MINUTES OF THE ARDEN HILLS COUNCIL BUDGET WORKSESSION
WEDNESDAY, AUGUST 19, 1992 - 4:00 P.M.
CALL TO ORDER
Pursuant to due call and notice thereof, Mayor Sather
called the meeting to order at 4:00 p.m.
ROLL CALL
The roll being called the following members were
present: Mayor Thomas Sather, Councilmembers Paul
Malone, Thomas Mahowald and Dale Hicks. Absent:
Councilmember JoAnn Growe. Also present: Accountant
Terrance Post, Park Director John Buckley and Acting
Clerk Administrator catherine Iago.
BUDGET PRESENTATION
City Accountant Terrance Post referred to his
memorandum dated 8-18-92, which outlined factors
affecting the 1993 budget process. He noted that
Council direction to staff was to limit the 1993
General Fund expenditures to a less than 5 percent
increase. Post explained the projected 1993 increase of
8.6 percent includes the purpose of a $100,000 Capital
Budget item, a new street sweeper. He indicated if this
item is treated as an "overlay" item and excluded from
the 1993 baseline proposed budget, the rate of increase
drops to 3.5 percent, which is within guidelines.
Post also reviewed external factors affecting the
process, which include: imposition of the Minnesota
Sales Tax, removal of levy limitations, no dramatic
change in the Consumer Price Index from 1992 to 1993,
and the impact of HACA collection on the General Fund.
Discussion items relating to the 1992 Budget and
Council direction to staff are listed below:
Review alternatives to purchase of a new sweeper: Lease
from neighboring community or contract with independent
contractor. (Future funding possible through storm
water utility)
Calculate impact of 6.S percent sales tax on 1993
Budget and provide data at next meeting.
Discussion of HACA aid collection.
Removal of

Pavement Management: Costs for the Tiller Lane
Reconstruction project to be moved to the appropriate
fund.
Purchase of Equipment: Solicit bids for purchase of two
one-ton dump trucks in 1992 and hold purchase of John
Deere until 1993.
Determine Allocation of Architect Costs: 1992 costs
should be $7,000.00 and 1993 costs $13,000.00.
Newsletter Costs: Maintain proposed expenditure of
$20,000.00.
Data Processing Fees: Provide rationale on cost versus
benefit for in-house data processing.
Northwest Youth Services Bureau Fee: Contact Concordia
Singing society to inquire if they are willing to
contribute 1993 payment on behalf of the City.

Fire Services Contract: The city has no interest in
authorizing contribution for any full-time positions in
the 1993 LJVFD contract.
Building Inspections: Reduce hours for this position
Community service Fund: Intent to keep separate from
General Fund. Suggested utilizing these funds for Shade
Tree Control.
Shade Tree Removal: Increase fee for Shade Tree Removal
from private property and request contractor provide
more timely billing statements.
Video Equipment: Suggest delaying major purchase until
after referendum.
Council and staff discussed the agenda for the 8-24-92
worksession meeting.

MISCELLANEOUS
Council discussed scheduling and annual performance
evaluation for Deputy Clerk Iago: suggested evaluation
materials be forwarded to council as soon as possible
and the evaluation would be scheduled later this month.
There was discussion regarding the request to extend
employment for temporary Phil Perron, pending
information on the condition of Fred Reed.

meeting adjourned at 7:45 p.m.
