Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 4:30 p.m. ROLL CALL The roll being called the following members were present: Mayor Thomas Sather, Council1nembers Nancy Hansen, Paul Malone, JaAnn Growe and Thomas Mahowald. Also present: Engineer Terry Maurer, Public Works Superinterrlent Dan Winkel, Parks Director John Buckley, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iage. CALL 'ID ORDER AOOPr AGENDA Malone moved, seconded by Growe, to adopt the 5-20-91 Ageroa as subnitted. Motion carried unanim::Jusly. (5-0) Engineer Maurer distriJ:uted information relative to the traffic COI.U1t on North Snelling Avenue. He explained the traffic COI.U1t infonnation compares with MN/oor figures and the data supports the design of the road; the road is designated as a "low density =llector". DISCUSSION; NORm SNELLING AVENUE IMPROVEMENT . Maurer reviewed the design alternatives relating to the proposed width of the road. He indicated that a 32 ft. road would not allow parking on either side of the roadway and a 36 ft. road would allow parking on one side of the roadway. Maurer also discussed the installation of detached pathways and explained that a 5 ft. wide detached pathway may be eligible for MSA furrling. It was noted that the recently adopted assessllEI1t policy requires sidewalks/pathways be assessed to benefitted properties at 100 percent of the costs. The Engineer strongly supported the 36 ft. wide roadway to maintain parking options; advised the additional width has no significant impact on the project and protects future parking options. Council discussed the =sts and proposed location of a detached pathway; expressed support for the installation of a pathway on one or both sides of the street =nditioned upon favorable input from residents and cost factors. Cotmail discussed possible inclusion of the proposed pathway on the parks trail system. There was discussion relative to parallel versus angle parking in the area of Royal Hills park. The Engineer and Cotmail =ncurred that angle parking =eates a safety hazard and parallel parking would be preferable. Councilmember Mahowald suggested a neighbortlood meeting be scheduled to discuss the roadway design, detached pathway and other issues with residents. Engineer Maurer proposed the meeting be held on Snelling and offered to walk the street to show residents how the project affects their property. He stated this awroach has worked well in other canmunities. Residents in attendance at the meeting expressed interest in holding a neighborhood meeting as outlined. The Clerk Administrator reported the Ramsey County Sheriff's Deparbnent advised there have been no significant traffic violations on North Snelling Avenue. . SNELLING (Cent 'd) Malone JOOVed, seconded by GrCMe, to schedule a meeting with residents of North Snelling Avenue on lliursday, May 30, 1991, at 6:30 p.m., at City Hall and a field review of North Snelling at 7:15 p.m., and to direct staff as follows: 1. City Engineer to prepare information regarding cost f= a detached pathway on one = both sides of the street, proposed parallel parking, and be prepared to review the assessment policy and improvement information with individual property ~ at the field review portion of the meeting. 2. City staff to prepare a notice f= property ~ on North Snelling Avenue which outlines the date, time, location and purpose of the meeting. Motion ca=ied unanimously. (5-0) Engineer Maurer requested questions which relate to a specific parcel of land be referred or forwarded to his attention prior to the meeting. Council was referred to a memorandum fram the Clerk Administrator dated 5-17-91, and attachments, relating to the Cleveland Avenue inprovernent. Council referred to the April 23 letter from NSP relating to the costs for electric service installation and questioned if the full arrount f= installation may be included in the asc<:>ssment. DISC;CLE\/EIAND AVENUE IMPOOVEMENI' . Engineer Maurer stated the Refundable Agreement outlined in the letter does not guarantee the re:imbursement of funds and the city may include the full cost of installation in the assessment. Councilmember Malone suggested an awraisal of all property al:utting Cleveland Avenue be obtained, rather than just one parcel. Malone moved, seconded by Hansen, to direct the Clerk Administrator to obtain appraisals f= all properties al:utting Cleveland Avenue, direct the Engineer to detennine final costs for the project and prepare a report for Council review at a furore meeting. Motion ca=ied unanimously. (5-0) TRAFFIC PROBLEMS; HAMLINE AVENUE & COUNTY ROAD F Council was referred to a memorandum fram the Clerk Administrator dated 5-17-91, and attachments, relating to traffic problems at Hamline Avenue and County Road F. . Engineer Maurer advised a study was CCIIpleted in 1990 relating to the traffic situation and it was determined that a signal is warranted at this intersection. He explained that the City should first detennine the area of auth=ity of MN/oor, as relates to this intersection. Maurer stated if MN/oor has jurisdiction for signalization, the city would suhnit a request to include the project into the MN/oor long-range plan. Maurer stated he will contact the state Traffic Engineer regarding this matter and report to Council at a future meeting. He noted the project should be eligible f= state Aid funding. SCHEDULE PUBLIC HEARING; CHA'IHAM CIRCLE & CDURI' Mahowald moved, secorrled by Hansen, to schedule a Public Hearing to consider the proposed assessment for the improvement of Chatham Circle and Chatham Court by bituminous overlay, on Monday, June 10, 1991, at 7:30 Motion ca=ied unanimously. (5-0) Malone moved, secorrled by GrCMe, to schedule a Public Hearing to consider the Vacation of Drainage and utility Easements located on IDts 1 and 2, Block 1, Northwoods Mdition, 3900 Northwoods Drive, on Monday, June 10, 1991, at 8:00 p.m., at City Hall. Motion ca=ied unanimously. (5-0) p.m., at City Hall. SCHEDULE PUBLIC HEARING; VACATION OF EASEMENI'S,~ HEALTH, NORl'ID'KlODS REPORl'; PARKING ON lAKE JOHANNA OOULE.VARD Council was referred to a report fram the Public W=ks SUperintendent dated 5-17-91, relative to parking on lake Johanna Boulevard. . winkel reviewed the Safety/Works Committee discussion and recommendation that no variances or permits be issued f= parking on lake Johanna Boulevard. The Committee suggested the resident experiencing the parking problems pursue the offer fram neighbors to park a vehicle on their property. llie Clerk Administrator reported he contacted Commander Bergeron to discuss the parking situation; Bergeron stated if the city directs the County not to issue citations f= parking, County Deputies will CCIIply with the =der. He further advised that Commander Bergeron expressed concern that residents in other areas of the City may also request to park on the street and a precedent would be established. Council concurred to discuss this matter upon receipt of a recommendation fram the Planning Commission. amER BUSINESS MAIIBOX DAMAGE Councilmember Malone requested a report on the damaged mailbox fram the Public Works SUperintendent. Winkel distriJ:uted photographs of the mailbox in question and reported it does not a];pear that the snowplow damaged the mailbox. He also noted the mailbox was inaw:rupLiately installed; displayed diagrams of proper installation, as required by the Post Office. Winkel reviewed City policy relating to damage to mailboxes and suggested the homeowner be forwarded a copy of the proper installation diagram. . lliere was discussion relative to the extent of city responsibility f= replacement of the mailbox. llie Public Works SUperintendent expressed concern that a precedent may be set if the City purchases a replacement mailbox, even though the City staff did not damage the mailbox. After discussion, Council concurred that city staff be instructed to install a replacement mailbox for the property owner as required by the Post Office, and the Public Works SUperintendent be directed to advise the property owner of their responsibility to purchase the replacement mailbox. Council further advised that if the property owner refuses to purchase the replacement mailbox, this matter is deemed resolved and the property owner accepts full responsibility for installing and purchasing the mailbox. , . . . . Councilmember Mahowald expressed dissatisfaction with the wording of the notice sent to residents in the area adjacent to Snelling Avenue regarding the reconsideration of the street inprovernent.
