CALL MEETING TO ORDER AND ROLL CALL
The meeting was called to order by Jim Ostlund at 6:00 pm.

Call to Order

3. UNFINISHED AND NEW BUSINESS
A. Review Presbyterian Homes Renewal and Renovation TIF Request
Ostlund noted a potential conflict of interest with the project as his wife is
employed by Presbyterian Homes& Services and the architect is a client of his.
John Mehrkens offered,upon request,to provide additional information on
previous projects that TIF was used by Presbyterian Homes& Services. The TIF
run was only calculated on one of the two parcels of property. Kvilvang will re-
run the TIF run calculating both parcels.
A motion was made that Council approve TIF for Presbyterian Homes&
Services with or without the library.

Seconded: Arlene Mitchell
Johnson recommended that the FPAC create a long term policy regarding TIF.
The policy would be used to set criteria and priority for future projects.
A motion was made that a Long Term Policy for TIF is added to the October
FPAC meeting. This discussion may need to include the EDC.
