I worked with Dorothy Person in reviewing this area. The purpose of discussion at the Worksession is to seek Council input. If the Council agrees in concept, the wheels will be put in motion to make contacts for representatives on the Economic Development Commission. Any additional thoughts are appreciated. I. GOALS: 1. Committee in place by 1994. 2. Identify other interested parties, other cities' actions and businesses. 3. Define issues 4. Develop mission statement. Additional items typically developed for Action Process: 1. Assess Environmental Factors. 2. Identify resources. 3. Formulate goals, objectives and tasks. 4. Develop action plan. 5. Re-examine issues and policies. II. COMMITTEE PARTICIPATION: 1. Initially should be no larger than a 5 member committee and should ideally include: a) Banker b) Businessowners (2) 1 large 1 small c) Community representative • d) 1 Councilmember e) 1 City staff member These representatives should be well respected in the community and their field of expertise should include a wide sphere of contacts, "movers and shakers". L.C) yeL �� RaL, ik-f9 ca-61 III. COMMISSION PURPOSE: 1. Conanisson intent would be assisting current businessowners and bringing in new businesses. 2. The Community Planning position will assist in a staff role and also-advise the committee of similar contacts and activities. 3. The Commission would be advisory to the Council. 4. The Commission would assist in initiating an Arden Hills' Economic Development plan, and consider strategies. Factors in considering strategies would include: market characteristics unique or similar, quality of life, labor, land, capital - working and debt. 5. Review of development and redevelopment areas. 6. Assist whether to go Star City status. 7. Budget needs? 8. Public input to planning. An Economic Development Committee is hereby established in and for the City. The mission of this Committee shall be to represent the community, assist local business, and to advise the City Council. This would be accomplished through: * Working to provide a favorable climate for development and redevelopment. * Retention and expansion of existing businesses. * Attraction of new business activities. 2 . The Economic Development Committee will be governed by a board of seven (7) members appointed by the City Council. The Committee will be staffed by the Community Planning Coordinator and one (1) Council liaison. 3 . The Economic Development Committee be appointed under staggered terms of 1, 2 , and 3 years.
