CITY OF ARDEN HILLS, MINNESOTA
WORKSESSION CITY COUNCIL MEETING
. NOVEMBER 16, 1992
4:30 p.m. - CITY HALL
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Sather called to order the Worksession
City Council meeting at 4:30 p.m. Present: Mayor Sather, Councilmembers Paul
Malone, Dale Hicks, JoAnn Growe and Thomas Mahowald, and Councilmember-Elect
Beverly Aplikowski. Absent: Councilmembers Dale Hicks and JoAnn Growe. Also
present were: Clerk Administrator, Dorothy Person; Deputy Clerk, Cathy Iago; Public
Works Superintendent, Dan Winkel; City Accountant, Terry Post; Parks Director, John
Buckley; Attorney, Jerry Filla; Engineer, Terry Maurer; Planner, John Bergly.;
Malone moved, seconded by Sather to delete Item 3. Approval of November 4, Special
Council Meeting Minutes until the next regular City Council meeting of November 30,
1993. All voted in favor. (5-0).
Discussion was held regarding storm water utility options; options and legal implications,
identification of potential projects and costs, effect of future development, and
implementation items and timelines.
. Engineer Maurer indicated he would have draft preliminary figures of the storm water
utility available for the first meeting in December (December 14, 1992).
A review of current costs for 1993 was conducted of independent contractors and
services. Action regarding appointment is made at the organizational Council meeting
(first meeting in January).
City Accountant, Terry Post updated the Mayor and Council on the 1992 Budget.
A review of possible activities for Arden Hills 1993 Winter Festival and budget
implications was discussed. Further request was made for a longer term festival planning
with City actively pursuing this.
Discussion was held on approving the execution of a contract for services for City Hall
cleaning - Coverall at $30.00 per week. The budget is based on $35.00 per week.
Council recommended placing this item on the Consent Calendar of November 30, 1992.
Mayor Sather updated the City Council on St. Paul Turner's Charitable Gambling issues.
Turner's new owners are working toward fulfilling its obligations to the City.

. MOTION: Mayor Sather moved, seconded by Malone, to adjourn the meeting at 5:45
p.m. Motion carried unanimously. (3-0).
