Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 7:30 p.m. ROLL CALL The roll being called the follCMing members were present: May= Thomas Sather, eouncilmembers Paul Malone, JoAnn Growe and Thomas Mah=ald. Absent: eouncilmember Nancy Hansen. Also present: Engineer Mark Graham, Public Works SUperintendent Dan Winkel, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. CALL 'ill ORDER ADOPI' AGENDA Malone moved, seconded by GrCMe, to adopt the February 25 Agenda as suJ:mitted. Motion =ied illlaTli1nously. (4-0) CONSENT eouncilmember Malone referred to Item 3 (a), Spring CALENDAR Clean-Up Day, under the Consent Calendar, and expressed concern that the estimated cost for printing a br=hure with the City of Sh=eview is ~ive; requested staff insure the printing costs are equally distributed between the two cities. Malone moved, seconded by Mahowald, to approve the Consent Calendar as suJ:mitted and authorize execution of all necessary d=uments contained therein: a. Authorize Spring Clean-Up Day/Aroor Day, May 4. b. Approve AJoondrnent to 1990 Ramsey County Recycling Agreement. c. Approve Request to Attend MCFOA Conference, Deputy Clerk. d. Approve List of Claims and Payroll. . Motion =ied unanimously. (4-0) PUBLIC cu.!MENrS. None. RES. #91-14; 1991 PAVEMENT MAINT. PROJECI' Council was referred to a memorandtnn from the Clerk Administrator dated 2-22-91, relative to adoption of the proposed Resolution No. 91-14. Berger advised this matter was considered and a motion was passed by Council at the February 11 meeting, however, the state Local Improvement Guide requires a resolution be adopted in conjunction with il1Iprovernents; staff has prepared the resolution for adoption. Malone moved, seconded by Mahowald, to adopt Resolution No. 91-14. Receiving the Feasibility Report, Ordering Preparation of Plans and Specifications and Calling for a Public Hearing on March 25, 1991, at 7:30 p.m., on the 1991 Pavement Maintenance Improvement. Motion =ied unanimously. (4-0) RES. #91-15; 1991 PAVEMENT MAINI'. PROJECI' Council was referred to the prel:iJninary plans and specifications for the 1991 Pavement Maintenance Improvement Project, as suhnitted by Engineer Graham. Councilmernber Malone questioned several items in Section 2000 of the prel:iJninary plans. . Engineer Graham explained that certain sections of the plans are standard/general language which is included in all il1Iprovement projects. He noted the section with specific language relating to this project and advised those specifications override the general rules. Gr"aham eJqllained the two alternative methods f= correcting the settlement problems. He eJqllained the settlement occurs due to poor compaction methods when the street was =iginally constructed. Gr"aham noted that although the corrective measures will resolve the problem on Chatham Avenue at this tillie, the situation :may occur in the future. Malone questioned when the front footage assessment rate will be established. Gr"aham stated the bids are scheduled for opening on March 21, and actual costs f= will be calculated pri= to the Public Hearing scheduled on March 25. Malone moved, seconded by GrcMe, to adopt Resolution 91-15, Approving the Plans and Specifications and Ordering the Advertisement for Bids, to be opened on March 21, 1991, at 10:00 a.m., in the Matter of the 1991 Pavement Maintenance Improvement. Motion carried unaniInously. (4-0) 1991 RECYCLING AGREEMENT Council was referred to a memorandum from the Clerk Administrator dated 2-21-91, relative to the proposed 1991 Municipal Recycling Gr"ant Agreement with Ramsey County . . Berger advised a provision is included in this draft of the agreement to insure that Ramsey County cities are aware of the County policy to cease funding of curJ::side recycling after 12/31/91. He also explained the proposed plastics recycling is not included in the agreement at this tillie, since the grant application has not yet been approved. eouncilrnember Malone requested. the agreement be amended to state ''weekly'' pickup of recycling :materials, rather than "bi-weekly". Malone eJqlressed conce:rn relative to the high cost increase in recycling since the inception of the program. He suggested personnel and equipment could be purchased by the City to perfonn the recycling for the costs reflected in the contract. eouncil.mernber Malone suggested the Public SafetyfWorks Committee review alternative methods f= recycling to begin in 1992. 