Economic Development Committee Meeting Minutes
III March 17, 1994
Army Reserve Center
1 . The meeting was called to order at 8 : 00 a .m.
2 . Present were Terry Nagle, Trygve Egge, Tom Goblirsch,
Steve Freimuth, Mary Miller, Dan McCallum, Jerry
Moehnke, Council Liaison Aplikowski, Community Planning
Coordinator Fritsinger and Thomas Steele . Absent was
Arnold Lindberg. Dorothy Person arrived at 9 : 05 a.m.
3 . Egge moved and Nagle seconded the motion to approve the
February 17, 1994 minutes .
4 . Survey
The committee discussed changing the person filling out
the questionnaire to read "contact person" . Other
changes included changing the word "amended" to
"initiated" and bolding the term "local" to focus on
Arden Hills . Mr. Moehnke will re-work the survey by
Monday. Brian will present a draft to the City Council
• at this evenings worksession.
5 . Letter
The letter should include an April 11 date rather than
April 10 . The committee recommended that it be printed
on City letterhead with the survey on the same color
paper minus the logo . The last sentence of the letter
should be eliminated and a thank you should be
included. Ms . Aplikowski will re-work the letter and
have it sent to City Hall next week.
The Committee also discussed including the Mayor' s
signature on the letter.
6 . Business List
It is estimated that there are 250-300 businesses in
Arden Hills . The committee would prefer to send out
too many letters to avoid missing any area businesses .
Staff should keep a generic copy of the letter to send
to new businesses . Ms . Miller then reviewed her work
on the business list .

The intention is to have City staff do all preparation
411 and mailing of the letters . Mary will contact Tammy
Olson to review possible merging of addresses on
computer.
7 . Goals
The committee briefly discussed its possible goals .
These need to be formalized for the April 21, 1994 City
Council Worksession. Some of the goals discussed were :
1 . Business retention survey.
2 . Business calls based on survey.
3 . Marketing packet/brochure
4 . Business License Fees .
8 . Council Liaison Report
Ms . Aplikowski updated the committee about TCAAP, Ryder
and the McClung Development .
9 . Miscellaneous
Ms . Person gave a brief report about a number of
issues . The committee would like a regular monthly
report from staff on any activities occurring in Arden
411 Hills . The next meeting will be on April 21st at 7 : 30
a .m. at Shoreview City Hall . The committee should come
prepared to discuss its goals for the April 21st
Worksession meeting.
Egge moved, seconded by Goblirsch to adjourn the
meeting at 9 : 25 a.m.

To cite, the City has received approximately 65 responses to the 1994
Business Retention Survey this represents about 20% of the businesses
which received the survey.
Results have been very positive. I have attached copies of those that
either have expressed some concern or interest in future expansion. I
will bring the remainder of the surveys to the meeting for review by
the committee.

SUBJECT: April Activities
1. Business Survey - The survey and letter was sent to each
business identified in the business listing provided by the
Economic Development Committee. In order to increase the chance
of return, staff did include return postage on all surveys.
Total cost to the City for this survey was appiuximately $300.
2. Amoco Certicare - This project has been put on hold due to some
legal issues. Amoco has been atte1Ipting to purchase the former
S
Great Lakes Restaurant and convert it to an 8 bay Amoco
Certicare. The existing service station would be converted to a
convenience store.
3. Abra Auto Body - Abra has requested a Special Use Permit to
operate a auto body facility in the former Zeos building. They
are proposing to occupy the remaining vacant space (8,000 square
feet) in this building. It will be reviewed by the Planning
Commission on May 4.
4. PC Tailor - This retail store has leased the majority of the
space in the former Zeos building. They will conduct retail
sales and servicing of equipment.
5. Arden Clinic - Will be open for business on April 18. They have
a pending request for signage improvements at the Arden Plaza
Office Center.
6. Round Lake - No new news to report on this project.

On behalf of the City of Shoreview, we would like to personally invite
you to attend the Economic Development Association of Minnesota's (EDAM)
Breakfast Meeting hosted by our city on Thursday, April 21, 1994 from
7:30 a.m. to 9:00 a.m. at the Shoreview Community Center (please refer
to the map on the back for directions. )
The featured speaker will be Daniel J. Hill, President and Chief
Executive Officer of Micro Component Technology, Inc. (MCT) , a Shoreview
based company. Mr. Hill will discuss MCT's dramatic comeback as a
leader in the computer industry, and the cooperative partnership that
was formed between the private and public sectors. This joint effort
of both public and private investment has enabled MCT to recover and
become a true success story.
As leaders and professionals in the area of economic development, we're
0 sure many of you share our belief that the retention and expansion of
existing companies in our State and local communities should be a
paramount objective. In today's global economy, it is incumbent that
government and industry work together in order to compete and prosper.
That is why the story of Micro Component Technology stands as a shining
example of "teamwork" between public and private agencies.

Shoreview Community Center, which features a tropical indoor leisure

SUBJECT: April 21 Worksession Meeting
As a reminder, the Economic Development Committee has been asked to
meet with the City Council on Thursday April 21. This meeting will be
held in the Public Works Lunchroom at the City of Arden Hills.
The Economic Development Committee is scheduled from 5:00-5:15 p.m. to
discuss its goals for the next year. The full committee is not
expected to attend but a representative(s) should be appointed.
Possible goals or priorities include:
. 1. Business Retention Survey/Contacts
2. Preparation of Marketing Packet
3. Star City
4. Development of the following areas:
- TCAAP
- Round Lake
- Lexington Avenue
5. Develop of a Tax Increment Policy
6. Create a loan pool program
7. Meet with Planning Commission
The committee did not establish any specific goals at its March 17,
1994 meeting. It should, at a minimum, discuss some priorities prior
to meeting with the City Council.
