CALL 'IO ORDER Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 4:30 p.m. ROLL CALL 'Ihe roll being called the follCMing members were present: Mayor 'Ihamas Sather, eouncilmernbers Nancy Hansen, Paul Malone, JaAnn Growe and 'Ihamas MahcMald. Also present: Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. AOOPr AGENDA eouncil1nember Malone requested a discussion of the new city lDgo be placed on the Worksession Agerx:la. Malone moved, se=nded by Growe, to adopt the JW1e 17 Worksession Agenda, as amended to include discussion of the new City Logo. Motion carried unanimously. (5-0) NEW CITY LOGO eouncil1nember Malone ni<:rUSsed and displayed samples of paper to be utilized in conjunction with the new City Logo. Council concurred to use recycled paper for the City stationery. eouncil also determined that the new City Logo should be ready for presentation at the first Regular Council Meeting in July and a press release should be prepared for distribution to the local newspaper. . DISCUSSION ; CITY HALL FACILITIES eouncil was referred to a mem::>randwn fram the Clerk Administrator dated 6-14-91, relative to drafting an RFP for selection of an architect to prepare a plarming study for construction of new City facilities. 'Ihe Administrator discussed the benefits of hiring a construction manager to work for the City and hire the subcontractors on the project. He indicated several cities have utilized a construction manager to oversee the construction activities and report this individual has proven to be extremely beneficial in assisting staff on daily decisions regarding the b..1ilding construction. Council1nember Hansen reported on discussions she has had recently with architects. She suggested if the project costs are under one million dollars, a construction manager may not be nec€SEary. Mayor Sather advised he preferred to view architectural drawings of the facility, as proposed by the city Hall study Canunitteei suggested this may be helpful to eouncil when determining a site. He questioned if there are sufficient IIDnies available to include drawings in the RFP. Ralph Oliver, architect and resident, was present and advised his firm was involved in the rerocx:leling of the existing city Hall facility. He suggested eouncil hire an architect on an hourly basis and stipulate a max:irmnn dollar figure; further expeniitures would be authorized upon negotiation with Council. He explained the RFP may be worded to request a "site Evaluation study", a Space Program, and architectural renderings. Oliver offered to forward infonnation to staff to assist in preparation of the RFP. . '!here was discussion regarding whether or not the City Hall and Public Works facilities should be on the same site. Council and staff members favored both facilities at the same location. . . . .. Council concurred to direct the Clerk Administrator to prepare an RFP for the city Hall site Evaluation study, which includes: 1. Evaluation of the four sites identified in the City Hall study for proposed City Hall am Public Works facilities. 2. Preparation of a Space Program with schematics for both facilities. 3. Architectural Renderings of the Wilding exteriors. Council further directed the lIdministrator to develop a list of architectural finns to be sent the RFP, am that the RFP am list be forwarded to Council for review am camnent. Council thanked Mr. oliver for his suggestions. COUNCIL ~ 1992 Buo:::EI' PREPARATION Counci1member Malone questioned if staff has established a tilne table for the 1992 Budget preparation. 'Ihe Administrator reported on the status of b.ldget preparation. Council discussed establishing budget guidelines for staff use in preparation of the 1992 budget. After discussion, Council concu=ed it would be preferable for staff to present the proposed 1992 budget items as a "no change" list am to prepare an optional list of items, which are service oriented, for Council consideration; such as additional personnel or equipnent. WATER SIUDY Counci1member Malone conunented that the water study infonnation provided by the City A=untant indicates several unexplainable variations in the numbers for billing versus water use. He stressed the ~""ity of staff expediting completion of the study. Administrator Berger advised the report provided by the Accountant was suhnitted to Council for infonnational purposes. He explained the Accountant will be scheduling a meeting with the Auditor to discuss the matter. ASSFSSMENT BRING; NORl'H SNELLING AVE. Counci1member Mahowald questioned if the Engineer has provided any infonnation relating to the cost of the proposed assessment of North Snelling Avenue. The Administrator reported the bid opening for the project is scheduled for July 8, the same date as the public healring, am infonnation relating to the bids will not be available until the hearing; Council concu=ed to direct staff to contact the City Engineer am advise him to prepare a reduced per front foot rate, in the event the bid quotes for this project are lower than estimated costs. . . . . ," Minutes of the Arden Hills O:>uncil Worksession Meeting, 6-17-91 Page 3 SNELLING (Cont'd) Deputy Clerk Iago reported on infonnation relative to previous street ilI1provements on Royal Hills Drive, McClung Drive and Briarknoll Avenue and distriluted infonnation from Engineer Graham regarding calculations for corner lots on these streets. PROP'D BRUSH DISPOSAL SITE O:>uncilmember Malone referred to the memoran:ium from the Clerk Administrator dated 6-17-91, regarding the Brush Disposal site and questioned if the intent is to provide this service for residents. O:>uncilmember Hansen suggested residents be responsible for disposal of brush on their property, rather than the City providing this service. Mayor Sather camnented that if a service is not provided to residents the debris roay be ciurrped in a City park or open space. O:>uncil suggested staff investigate the possibility of hiring a contractor to provide the chiwing service to residents for a fee, and the city providing a site for residents to bring roaterials for disposal. S'l.'a<iE AVENUE O:>uncilmember Hansen questioned the status of the IMPROVEMENT discussions with residents relative to the inprovement of stowe Avenue. She reported that residents have advised her they are being harassed into signing a petition to ilI1prove the streets. Councilmember Malone advised the inprovement of stowe Avenue is not programmed on the Ramsey County CIP and upon receipt of a petition from residents, the City would request the County to schedule the inprovement; the residents would be assessed for the project costs. 'mAIL IMPRVMI'. O:>uncilmember Mahowald questioned if the trail between Floral Park and Harnline Avenue was scheduled as part of the inprovements authorized by O:>uncil in the 1991 Trail Inprovement Project. He questioned if residents were contacted regarding the installation of this trail.
