MINUTES
ARDEN HILLS TASK FORCE
TO
ESTABLISH AN ECONOMIC DEVELOPMENT COMMITTEE
NOVEMBER 18, 1993
Present :
Terry Nagel, Mary Miller, Beverly Aplikowski, Brian Fritsinger,
Arnold Lindberg, Jerry Moehnke, Steve Freimuth, Tom Goblirsch.
Absent was Tom Giguere and Dan McCallum.
1 . The meeting began at 8 :00 a.m. and introductions were
made .
2 . The Minutes of October 22, 1993 were approved. Staff was
directed to send the new members the Minutes from all
past meetings .
3 . General Discussion: For all members a copy of the
Resolution establishing an Economic Development
Committee . A copy of this Resolution should also be sent
to Gary Wink at Chamber of Commerce.
The City should solicit in the paper for anyone else
. interested in serving on the Committee. Brian will
obtain a list of businesses from tie Chamber of Commerce
for review at next meeting. Other members will contact
the National Federation of businesses and Dunn and
Bradstreet .
Brian and Mary will work on Letter of Introduction to
area businesses, local banks, developers, and realtors .
Mary will draft the letter and then contact Brian.
Staff should prepare several additional color coordinated
City Maps .
At the next meeting, the Committee should discuss the contents of
a survey to be used with area businesses . This survey will include
some questions similar to the following:
1 . How do you feel about Arden Hills?
2 . What can be changed?
Staff should be sure to send several examples of survey to everyone
with next agenda packet.
The next meeting will be December 16 at 8 : 00 a.m. The meeting will
be held at City Hall Conference Room.

SUBJECT: BRE Survey and Miscellaneous
Background
Attached you will find several documents on retention programs and
surveys. In reviewing these, you will find many similarities and
differences in length and content.
The biggest single factor in successful BRE programs is the strength of
the communication links between business and public officials. The
exchange of ideas and concerns through personal contact is crucial to
the continued health of the business community and local economy.
In my opinion, establishing relationships with the businesses creates an
atmosphere of trust between company officials and the Committee/City.
• This positive environment is essential for working together.
The key to establishing a new program is to get to know the managers,
locations, and products of area businesses. It is critical to establish
communication channels and to build cooperative relationships between
businesses and community resources. Over time, as these contacts are
made increasingly aware of the issues on a local level, more and more
assistance can be provided.
Information
Prior to meeting with any business, we should start our program by
gathering and compiling information which would be important to a
business. This information would include available space or land,
infrastructure availability, complete business list and contacts,
assistance programs, and agencies, community profile and marketing
information and any other information which may influence a businesses
profitRhility and satisfaction with its location.
Business Visits
The personal visits are a very effective means of establishing the
connection to businesses, finding out what their concerns are, and
informing them of available resources. Effective programs involve
frequent, regular visits to businesses. Over time these contacts may
• include more regular group meetings between the businesses and Economic
Development Committee.
Promoting BRE
111/ One of the goals of the Committee should be to increase public awareness
of Arden Hills efforts. This would be through our City's newsletter and
press releases.
Some ideas for these may include; business expansions, new businesses,
business closings, specific business profile, general committee efforts,
and educational areas.
Formal Survey
As you can see, the survey used can be very extensive or basic.
Initially I believe that our contacts with area businesses are intended
to emphasize getting to know each other rather than gathering detailed
information.
The survey should be developed in a manner which assists us in our
efforts to gather important information regarding local businesses and
to address the identified issues and opportunities, at both the industry
and community levels.
Once we have communicated with the businesses through the survey,
meetings and/or personal contact, it is crucial to follow-up on the
issues they raised. We need to connect them to the appropriate
resources, see their problems through to a resolution, and incorporate
their concerns into the priorities of the Committee.
• The survey itself, as well as the process, will probably evolve over
time. Some of the key questions which we should consider initially are:
1. Key contact/phone number.
2. Number of employees (full and part-time) .
3. Description of nature of business.
4. Positive and negative factors affecting business.
5. Advantages/disadvantages of doing business in Arden Hills.
6. Any growth, expansion, or relocation plans?
7. Is there any way we can assist you with current/future
needs?
