CALL TO ORDERfROLL CALL
I Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council
worksession at 4:32 p.m. Present: Councilmembers Paul Malone, Dale Hicks, Susan Keim, and
I Beverly Aplikowski; City Administrator, Brian Fritsinger; Parks & Recreation Director, Cynthia
Walsh; Public Works Superintendent, Dwayne Stafford; City Accountant, Terry Post; and
Community Development Director, Kevin Ringwald.
I Roundtable Discussion
a. Committee Reports
I Councilmember Hicks updated the Council in regards to the recent Public Safety
Committee Meeting. The Committee has an opening for one member.
I Councilmember Malone updated the Council in regards to the March 6th Planning
Commission meeting and the three cases which will be acted upon in April.
Ie Councilmember Malone briefed the Council on discussions by the Fire Department
Benefit Association. Mr. Malone reminded staff that Attorney Filla was to have provided
I a legal opinion on approving pension changes. Mayor Probst also indicated a desire to
look at a joint powers agreement and opening discussions with other cities regarding fire
department services.
I Councilmember Aplikowski informed the Council of several upcoming Parks Department
activities. The Easter Egg Hunt will be in April, flower plantings in June and Perry Park
I Grand Opening in June. Councilmember Aplikowski also noted that Land O'Lakes will
assist the City with the preparation ofthe Economic Development marketing brochure.
I Councilmember Keirn requested that a staff member be appointed to serve as liaison to
the Human Rights Committee. The Council concurred.
I b. Department Head Reports
City Accountant Post briefly updated the Council in regards to the water meter
I replacement project. Mr. Post specifically requested input regarding the hiring of a
consultant to assist with the preparation ofan RFP. The Council directed staff to move
forward without consulting assistance.

Public Works Superintendent Stafford advised the Council on the County's support for I
several optic an installations within the City. Staff was directed to inform the County that ..
it supported opticons when necessary and that the City would budget in 1997 to pay for
the 1996 project.
Mr. Stafford also updated the Council regarding the possibility of extending the I
watermain along Old Highway 10 to residents by Round Lake. This area is not currently
serviced by municipal water. Council directed staff to proceed with a feasibility study and I
hold an informational meeting with residents to discuss the proposed project.
Parks & Recreation Director Walsh indicated that Earthday will be in April and local boy I
scouts will be performing community service by picking up trash in park and trail
locations.
c. T.e. Field & Company I
Mark Lenz, T.C. field & Company, advised the Council as to his findings while
reviewing the insurance coverage carried by the City. The Council should consider I
changes in its boiler and machinery, open meeting and excess liability coverages. The
City should also review managed care for its Workers Compensation coverage.
Councilmember Hicks requested that these items be reviewed and discussed at the earliest I
opportunity. The Council concurred.
d. Administrator Comments eI
Administrator Fritsinger reviewed several issues with the Council. Mr. Fritsinger advised I
the Council ofliability concerns regarding the construction of Pascal A venue at twenty-
one feet.
e. Council Comments I
Councilmembers briefly reviewed several subjects with those in attendance.
Councilmember Malone asked that the Council be given an opportunity to review I
proposed assessments related to the 1996 street reconstruction projects prior to formal
public hearings.
Mayor Probst will be absent from the April 8, 1996 Council meeting. I
f. Education Update I
Mayor Probst briefly discussed his attendance at the 1996 National League of Cities
Conference.
g. 1996 Ramsey County Street Improvement Plans I
The Council requested that staff continue to track the proposed County CIP projects and I
involve the County in the 1997 Budget discussions.
