"vi.sion fat" Transit" is a~ RTB program to provide efficient, convenient mass transit ~or the metro area by connecting area busing systems se~ving t~e s~b~rbs (such as the Roseville Circulator which serves Arden ~ills) to MTC "hubs" throughout the metro area. In response to Counci,l questions, the RTB representatives explained the locaticns of the routes planned throughout PO"rden Hi.ll s and the Hpa r1<~ and ride" lot.s avai 1 ab 1 e; estimated ridership; financial subsidizing of the program; method of levying for transpo~tation services: etc. Councilmember Mahowald voiced concern regarding the r.i + v f :'='_ - ~ ".- J. - cost to Gu~sidize t~e prograffi; he said the cost ~as quit€ high considering the routes de not appear to provide maximum accessibility to Arden Hills residents. He asked if the Federal Transit Administration (FTA; or other agency(ies; may provide support for the program. RTB representatives said the FTA is mere interested in providing capital items rather than operating funds for such a progr~m, Councj.l consensus was that the proposed routes through Arden Hill.s appear to "skimll the City, They preferred more complete service in order to strongly support the program, and offered suggestions for possible route changes. R~E representatives welcomed Coun8ilfs input and stated that the };n~r;)(")se of t_heir visit. },8 to learn the needs of communit.y. Council agreed to add this as a discussion item on their next worksession agenda and forward further input to the RTB after that discussion. Graham responded that he expects co~petitive bids, that perhaps it would be logical and 9con8mical to do West Round Lake Road along with the othel projects already planned. He added that excess fill removed from the trail sites is to be hauled to City property for City use. He commented that resi.dent input indicated support of the trail if such a buffer were installed. Grah8ID said he was not aware of the desire for a bu~fer and further advised he would discuss landscaping with the Park Director. MCTI(-;N : Malone moved , seconded by Crowe , to approve a salary increase for Senior Accounting Clerk , Jane Lund , to $27 , 501 annually , as outlined in the _ 92 Salary Flan , Step 5 , effective on Ms . Lund' s anniversary date . Motion carried unanimously 4-0 . PERMANENT STATUS AND SALARY INCREASE FOR ADMINISTRATIVE SECRETARY Council reviewed a performance evaluation and report iron:.
