Economic Development Committee Meeting Minutes 410 June 9, 1994 8:00 am Army Reserve Center 1 . The meeting was called to order at 8 : 00 a.m. 2 . Present were : Steve Freimuth, Mary Miller, Jerry Moehnke, Arnold Lindberg, Trygve Egge, Community Planning Coordinator Fritsinger, Finance Liason Thomas Steele and Planning Liason Raymond McGraw. Absent were Dan McCallum, Tom Goblirsch, Rob Carlson JR, and Council liason Apilowski . 3 . May 19 , 1994 Minutes . Egge moved and Miller seconded the motion to approve the minutes with one correction. Item number 6 be deleted in it ' s entirety. Motion carried unanimously. 4 . Business Contacts Mr. Moehnke indicated that no follow up had occurred on the 18 businesses identified as needing follow up. The • committee should be sure to divide up the 18 businesses between the committee members and follow up. Mr. Lindberg updated the committee on his contact with United Properties . There is the potential for a Deli to occupy the former Hauser' s space in the Arden Plaza by this fall . The Deli would occupy only a portion of the space . Ace Hardware is considering leasing the remainder of the space for a garden center. Mr. Freimuth brought up the issue of a cooperative grocery store at the plaza. He indicated that it could possibly be tied into a business like Group Health. Mr. Moehnke discussed his contact with Northco. Northco sent him a list of available property in Arden Hills . Mr. Fritsinger indicated that he receives an updated list from the Real Estate Journal on available property. Staff will prepare a list for the committee members . Mr. Fritsinger reviewed the history of the 18 • businesses identified as having concerns . 411 The Committee further discussed the concept of having a meeting with someone with cooperative grocery experience . It was agreed upon that a representative of United Properties should be included in this meeting. This should be scheduled later this summer. The Committee asked the status of business cards . Staff indicated that it did not have an answer but that it would look into it . The Committee preferred blank business cards where their names could be typed in. A question was also raised about the possible use of name tags by the committee which identify them as part of the Committee . 5 . Miscellaneous The Committee requested that a City map be brought to future meetings . Mr. McGraw reviewed the relationship between the Planning Commission and Economic Development Committee . The Economic Development Committee would like to • receive a copy of the Planning Commission Minutes . The Committee would also like an updated list of the members of the Committee . The next meeting will be July 21, 1994 at 8 : 00 . The meeting was adjourned at 9 : 10 am. • Economic Development Committee Meeting Minutes 111 May 19, 1994 Army Reserve Center 1 . The meeting was called to order at 8 :08 a.m. 2 . nt were : Tom Goblirsch, Steve Freimuth, Mary Miller, Jerry Moehnke, Arnold Lindberg, Dan McCallum, Councilmember Aplikowski and Rob Carlson. Absent was Trygve Egge and Community Planning Coordinator Fritsinger. 3 . April 21, 1994 minutes were approved. 4 . Business Survey The Economic Development Committee had 18 possible concerns from businesses that should be follow up. 5 . Arden Plaza Maybe since United Properties is taking over things will change for the better. • 6 . Council member Aplikowski updated the Committee on Ryder Student Transportation. There are strong neighborhood groups which are opposing them. The neighbors don' t want the buses to go east on County Road F . Jerry Moehnke suggested when this issue returns to the Council a member from the Committee should be there . Councilmember Aplikowski stated June 4 , 1994 is the next meeting on the bus issue . 7 . Mr. Fritsinger will go to Cardiac Pacemakers . They seemed to be a major concern. There are six major businesses that really needed our attention. Jerry Moehnke is going to get a list of rental property in Arden Hills . 8 . Dan McCallum will go see Owl Engineering and East Side Beverage . 9 . The Round Lake area is still available. Everest will know this month. 411 10 . Councilmember Aplikowski informed the Committee that at the next election the City will have two new Councilmembers and a new Mayor. 11 . Rob Carlson said he will help on the committee and is willing to go out and talk to businesses. He has a heavy sales and marketing background. • 12 . Council member Aplikowski asked if the committee wants business cards? She would investigate the issues further on her computer. 13 . Meeting was adjourned at 9 : 17 a.m. CITY OF ARDEN BILLS • MEMORANDUM DATE: July 7, 1994 TO: Econammic Development Committee FROM: Brian Fritsinger, Community Planning Coordinato4111 SUBJECT: July Monthly Report Here are my activities for this past month: 1. Amoco - SUP This was reviewed and approved by City Council on June 13, 1994. The Committee may recall this included the conversion of the existing station into a convenience store and the former Great Lakes Restaurant into an Amoco Certicare. 