Council Chambers,Arden Hills City Hall CALL MEETING TO ORDER AND ROLL CALL The meeting was called to order by Jim Ostlund at 6:00 pm. UNFINISHED AND NEW BUSINESS A. Continue discussion on developing a TIF policy TIF white paper discussion was continued from the January 11th meeting. A briefing on last month's meeting was gone over to bring David Grant up to speed on the committee's TIF white paper. Review of the current changes were looked at and discussed.A proposal to bring the paper to an upcoming council work session was introduced and decided that April or May would be possible options for the presentation of the paper to the council and to gather their input. For the next month's meeting it was requested that Bob Streetar and Jill Hutmacher be present to provide further information to develop the TIF whitepaper. 4. REPORTS A. Report from the City Council Mayor Grant updated the committee on the current issues related to the TCAAP site. 5. As we have potential projects that may request TIF assistant, the council would like the committee to explore and start working on this policy. This will ultimately be done with the EDC, the group has broken into subcommittees to work on this project and this will be extended into 2011. Bob Streetar, Community Development Director at Oakdale, will be our speaker to answer any questions that the group may have about his experiences with TIF. Bob has worked in the communities of Minnetonka, Columbia Heights, and Oakdale. Our own Community Development Director, Jill Hutmacher, will also be present to answer questions from her experiences in Dakota County and Bloomington. We have scheduled a session with the City Council at the April Worksession on April 18, 2011 at 6:00 p.m. You will still have your April meeting on April 12th to finalize any items before the worksession with the City Council. Some additional information that was gathered by Jim Ostlund from a study in Roseville has also been included for informational purposes as it has been referred to at past meetings. •
