After discussion, Hick3 moved, seconded by McAllister, that Council award the contract for Arden Oaks (Improvement No. SS-W-P-ST-81-3) to Nodlsnd Associate'3, Inc. of Alexandria, Minnesota, in the amcu~t of $344,929.50, subject to: 1. Execution of ~he Developmen~ Agreement 2. Execution of vinal Plat. . Motion carried unanimously (5-0). Preliminary Discussion - Special Assessments: 1. Improvement No. P-80-l, County Road E Council was referred to transparency indicating the improvement expenditures totalling $516,166 which is proposed to be financed 1/2 by special assessments and 1/2 by City, as agreed to by the business community (State Aid Funds to be deducted from City's share.) Christoffersen explained the assessments will be calculated on front footage (including 1st 200' 01 lot depth) an{ on acreage (400' depth beyond 1st 200') . In discussion, the number of years over whicb assess- ments would be spread was qtlsried. It """ noted this will be determined by Council at tte assessment hearing. Council concurred with t~e proposed method of fin- ancing the County Road E Improvement S9 outlined. Mr. Colestock (Hunter Sales) said he does not agree that the property owners on County Road E benefit by 1/2 of the Improvement costs; Shoreview residents also benefit, as do the residents of Arden Hills. 2. Lexlngton/694 Drainage Improvement No. ~T-81-2 Council was referred to list of expenditures for Arden Hills' s~are of tbe Lexington/694 Drainage Improvement, totalling $716,468, plus capitalized interest @ 9.01Z, and to four financibg alternativ~B. In discussion, it wss noted that the "credit to properties "hieh were previously assessed", could be applied to any of the alternatives. . Colestock aske,j the source of Clty/County funds. Jmprovemant No. P-8l-l, Grex-Fox Road Cou~cil was referred to three financing alternatives for payment of the Grey Fox Raad expenditures, total- ling $266,169, ?lus capitali~ed interest @ 9.01%. -3- Nil'utes of Ardon Hill,; Council ~'e'i!t:_ng .June 2:1, 1982 In discussion, Colestock stated that the industrial nark was happy with its roads and drainage before; ~ad a perfectly good road and sewers that were to.n up; no~ must pay for a new sewer and road system. ~olestock said that numerous people will benefit from the improvement, not just tbe industrial park; industrial p3rk has already paid for streets and sewers. eol.stock said there will be "through traffic" from Lexington to Highway 51, which does not occur no.. Road will be used by the general public. . Council disc!8sed various alternatives for use of NSA funds. Newsletter Committee M!eting of June 16th Council was referred to Minutes of Newsletter Publication Committee (6-16-82) and attached draft of Policy Statement approved by the Commi t tee. . Council reviewed the Policy Statement, and after discussion, McAllister moved, seconded by Ricks, that Council adopt Resolution No. 82-37, adopting the Policy Statement as modified. Motion carrjed unanimously (5-0). Modifications by Council were as follows: 1. Consistent use of "City of Arden Hills" throughout. 2. 2nd paragraph changed to read ".... is adopted by the City of Arden Hills for the Newsletter Committee in furtherance..." 3. Defj.nition I, changed to read: "Ne:'leletter" shall mean oue or more printed publications designed specifically for the citizens of Arden Hills. 4. Definition 5, insert Mprintad" - "... dissemination of Drinted information..." 5. VI Publications, change 1st sentence to delete media or ml!ldi~ and insert format. McAllister referred Council to article in March 1976 Newsletter (attached to Minutes) relative to Northwestern Suburban Youth Ser'dcs Bureeu. It was noted that Ramsey County uses other referral services; refers about 5/year to NWSYS Burosu. App,oval of Summer Program Leaders for Soccer, Youth SOftball, l:::.!.all and Swimming Council was referred to memos of 6-18-82 and 6-25-82 from Parks Director B~ckley. Aftar discussion, Hicks moved. seconded by McAllister, that Council approve the hiring of five indivi~uals for 1982 summer program activities aa listed in Buckley's memo of 6-18-82 and the hiring of ~ichard Anderson, tennis instructor, at $6.00/hr (memo of 6-25-82) as recomme3ded. Motion carried unanimously (5-0). (Cauncil concurred that the fall and winter program personnel be hired at rates not to exceed 8-10% increase over that of a . year ago.) Council concurred that Buckley obtain ~hB informal bids for hockey rink at Hazelnut Park (memo of 6-25-82) and to discuss the quotes with Council when received. Motion carried unanimously (5-0). Market Values for 1983 McNiesh-referred Counc!l to Market Values for 1983, which will be used to c.alculste increase in Fire Contract. Average incl'ease is 12r over 7/1/81~82 contract; result is about $125.00 ever budget for 1982. Council Liaison Report~ Public Works Foreman - Hicks referred Council to Public Works Com- mittee Minutes (6=16~82) suggesting that the Public Works Foreman title and duties remain as they are, and that he be authori~ed to reinforce his supervisory skills and duties from time to time. Council concurred. ~ks and Recreation - It was repo~ted by Mulcahy that a sub- committee is currently investigating the possibility of s ball field within the arsenal property; nothing to report to date. ~er Lighting - McAllister asked about the status of the dual lighting of the motorols tower. McNleah vaa requested to contact Mr. Vaughan relative to when the lighting change will be completed. Roadway Ease:nent Liability - MclasfJh wes requested to check City's liability pertaining to the tax forfeited roadway easement to Lake Johanna (Fairview to lake) obtained by the City for "public purpose".