2. Davanni's - SUP • This was reviewed and approved by City Council on June 27, 1994. This included a signage change for the expanded Davanni's. 3. Ramada - Patio This was reviewed and approved by City Council on June 27, 1994. The Committee may be interested to note that the Hotel is converting to a Holiday Inn. 4. Ryder - Zoning Ordinance Amendment/SUP The City Council reviewed and approved the Zoning Ordinance Amendment on June 27, 1994. The Planning Commission reviewed and approved the SUP at their July 6 meeting. The SUP will be reviewed by the City Council on July 25, 1994. If the conditions of the SUP are approved, the terminal may continue to operate at this site. July Report Page 2 07/07/94 5. McClung 4th Addition The City Council reviewed and approved the Preliminary Plat on June 13, 1994. The Planning Commission reviewed and approved the Final Plat on July 6, 1994. Staff is working with Mr. McClung on the preparation of a development contract and plans/specifications. If these can be completed on a timely basis, the Final Plat will be reviewed by the City Council on July 25, 1994. This is a nine lot single family subdivision. 6. CPI - Site Plan Review The Planning Commission reviewed and approved the plans for the expansion to Building D at their July 6 meeting. This will be reviewed by the City Council on July 25, 1994. Staff followed up with representatives of CPI to discuss the business retention survey. The meeting was very successful and will hopefully lead to better dialogue in the future. 7. TCAAP • The Planning Commission has continued discussions on the long- term use and development of TCAAP. I will be preparing some information for their review about possible land use consultants to assist in the preparation of a master plan, and a request for a proposal (RFP) . 8. Cottage Lifestyles I understand that Mr. Arkell has scheduled ground breaking ceremonies for July 15, 1994. The project is a 60 unit senior high rise complex which will be built on a parcel near Cleveland and E2. 9. Economic Development Committee I have secured some blank business cards for the Committee to use in their business retention efforts. These should be included in your packets. If you need additional cards let me know. 10. Everest The City Council approved a preliminary redevelopment agreement on June 27, 1994. I will keep you updated as things move forward on this project proposed for the Round Lake Area. July Report Page 3 07/07/94 • 11. League of Minnesota Cities I have once again been appointed to serve on one of the League of Minnesota Cities Policy Committees. I will be serving on the Improving Local Economies Committee and will be attending meetings at the LMC offices on the following dates: July 12 9:30-12:00 August 9 9:30-12:00 August 30 9:30-12:00 September 13 9:30-2:30 12. Miscellaneous I attended FTAM's annual summer conference. The focus of the conference was on telecommunications and its future in economic development. It was somewhat interesting, especially when they discussed a project I worked on in NY Mills. I attended a meeting with Metro Fast to learn more about • development programs available through their office. Upcoming meetings: I may be out of the office on July 25 for a Chamber function, and July 22 for a Public Finance Issues seminar. The City budgeted approximately $2500 to prepare a marketing packet or brochure in 1994. Staff would like the economic development committed to begin discussions into the preparation of some type of packet. Attached is some generic coLLespondence staff has utilized in the past. I will • bring sane samples fiuu other cities to the meeting to assist in our discussions. The commission should consider "What story the Committee want to tell". Should it be more generic rather than specific? But in 1951, the City incorporated in an effort to include the Twin Cities Army Ammunition Plant in its boundaries . And as interest in the northern suburbs grew among developers, the City' s location proved to be a draw. Arden Hills encompasses approximately 9 .4 square miles and lies in Ramsey County about 5 miles north of the St . Paul City limits . It is bounded on the west by Interstate 35W and on the east by Lexington Avenue . Interstate 694 and Highways 10 , 96, and 51 cut through the community. The current population is estimated at approximately 9, 500 . The fact that the U.S . Army has a dominant presence in Arden Hills hasn' t kept developers away. In fact, Arden Hills boasts an impressive list of corporate headquarters and executive homes . The community is the corporate headquarters for Cardiac Pacemakers, Mutual Service Insurance (MSI) , Land O 'Lakes, Delta • Environmental and H.B . Fuller Company. Control Data Systems and Pharmacia Deltec also have large facilities in Arden Hills . Arden Hills has been successful in its efforts to attract desireable business and industry. This is obvious when a developer contacts the City for potential development sites . Most of the land available is in small tracts, however, three large tracts do exist . One potentially untapped development area is the federal government ammunition plan. With a total of 2, 330 acres, it could start a substantial influx of building activity if the land were ever released or sold. Another area available for development is the Round Lake District in the northeast corner of I-694 and I-35W. This area, which acts as the gateway to .the City, consists of 60-80 acres of property zoned for "mixed-uses . " The remaining area of commercial development is on the west side of Lexington Avenue, south of I-694 . This area has been rezoned to encourage the redevelopment into a compatible retail mix which • would feed off the nearby Target Greatland store . Named after the extinct Arden Dairy Farms and the rolling 111 topography, Arden Hills brings to mind such words as "pastoral" and "idyllic . " Arden Hills is home to a wide variety of uses ranging from corporate headquarters to colleges .
