Absent: council1nernber JolInn Growe. Also present: Park Director John Buckley, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. CALL 'IO ORDER GOAL SEITING; PARK DIRECIOR councilmembers =nducted a Goal Setting Session with Park Director Buckley between 6:30 and 7:20 p.m. Council reconvene:i for the regular meeting at 7:30 p.m. AOOPI' AGENDA Malone moved, seconded by Hicks, to adopt the January 27 Agerrla as suhnitted. Motion =ied unanimously. (4-0) Malone moved, seconded by Mahowald, to approve the January 2 Special Council meeting minutes as suhnitted. Motion =ied unanimously. (4-0) OJNSENT council1nernber Malone referred to Item 5 (b) under the CALENDAR Consent Calendar, Committee Appoinbllents, and suggested the Park Direct= =ntact Mark Literski to detennine if he is interested in assisting the Parks Committee, based on ~ise listed in his resume. APPROVE MINUI'ES Park Director Buckley advised he would =ntact Literski and suhnit a recammendation at the next regular meetin:J. Council1nernber Malone referred to Item 5 (c), Request to Attend Conference, under the Consent Calendar and remarked to the Administrator that the fact the funds are b.1dgeted for a =nference does not autanatically justify attendance by an employee . Malone questioned the status of the Zeos b.lsiness license and if they are operating without a license. The Clerk Administrator advised the application f= license is being held pending resolution of the b.lsiness sign issue. Mayor Sather suggested staff attempt to quickly resolve this natter. Malone moved, seconded by Mahowald, to adopt the Consent Calendar and authorize execution of all necessary d=uments =ntained therein: a. AH;>rove Salaries for winter Parks & Recreation Staff. b. Approve Committee Appoinbnents Public Safety/Works Committee. c. Approve Request to Attend MCFOA Conference, Deputy Clerk. d. Approve 1992 Business Licenses. e. Approve List of Cla:iJns and Payroll. (4-0) PUBLIC <XlMMENI'S None. , I I Minutes of the Arden Hills Regular Council Meeting, 1-27-92 Page 2 RES. #92-08; ADOPI' NO SM:)KING POLICY Council was referred to a memorardum fram the city Accountant, Program SUpervisor arxi Administrative Secretary dated 1-24-92, recommen:ling a Smoke Free City Hall policy. Council.Irember Malone advised he discussed this matter with the Administrator arxi noted that the City is TlOi/ in c:artpliance with state statute. He expressed concem that the meIl'Drardum recommen:ling the policy was forwarded to eouncil fram staff rather than Department Heads. He further expressed concem that this matter requires managerial intervention; noted the memorardum does not mention all employees have been advised of the proposed policy. Malone suggested the matter be tabled until such time as all employees have been advised of the policy arxi offered an opportunity to express concerns. Malone noted the policy should not include the reference to "chewing tobacco", since the action does not create smoke. Malone moved, seconded by Hicks, to table action on the policy until such time as management has had an opportunity to meet with all staff members to determine if there are any problems with the proposed policy. MahcMald moved, seconded by Malone to amend the motion to require that management provide a specific recommendation to eouncil at their first Regular Meeting in February. Amended motion =ied unanimously. (4-0) Original motion as amended =ied unanimously. (4-0) eouncil.Irember Mahowald stated he is opposed to deferring action on this matter arxi indicated he would have brought the item to Council for action if the staff had not initiated the policy. He favored staff taking the initiative to present the proposal. eouncil.Irember Hicks agreed with the points noted by Malone arxi suggested the Deparbnent Heads offer all employees the uH:JU.LlLU1ity to review the policy prior to adoption by Council. He indicated Council should be sensitive to the needs of the smoking employees arxi hear concerns. '!he Clerk Administrator advised the recommendation fram the employees was based on a proposed change in health care insurance coverage, which provided a diSCOlll1t in costs if the City Hall is designated as a "smoke-free" envirornnent. He stated he has not discussed the matter with individuals who currently smoke. Berger suggested tabling action on this matter would provide him an opportunity to discuss the matter with all employees arxi make a recommendation to Council regarding the policy. eouncil.Irember Malone indicated that such policy changes should be discussed with all employees pri= to subnission f= Council action. 'Ihe Clerk Administrator advised the memorardum was reviewed by him pri= to subnission for Council action. He stated the staff put a subtantial amount of research into the matter. , . . Mary's Church is '<<M in COJlIlliance with the fifty percent expenditure in the trade area regulation, based on new infonnation suhnitted 1/27/92. Malone moved, seconded by Mahowald, to adopt Resolution No. 92-07, APPROVING CHARITABLE GAMBLING PREMISES PERMIT FOR CU\SS A BINGO Nr FOr o GOLD HALL. Motion carried unanimously. (4-0) RES. #92-07; PREMISE PERMIT sr. MARY'S CHURai Council1rernber Hicks questioned if the North SUbJrban Chaplaincy program is an inter-denominational program. Frank Belga, st. Mary's 0lUrch, advised the Chaplaincy program is a religiously affiliated Cbristian program, suworted by st. Mary's Church. cntPARABLE mRIH E\7AI1.lATION Council was referred to the memorandum from the Clerk Administrator dated 1/2//92, relating to the MAMA Comparable Worth study Up:late. Administrator Berger advised the request is for the city to participation in the Comparable Worth Job Evaluation study Up:late. He indicated the cost for participation is $1,255.00 ani if the Council does not plan f= a team Wilding session this year, funds are available to f= the comparable worth study. Berger advised Council of the other alternatives listed in his memorandum. He explained the alternatives appear to be rrore eJqJeJ1Sive than participation with the MAMA group. CounciJmember Malone questioned if all job classifications would be updated with the study ani if all City employees would participate in the evaluation. Berger stated all jobs will be reviewed ani in a City this size, all employees may fill out the evaluation questiormaire. Hicks moved, seconded by Malone, to approve the City's participation in the Comparable Worth Job Evaluation ani the expenditure of $1,255.00 from Account 207 in the Mayor ani Council Fund. Motion carried unanimously. (4-0) Council was referred to the memorandum from the Clerk Administrator dated 1-24-92, relating to the 1991 Comparable Worth Report which is required by the Deparbnent of Enlployee Relations. Berger stated the city Im.ISt submit this report to be in COJlIlliance with state statutes. He explained the report will be analyzed by OOER ani they will forward recammendations if the City is not in COJlIlliance with =ent regulations. cntPARABLE mRIH REPORl'; DEPl'. OF EMPIDYEE RELATIONS MahcMald moved, seconded by Hicks, to approve the report on Comparable Worth ani authorize the Clerk Administrator to submit the 1991 Report to OOER. Motion carried unanimously.
