Review/discuss proposed mission statement: The mission of the Economic Development Committee shall be to stimulate and assist quality economic growth and diversification of the Economic Base for the citizens and businesses of Arden Hills. This would be accomplished through: 1. •Retention and expansion of existing businesses. 2 . Attraction of new business activities. 3 . Working to provide a favorable climate for development and redevelopment. 410 3 . Discuss structure and make up of committee. (See attached. ) • A • Arden Hills Task Force to Establish an Economic Development Committee August 10, 1993 - Minutes Present: Bev Aplikowski, Brian Fritsinger, Tom Giguere, Steve Freimuth, Mary Miller, Dorothy Person. Laverne Freeh and Tom Goblirsch called with regrets as to other commitments. Discussion: After introductions and lunch, a discussion was held on the merits of establishing an economic development committee. The Committee supported the concept and indicated that it 's a timely decision. The key question raised was "what the purpose of the committee would be" . Bev Aplikowski responded by pointing out that it was this task force that would answer the question but the City Council approved the concept with the following idea in mind: 1. Assist current businesses to continue satisfactory operations, and to bring in new businesses that would benefit the citizens of Arden Hills. 2 . Assist City staff with contacts, referrals, and activities regarding development and redevelopment. 3 . Assist in further developing an Arden Hills Economic Development Plan and to consider possible strategies for development. Factors in considering strategies might include: unique market characteristics, quality of life, land availability, labor sources, capital, housing sources, changes in community profiles, etc. . . 4 . Assist in review of development and redevelopment issues/areas. 5 . Provide a public source of input to types of development necessary for the continued growth/quality of life. • 6. Be an advisory body to the City Council 410 Page Two Economic Minutes August 30, 1993 A copy of a City map with potential development/redevelopment areas highlighted was provided to those in attendance. The group indicated that an audit of available land, space and city assistance should be prepared. Further discussion on the goals of the task force was held: 1. To write a mission statement for the Economic development Commission. 2 . To determine the structure of the Commission. 3 . To identify potential members. 4 . To list at least two short term goals (action plan) . Bev Aplikowski and Brian Fritsinger volunteered to draft a mission statement for the next meeting. Future meetings will be held at a public meeting place or place of business. The next meeting will be: Friday, September 17, 1993 and 12 : 00 Noon Arden Hills City Hall • CITY OF ARDEN HILLS • MEMORANDUM TO: Economic Development Task Force FROM: Brian Fritsinger DATE: September 1, 1993 SUBJECT: Structure of Economic Development Committee The City Council has been discussing the formation of an Economic Development Committee. This committee would be an advisory board rather than a more formal political body such as an Housing & Redevelopment Authority (HRA) or Economic Development Authority (EDA) . The make up of a typical committee varies from community to community. As an advisory lord, the preliminary discussions of 5 to 7 members would best serve the current goals. This size would also, at a future date, make any transition to an EDA or HRA much simpler. The City Council previously discussed potential members of the committee. Any citizen or business person from the community could serve on this committee. Ms. Aplikowski has brought most of you together because of your previous involvement in different areas of Arden Hills or your experience with local businesses. Hopefully, some of you will consider remaining and serve on this committee. A potential make up of the Economic Development Committee discussed by Ms. Aplikowski and myself include: Banker, Realtor, Business Persons from both large and small companies, Chamber of Commerce, Lawyer, Accountant and/or Community representative. It should also be staffed by a Councilmember and City Staff. Regardless of the make up of the committee, the key is to gather individuals who have a genuine concern about the future of Arden Hills. Before our next meeting, we would appreciate it if you would consider serving on this committee.
