tact. Therefore. he .uggeeted the following ideas for alleviation

set ot strobes,
2) J:natall a steaely-burning whit e light at the. locati.on
of each set ot strobes to prevent the appearance ot the liBhts

}) Switch to a complete elual-system of lighting (strobe.
durinc the day and co_on blinking red lisht sat night).
