SUBJECT: Ccmta.nmity Marketing Packet
In undertaking the preparation of a Market Packet it typically is
beneficial to undertake some discussion about our community. In order
to assist our discussions I'd like to present several questions for
your review and consideration.
If you could review these prior to our meeting and jot down some of
your thoughts it would be appreciated.
1. Identify the characteristics of a "healthy" community:
what would you see there? What would be there in terms of
• opportunities, services, functions, etc? How would people
treat one another? What would they do for work? For
Recreation? Which of these characteristics are or are not
present in Arden Hills?
2. Which five characteristics are the most important in
describing a healthy community? How would you rate Arden
Hills in these areas?
3. What is our purpose as a community?
4. What does Arden Hills want to be ]mown for?
5. How do we want to treat each other?
6. What do we want to accomplish?
7. What kinds of resources do we need to achieve a future
consistent with our values?

8. If you were a business looking to locate in Arden Hills,
• what positive site location factors would be found? What
location factors would be missing? Why would you locate
your business here?
9. What role should the City play in the efforts to assist
business expansion and retenition in Arden Hills?
10. Why should the City be involved in these efforts?
11. What types of information can the City best provide
interested business?
12. What format would you as a business owner be most likely
to review and study? Video; brochure; folder; simple
introductory letter?
13. Would the committee like to have a professional from a
marketing\advertising firm attend a meeting to further
discuss ideas\costs for the marketing packet?

SUBJECT: October Monthly Report
1. ANIMAL AND PET ORD
The Planning Commission approved several changes to the Zoning
Ordinance under Planning Case #94-25. These changes will be
presented to the City Council along with ordinance #300 at the
October 31, 1994 meeting.
2. MODFSEITE LOT SPLIT
The Planning Commission approved the lot split and consolidation
at 3743 and 3731 New Brighton Road at its October 5, 1994
• meeting. The City Council will review planning case *94-24 at
its October 10,1994 meeting.
3. BETHEL COLLEGE-SITE PLAN REVIEW
The City Council approved the site plan for the expansion of the
parking lot at its September 12, 1994 meeting.
4. ST. KATHERINES UKRAIIVIAN CHURCH-SUP
The City Council reviewed and approved this planning application
at its September 26, 1994 meeting. As I indicated at that
meeting, the access on Hwy 96 and Park dedication still need to
be resolved. Subsequently, M :CT approved a right in only from
Hwy 96 which was rejected by the church. The church plans on
using the N. Snelling Avenue entrance as the main access. They
also sent a notice to the City that the church will provide a
109‘ park dedication which would consist of the wetland area
present on the site. I will provide a copy for you to provide
to the City Council for discussion.

5. TCAAP
The City Council directed staff to advertise for the Request for
Qualifications (RFQ) at its September 12, 1994 meeting. Staff
has direct mailed the RFQ to approximately 50 firms on a nation
wide basis. A significant amount of these firms have contacted
staff and indicated that they intend to submit their
qualifications. The deadline for this submittal is November 7.
The Planning Commission has raised questions about the process
to be followed upon receipt of the qualifications. I would
suggest that we meet with Mayor Probst to discuss this further.
Please let me know.
6. EVERES']
As we've discussed, the Preliminary Development Agreement
expires on October 13. Everest has indicated that they would
like to meet with the City Council on October 18 to discuss a
potential extension on this agreement. The Planning Commission
voiced its displeasure about the repeated delays with the
submission of documentation by Everest.
. 7. NOVEMBER PLANNING AGENDA
There are possibly 3 items scheduled for the November 2 meeting.
A. PUD Concept Plan-Than Drive
B. Amended SUP-AM000
C. Front Yard Variance-Arden Place
8. CODIFICATION
I have reviewed the portions of the City Code provided to me and
made several comments and ideq. I have begun review of the
chapter on Personnel.
9. SICGE
On September 29, I provided you with a memo on the amortization
of signage in Arden Hills. Have you had an opportunity to
review it and determine how you wish to proceed?
10. 1995 SCORE GRANT
I prepared the 1995 Score Grant for submittal to Ramsey County.
The City Council reviewed the Resolution supporting this action
at its October 10, 1994 meeting.

11. ANIMAL CONTROL CONTRACT
411/ Staff recommended to the City Council at its October 10, 1994
meeting, the extension of the current contract with Animal
Control Services through the end of 1995.
12. LIC7UOR LICENSE
I prepared and sent the 1995 Liquor License applications and
billings to all current license holders. They have been given
until December 2, 1994 to submit this documentation.
13. TRANSIENT MERCHANTS/OPEN SALES LOT
The City Council reviewed and approved the changes to this
chapter of Arden Hills City Code at its September 26, 1994
meeting. Please provide the executed ordinance and ordinance
summary for #297 at your convenience so that I may have these
published. I have received the executed ordinance #299.
14. SFEiY LAND DONATION
I'm expecting this land transaction to be completed within the
next couple of weeks. I'll provide you with an update memo in
the near future.
15. OLFhRTERLY NEWSLETTER
We will be beginning the preparation for this winters newsletter
within the next two weeks. For a replacement to the newsletter,
I'm preparing some example alternatives for the City Councils
review.
16. CITY HALL OPTIONS
I provided you a memo which included several options for City
Hall. At that time you asked for the information fiun the
appraisals done on the current City Hall location. The 1993
appraisal was for $1.75 sq. ft or $520,000.00.
17. MISCELLANEOUS
The Planning Commission has also directed staff to consider
options for an Adult Entertainment Ordinance. Other items I
have been working on have been:
-Park Dedications -Recording of-SUP's
-Business Recruitment -Inspection Fees
-Permit Tracking Software -Lawrence Rust Nuisance
-Hamlin Ave. Drainage Complaint -Daycare Complaints
410 As you know, I'm effecting the most recent addition to our family any
day. I'm planning on taking about 1 week off.
