MINUTES OF THE ARDEN HILLS WORK SESSION MEETING
TUESDAY, FEBRUARY 19, 1991, 4:30 PM, CITY HALL
CALL TO ORDER
Pursuant to due call and notice thereof,
Mayor Sather called the meeting to order at
4:30 PM.
ROLL CALL The roll being called, the following members
were present: Mayor Sather, councilmembers
Malone, Growe and Hansen. Councilmember Mahowald was absent. Also
present: Public Works Superintendent Dan Winkel, Park Director
John Buckley, and Clerk Administrator Gary Berger.
ADOPT AGENDA Malone moved, seconded by Growe, to adopt
the February 19 agenda as submitted. Motion
carried unanimously, (4-0).
MARKET STUDY The City Council reviewed the Arden Hills
existing compensation system and discussed
Clerk Administrator Berger's February 15 memo outlining key
concepts, 1990 example Stanton survey, and pages 174 and 175 from
the Stanton manual.
Staff and Council discussed the fifth step or 100% of the average
in step plan. Councilmember Malone indicated that there needed to
be a more concise way of anchoring the pay system. He felt that
this could more accurately be determined by a market study.
RFP'S Council reviewed Request For Proposal's for
personnel consultant from DCA Stanton, Inc.,
Ernst & Young, Labor Relations Associates and the League of
Minnesota cities.
After discussion, Council chose to authorize the hiring of Labor
Relations Associates Karen Olsen to do a market study up to $5,000.
Council discussed the proposed City driver
license policy for all City employees driving
a City vehicle and support for the policy was
unanimous. Council directed staff to bring the policy to a
regularly scheduled Council meeting after the word "discipline" had
been reviewed by Karen Olsen. Council was concerned as to whether
or not this word meant termination.

There being no further business to come before
Council, they moved to adjourn the meeting at
6:30 PM.
