Second Level Conference Room, Arden Hills City Hall CALL MEETING TO ORDER AND ROLL CALL The meeting was called to order by Jim Ostlund at 6:04 pm. MEMBERS PRESENT: John Braun; Brenda Holden, Council Liaison; Jeff Johnson; Arlene Mitchell; Jim Ostlund; Katharine Peters MEMBERS NOT PRESENT: OTHERS PRESENT: Sue Iverson; Joe Rueb Call to Order 1. UNFINISHED AND NEW B SINESS A. Discussion on cevelopina TIF policy The Committee crested two subcommittees to discuss separate topics of the TIF policy. One sub'et mittees (Johnson; Mitchell; Peters)will discuss"Why or Why Not TIF?". The other subcommittees (Braun;Ostlund)will discuss "What level of TIF is appropriate?". The subcommittees will meet outside of regular meeting times and will bring back information for further discussion. The Committee will need to meet with the Economic Development Commission (EDC)to further discuss the policy. Eventually the Committee should also discuss TCAAP and the impact it will have on the policy. A goal would be to figure out "What is the City getting out of giving TIF"? Iverson or Rueb will request information from other cities upon request from committee members. The Committee would like Jill Hutmacher, Community Development Director,to attend the November meeting. DEN HILLS MEMORANDUM DATE: November 5, 2010 TO: Financial Planning and Analysis Committee FROM: Sue Iverson, Finance Director/Treasurer SUBJECT: Meeting agenda Discussion on Developing a TIF policy • One of the items on the 2010 work plan was: To develop a TIF policy as to what maximum percentage of the City should be in a TIF district. As we have potential projects that may request TIF assistant, the council would like the committee to explore and start working on this policy. This will ultimately be done with the EDC,but we would like to start the discussions and explore what information needs to be gathered and develop a "work plan" on how to begin this task. Last meeting the committee broke into groups to work on this task. We will continue having discussions as committee on this project and we will also meet the new Community Development Director, Jill Hutmacher. Jill comes from the City of Bloomington as the Acting Administrator of the Port Authority. She also worked in Dakota County and will be able to give the committee insight into the experiences that she has had with TIF in her former positions. •
