HomeMy WebLinkAboutCC 06-01-1982 Minutes of Special Joint Council Meeting Arden Hills/Shoreview Tuesday, June 1, 1982 - 7:30 p.m. Arden Hills Village Hall Call to Order Pursuant to due call and notice thereof, Meyor Woodburn called the meeting to order at 7:33 p.m. Roll Call Arden Hills: Present - Mayor Robert Woodburn, Councilmen Diane McAllister, Dale Hicke, Maurice Johnson Thomas Mulcahy -. Absent - None Also Present - Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm Shoreview: Present - Mayor Richard Wedell, Councilmen Richard Sundberg, Thomas Wegleitner, David McGraw Absent - Councilman Robert Weyandt Also Present - Manager Gary Dickson Discussion of Items of Mutual Interest A. Tower Lighting After discussion, it was the general con census that it would be desirable to have all the towers lighted in the same manner in both cities. Administration was requested to compile FAA requirements and to check with city of Duluth, and other agencies that have strobes, relative to problems encountered. Common lighting suggested, to provide the bes~ tower light- ing under all weather conditions, and the least offensive to residents, was duo-lighting (strobe at the top, with red lights below) if acceptable to FAA. B. Water Connection Beyond City Limits Wedell reported that Shoreview has been requested to serve a portion of the arsenal property with water from Shoreview; reported that Shoreview may have water available by the end of summer 1982; asked Arden Hill's policy relative to water connections beyond the city limits. Woodburn said there is no problem as far as Arden Hills is concerned; noted that Arden Hills would need an additional water tower, in order to serve the entire arsenal's needs; suggested Shoreview may wish to serve the entire arsenal, if requested by the srsenal. -. Reports of MPCA well testing will be shared with Shoreview when received. Wedell suggested that Arden Hills/Shoreview may wish to consider an "emergency water connection" between the two cities, similar to the connection Shoreview has with Roaeville; suggested that the connection be made in conjunc- tion with the Lexington Avenue reconstruction project, if it is desired by both cities. The matter was referred to Engi- neer Christoffersen for his recommendations. C. Bikeways It was Shoreview's and Arden Hill's understanding that a de- tached bikeway, proposed along Lexington Ave., north of Hwy. 96 to County Road I, would be on the west side of the road and would probably be tied to the road improvement. D. Emergency Medical Service It was the general concensus of both Councils that the matter of EMS be referred to the Safety Committees of both cities for their input. It was generally agreed that a consortium may be desirable before the citiea are required to subsidize the service. Minutes of Special Joint Council Meeting June 1, 1982 Some of the concerns expressed were: 1. High cost of Advanced Life Support 2. Response Time 3. Basic Life Support is often sufficient; could provide the needed service until ALS arrives E. Cable TV Shoreview reported they sre forming a committee to make sug- gestions for local access; noted it will require a lot of participation by the schools, libraries, cities etc. for all the channels; suggests one combined committee for all ten cities, eventually. F. Alarm Systems Shoreview reported concern relative to repeated false alarms (fire and burglar);. feels the number of alarms is "alarming"; concerns noted were: . ~police do not know whether the alarm is "real" orllfalse" -repeated alarms may be interpreted to be "probably a false alarm a~ain" After discussion, it was suggested that an ordinance be drafted to enforce control of alarms in all three cities (Arden Hills, North Oaks, Shoreview) posaibly allowing one false alarm/year and imposing a fee for any additional false alarms; purpose is to control false alarms on a uniform baais; probably start on burglar alarms, to see what happens. Shoreview will prepare a draft of an ordinance proposal for consideration by all three cities. G, Fire Department Inspection It was noted that ISO will not perform an inspection of Lake Johanna Volunteer Fire Dept. in the near future. Shoreview and Arden Hills concurred that a private inspection should be made. H. Leaf Pickup Problems of leaf pickup were discussed. Equipment is expen- sive; pickup is difficult because leaves fall all at once all over the city. A suggestion was provision of a site for resi- dents to take their own leaves and grass, and from which resi- dents could pick up compost for gardens; a concern re this suggestion was that the site would probably also be utilized as a "dump site" for old tires, refrigerators, concrete etc. Relaxation of the MPCA "no burning" law seemed the best solu- tion to the problem.
