The roll bein:J called the following members were present: Acting Mayor Dale Hicks, Councilmernbers Paul Malone, Beverly Aplikavski and Dennis Probst. Also present: City Administrator Dorothy Person, Public Works SUperintendent Dan Winkel, City A=untant Terry Post, City Engineers Terry Maurer and Pat Arlig. AOOPI' AGENDA Malone moved, seconded by Probst, to adopt the March 16, 1993 agenda as presented. Motion =ied unanimously (4-0). update of T.H. 51/Snelling Median: Maurer referred to his letter of 3-9-93 to Mr". Tool O'Keefe, Minnesota Department of Transportation. Maurer understands the MNOOI' Plarming Section viewed the signalized intersection as a viable option, and the MNOOI' Traffic Section does not view it as an option. He further states there is an internal MNOOI' meeting set for March 25, 1993 for the Planning and Traffic Section to further discuss this llIatter. Maurer asked Council if he should attend this meeting on behalf of the city. If it is the intent of MNOOI' to reject the signalized intersection option, there should not be any further feasibility studies completed and residents should be notified at the 3-29-93 Public Informational Meeting of this intent. The issue of widening the County Road E bridge should also be addressed. Council directed Maurer to attend the 3-25-93 meeting. M:lTION: Alternatives were reviewed regarding the Lydia Avenue and its wetland issues. Potentially, this option =uld be very cost prohibited. Aplikowski commented if there will be a reconfiguration of 1694 at Snelling Avenue and hope that as part of the project, the state =uld look at the speed issues on south bound Snelling and reduce the speed limit. water Tower Repair: Dan Winkel referred to his memo included in Worksession packet and outlined the stnlctural issues. The llIajor rust problems are the structural pieces that hold the top of the dome sections together. This area is above the water line, and there is no problem of rust in the water. The dome area is bolted rot not welded stnlcturally to bring up to cede. Certain parts of t PAGE 2 MINUI'ES OF CXXJNCIL WJRKSFSSION 3/16/93 the top dome area have lead paints. Pat Ar lig noted rules may change in 1994 relating to disposal of lead paints. Dan Winkel was requested to check with New Brighton regarding new technology for exterior painting of water towers. Malone stated it would be more cost effective to all tCMer repairs and painting at one time. M:Jl'ION: Malone moved, seconded by Jlplikowski to authorize the city Administrator to have en:Jineering specifications prepared f= the Fernwood Avenue Water tower interior repairs sandblasting and painting with exterior painting as an option, and the Accountant prepare a 10 year financing plan of the existing water tower fund for the next Council meeting. Passed (4-0). sidewalk Snow RaDcVal Policy R~tion: After much discussion relating to liabilities to the city if sidewalks are maintained, costs and equipment needed the Council tabled this issue to a Wdget meeting when all members were present to allow f= prioritization and costs of all City needs. , city Hall Rental Policy R~tion: Conncilmernbers present agreed that rental of City Hall is available, but security is an absolute necessity. M:Jl'ION : Malone moved, seconded by Jlplikowski to approve a policy to rent the City Hall to Civic groups and Goverrnnental agencies at $10.00 per hour, minimum of 2 hours, between 6: 00 pm - 10:00 pm and to provide security by city Hall staff. Passed (4-0). Dis~""'" Tree RaDcVal Cost and Policy R~tion: Councilmernbers agreed that preserving the trees in the city is a pri=ity and the City should continue to provide diseased tree rerroval service, be competitive with private costs and to cover all city costs relating to this program. .Mministrator Report: Administrator Person up:lated Councilmernbers on temporary organization of Parks & Recreation Department, and Planning & Zoning Unit procedures. Accountant Post reviewed the history of the water structure relating from st. Paul to Roseville and the percentage of water used in the winter (14%) and SlUmller (24%). Historically, 60% usage in SlUmller and 40% usage in winter. staff could look at . , , . ~ PAGE 3 MINUI'ES OF OJUNCIL WJRKSFSSION 3/16/93 incentives to reduce water usage and conservation measures. MJTION: Hicks l1Pved, seconded by Probst to recommend that staff review the options to address the water cost in=ease through a 2 tier billin:J system and i1npact on residential property. Council o.,.,~n.ts: Probst commented the County has received positive feedback regarding the TCAAP property at the National conference where they met with the legislative group from various groups interested in possible use of the property have continued to voice support. lldjourn: Malone moved seconded by Probst to adjourn at 6:45 pm.