'Ihere was discussion regarding establishing a fee to residents on the utility statements, approx:i1nately $26.00 per household annually, to f1.U1d the recycling program in 1992. Gr"owe moved, seconded by Mahcmald, to approve the 1991 M.micipal Recycling Agreement between the City of Arden Hills and Ramsey County, as amended to weekly pickup of recycling :materials, and to authorize execution of the dOCUllleJ1t by the proper city officials. WATER MEI'ER CEID'IFICATION TESTING Council was referred to a memorandum fran Public Works SUperinterrlent winkel dated 2-21-91, relative to the quotations received for testing and certifying carrunercial water meters. Winkel advised two quotes were received for the project; noted the price differential f= the 10" meter at Bethel College. He recommended Munitech, Inc. be hired to test and certify the meters at an awroximate cost of $1,550.00. eouncilrnember Malone asked if either company had offered carrnnents relative to the meters contr:ibJting to the extreme water loss reflected in the city records. The Public Works SUperintendent stated both company representatives ~essed the opinion that such an extreme water loss would not be due solely to water meters. Councilrnember Mahowald questioned if the expenditure to test and certify the meters is worthwhile. Winkel stated the meters are worn and have reached the point where it would be a wise investment to test and also begin a replacement program; suggested testing be done on a regular basis, every three to five years. . Mahowald:moved, secon:ied by Malone, to approve the retention of Munitech, Inc., to test and certify the commercial/industrial water meters, and approve the expenditure of $1,550.00 from the 1991 Water utility b.J.dget. Motion carried unanimously. (4-0) OJUNCIL ~S LIGHI'ING; BIG TEN SUPPER CilJB eouncilmernber Malone questioned the exterior lighting at the Big Ten SUpper Club. Deputy Clerk Iago advised Building Official David Kriesel has sent correspondence to the CMler regarding the lighting and a copy will be forwarded to Council. SIGNS & PARKING; ~ JOHNSONS Councilmernber Malone questioned when the Barmer Sign and parking spaces will be rerocwed fram Howard Jobnsons. Deputy Clerk Iago stated correspondence will be directed to the new Manager from staff regarding both items. S'Ia'IE AVENUE; IMPmVEMENT Councilmernber Malone suggested AttoI:TIeY Filla be directed to draft an Ordinance amendment which prohibits solicitation on private property at the owner's request. Councilmernber Malone questioned if the residents on stowe Avenue have contacted city staff regarding a petition f= street improvements. SOLICITATION ORDINANCE 'Ihe Clerk Administrator explained he has discussed the procedures with Char Wilmar, stowe Avenue resident, and no fonnal action has been taken to date. . Mayor Sather suggested staff contact Ramsey County Engineer Paul Kirkwald to determine the deadline for residents to suhnit a petition, if the project is to be included in the 1991 County improvement schedule. (Cont' d) Public Works SUperintendent Winkel noted that the sewer lines need replacement in this area and could easily be done in =njunction with the street reconstruction. He indicated residents should be advised of the additional costs for including the sewer line installation with the street project. rnARITABLE GAMBLING PERMIT LIONS CWB Counci1lnember Malone noted the expiration of the premises permit for the Arden Hills/Shoreview Lions Club at the Big Ten suwer Club. Counci1lnember Mahowald questioned if the Zeos Company is currently occupying the Roberts Property facilities on Iexington Avenue; suggested sign for leasing space be removed. ROBERl'S PROPERrY ZEDS OCCUPANCY & SIGN REM:JVAL Clerk Administrator Berger stated the Building Official has =ntacted Scott Roberts to determine the extent of occupancy of the building; the sign is permitted until such time as the building has reached 85 percent occupancy.
