If so, please discuss and let me know. • CITY OF ARDEN HILLS 411 MEMORANDUM DATE: May 12, 1994 TO: Economic Development Committee FROM: Brian Fritsinger, Community i ty Planning Coordinator SUBJECT: May Activities The following is a short summary of the economic development activities for the past month. If you have any questions or comments, please feel free to contact me. 1. Amoco - The SUP to operate an 8 bay Amoco Certicare in the former Great Lakes Restaurant was approved by the Planning Commission. The Commission has requested the conversion of the existing station into a convenience store be reviewed through an Amended SUP. 2. Abra Auto Body - The Planning Commission approved an SUP to operate an Abra Auto Body in the former Zeos Building. City Council will review this on May 23. 3. Round Lake - Staff has had some progress in its discussion with Everest on the development of this area. I am expecting a concept proposal to be made to the City Council later this month. 4. Davanni's - The restaurant is expanding at Shannon Square. They will be requesting a change to the sign plan at the complex which will be reviewed at the June 1 Planning Commission meeting. 5. Miscellaneous - Staff also had several discussions with Bethel College and CPI on minor expansions. A marketing packet was prepared and given to Barb Piotrowski and Ray 411 McGraw to utilize in efforts to attract redevelopment in the Red Fox/Grey Fox area. See attached. This should be a base to start from in developing an overall marketing packet for Arden Hills. But in 1951, the City incorporated in an effort to include the Twin Cities Army Ammunition Plant in its boundaries . And as interest in the northern suburbs grew among developers, the City' s location proved to be a draw. Arden Hills encompasses approximately 9 .4 square miles and lies in Ramsey County about 5 miles north of the St . Paul City limits . It is bounded on the west by Interstate 35W and on the east by Lexington Avenue . Interstate 694 and Highways 10 , 96, and 51 cut through the community. The current population is estimated at approximately 9, 500 . The fact that the U. S . Army has a dominant presence in Arden Hills hasn ' t kept developers away. In fact, Arden Hills boasts an impressive list of corporate headquarters and executive homes . The community is the corporate headquarters for Cardiac Pacemakers, Mutual Service Insurance (MSI) , Land O' Lakes, Delta 111 Environmental and H.B . Fuller Company. Control Data Systems and Pharmacia Deltec also have large facilities in Arden Hills . Arden Hills has been successful in its efforts to attract desireable business and industry. This is obvious when a developer contacts the City for potential development sites . Most of the land available is in small tracts, however, three large tracts do exist . One potentially untapped development area is the federal government ammunition plan. With a total of 2 , 330 acres, it could start a substantial influx of building activity if the land were ever released or sold. Another area available for development is the Round Lake District in the northeast corner of I-694 and I-35W. This area, which acts as the gateway to ,the City, consists of 60-80 acres of property zoned for "mixed-uses . " The remaining area of commercial development is on the west side of Lexington Avenue, south of I-694 . This area has been rezoned 411 to encourage the redevelopment into a compatible retail mix which would feed off the nearby Target Greatland store . • Named after the extinct Arden Dairy Farms and the rolling topography, Arden Hills brings to mind such words as "pastoral" and "idyllic . " Arden Hills is home to a wide variety of uses ranging from corporate headquarters to colleges . We hope that you will consider locating your company to Arden Hills and become a part of our community. The meeting was called to order at 7 : 15 a.m. 2 . Present were Terry Nagle, Trygve Egge, Tom Goblirsch, Steve Freimuth, Mary Miller, Jerry Moehnke, Arnold Lindberg, Community Planning Coordinator Fritsinger and Finance Committee Liaison Thomas Steele . Absent was Dan McCallum. 3 . Miller moved, seconded by Moehnke, to approve the March 17, 1994 minutes . 4 . Business Survey The committee discussed a possible follow up to the businesses who didn' t respond. This is something that could be done long term, maybe over the next six months . • The Committee needs to respond to those businesses indicating a need for space or are upset with the City. This would require personal visits . Mary Miller, Jerry Moehnke, and Dan McCallum will review the surveys to find out which businesses require follow up. This will be completed within 2 weeks . Prior to conducting any follow up the committee needs to develop a set of factors or a checklist to discuss with the business . It also needs to be clear on how the City will respond to concerns identified. City staff will be available to assist as much as possible . 5 . Goals Jerry Moehnke will meet with the City Council tonight to discuss the Committee ' s goals . The key goals are continued business retention, develop of a marketing packet and encouraging aggressive development rather than responsive . The committee will also try to work closer with the Planning Commission by providing its minutes . • 6 . Miscellaneous A press release with the results of the survey should be prepared. Mr. Lindberg will keep an eye on local newspapers for possible economic development projects . 7 . The meeting was adjourned at 8 :00 a.m. to attend the EDAM breakfast . S
