None.o e. 4. NEW BUSINESS A. Resolution 2025-046 Appointment of Joint Development Authority(JDA)Alternate Commissioner ARDEN HILLS SPECIAL CITY COUNCIL—JULY 10, 2025 2 City Administrator Jagoe stated that the Council was being asked to consider Resolution 2025- 046 regarding the appointment of an alternate City Joint Development Authority (JDA) Commissioner. Per the Joint Powers Agreement of the JDA that oversees the TCAAP redevelopment project, the City of Arden Hills may name an alternate appointee to serve in the capacity as a substitute for any member appointee, in the event a member appointee is unable to attend a scheduled meetingof the JDA or an committee or subcommittee thereof. This substitute Y appointee shall also have the right to vote on any action requiring a vote of the member appointee, including all substantive as well as procedural actions,when performing as a substitute for a regular member. At its regular meeting on January 9, 2023, the City Council had appointed Councilmember Rousseau as the Alternate Commissioner through December 31, 2024. Staff verified that this alternate position had expired December 31, 2024. Resolution 2025-009 Appointing City Council Liaisons for Commissions and Committees and Mayor Pro Tern did not include the JDA alternate Commissioner appointment. The City Council is being asked to discuss and consider the appointment of an Alternate Commissioner in the event that one of the regular members is unable to attend a future JDA or committee/subcommittee meeting. Council should consider a two-year term in alignment with the timing of the regular member appointments. Staff would recommend that 2025 be the first year of the two-year term, which would be set to expire on December 31, 2026. Councilmember Rousseau noted this was not an emergency but rather an oversight. She suggested Mayor Grant fill the role for the remainder of 2025 and in 2026 the appointment would be for a one-year term. Mayor Grant stated he did not have the bandwidth to fill the role for the remainder of 2025. Councilmember Monson asked if Councilmember Rousseau would be able to be the alternate Commissioner. Councilmember Rousseau said yes, she could move things around but suggested the term be through the end of this year. Mayor Grant noted the JPA document states appointments are a two-year term and asked City Administrator Jagoe to confirm such. City Administrator Jagoe stated she did not have the Joint Powers Agreement with her. Councilmember Rousseau suggested this appointment then be for two years but that the Council revisit the appointment in January 2026 and Mayor Grant agreed that could be done. MOTION: Councilmember Monson moved and Councilmember Weber seconded a motion to approve Resolution 2025-046 Appointing Councilmember Emily Rousseau as the City's Alternate Joint Development Authority (JDA) Commissioner.
