REGULAR CITY COUNCIL MEETING
JULY 14, 2025

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City
Council meeting at 7:00 p.m.
Present: Mayor David Grant, Councilmembers Brenda Holden, Emily Rousseau and
Kurt Weber
Absent: Councilmember Tena Monson(excused)
Also present: City Administrator Jessica Jagoe; Public Works Director/City Engineer
David Swearingen; Finance Director Joua Yang; and Assistant to the City
Administrator/City Clerk Julie Hanson
PLEDGE OF ALLEGIANCE
1. APPROVAL OF AGENDA
MOTION: Councilmember Holden moved and Councilmember Weber seconded a
motion to approve the meeting agenda as presented. The motion carried (4-
2. TCAAP/RICE CREEK COMMONS UPDATE
City Administrator Jagoe stated the preliminary development agreement between the JDA and
Alatus for the site's main parcel was set to expire on June 30, 2025. The Rice Creek Commons
Joint Development Authority (JDA)met on June 25 to consider Alatus' request for an extension
to the preliminary development agreement. After hearing testimony from Alatus and a lengthy
discussion, the JDA took no action regarding the extension request and the agreement terminated
by its own terms on June 30, 2025.
On July 7, the JDA held a work session and staff provided an overview of the 2016 and 2023
solicitation processes for Rice Creek Commons. From this discussion, Commissioners directed
project staff to research potential alternative scenarios for a developer solicitation based on those
previous Rice Creek Commons solicitations and taking into consideration current market
conditions. Staff will bring information back to the JDA at their August 4 JDA meeting.
Neither of the Advisory Committees have met since the last Council meeting.

Councilmember Holden asked if staff was going to notify the public that there was litigation.
Mayor Grant reported on the advice of legal counsel the City Council would not be discussing
litigation or the potential for litigation at this meeting.

6. STAFF COMMENTS
A. Transportation Update
Public Works Director Swearingen reported the 2025 street maintenance contractor completed
chip sealing work last Friday and conducted an initial sweep of the streets. He indicated a fog seal
would be done at the end of July or early August.
B. Night to Unite Update
Assistant to the City Administrator/City Clerk Hanson stated Night to Unite would be held on
Tuesday, August 5. Residents were encouraged to register their neighborhood parties with the
Ramsey County Sheriff's Office by Tuesday, July 22 in order to ensure a visit from a local
Deputy and barricades can be reserved by calling City Hall by Tuesday, July 22.

MOTION: Councilmember Holden moved and Councilmember Weber seconded a
motion to approve the May 28, 2025, Special City Council meeting minutes as
presented, the May 28, 2025, Special City Council Work Session meeting
minutes as amended, the June 5, 2025, Special City Council meeting minutes
as amended, the June 9, 2025, City Council Work Session meeting minutes as
amended; and the June 9, 2025, Regular City Council meeting minutes as
amended. The motion carried 3-0-1 (Councilmember Rousseau abstained).

MOTION: Councilmember Holden moved and Councilmember Weber seconded a
motion to approve the Consent Calendar as presented and to authorize
execution of all necessary documents contained therein. The motion carried

13. COUNCIL COMMENTS
Councilmember Rousseau reported the EDC would like to take a look at business license and
sign permit fees and provide recommendations to the City Council. The Council supported the
EDC taking this action.
Councilmember Rousseau asked if the Council supported erecting a sign for Mullens Garden as
proposed by the PTRC.

Councilmember Holden said she believes we should do the same thing as was done for Don
Messerly at Lake Valentine Park.
Councilmember Rousseau asked what that was.
Councilmember Holden said it was a very nice plaque. She explained Bob and Don both
adopted several parks in Arden Hills.
Councilmember Rousseau asked if Council was okay with a plaque being in the garden. She
explained Dan Dietz of the PTRC specifically requested this as Bob brought his own flowers in to
the park.
Councilmember Holden said she thinks it's up to Public Works since they need to mow or weed
whip around it.
Mayor Grant agreed a plaque would be appropriate.
Councilmember Weber suggested the plaque be mounted on a post within the garden so it did
not have to be mowed around.
Councilmember Rousseau provided an update on the recent tree trust event, noting the cost for
the event was approximately $6,800 this year.
Councilmember Rousseau commented there was litigation occurring and public records could
be searched for online by the public through Minnesota Court Records.
Councilmember Weber stated the Planning Commission met last week where the group
reviewed a PUD Amendment for Odds & Ends Again within Arden Plaza and held a final
worksession meeting with HKGi regarding the zoning ordinance update. He discussed how the
Planning Commission supported staff addressing minor variances and there was strong
Commission consensus that the City should include language within the zoning code that might
require affordable units in exchange for additional density as well as general language that would
require a percentage of affordable units with each new residential development.
Councilmember Holden requested an update from staff on the TCAAP area feasibility study.
Public Works Director/City Engineer Swearingen explained he reviewed the water model with
Ramsey County for TCAAP. He indicated this discussion was essentially a presentation from
Bolton & Menk to the leadership team, which was himself and Ramsey County staff.
Councilmember Holden asked if additional bollards would be installed along Lake Johanna
Boulevard.
Public Works Director/City Engineer Swearingen commented he spoke with Ramsey County
and noted it was his understanding the bollards would be extended to the south and around the
bends. However, after Ramsey County looked into this further the bollards would be reinstalled as
they were last year so as not to adversely impact the existing driveways and mailboxes.

Councilmember Holden indicated she was on the Rotary Club and clarified for the record the
City has had an adopt a park program in the past. She commented on how Cindy Garretson and
Don Messerly had adopted Lake Valentine Park.
Councilmember Holden reported the Fire Department meets this week. She commented on the
work that had occurred at the new fire department site.
Councilmember Holden stated at the June 9 City Council meeting she explained she could not
attend a Council meeting on June 30. She explained on June 23 she came ready to discuss zoning
but this could not be done because not every Councilmember was in attendance. She asked that
the Council be more tolerant about when and if matters can be discussed.
Mayor Grant reported he met with the nine cities mayors and administrators this afternoon
where he learned Mounds View would be opening its own cannabis shop and Shoreview would
be considering two cannabis licenses this week.

MOTION: Councilmember Holden moved and Councilmember Weber seconded a
motion to adjourn. The motion carried (4-0).
Mayor Grant adjourned the Regular City Council Meeting at 7:24 p.m.
