Summary and Analysis of
Emergency Services Calls in 2011 and 2012

This report summarizes the patterns for Emergency Services calls for the years 2011 and
2012 in the City of Arden Hills. The city provided call data from The Ramsey County
Sheriff and the Lake Johanna Fire Department. The calls were matched to parcels and
roadways. The specific methodology used is summarized in Appendix A.
Using the call time records in each file,the amount of time spent on each call was
calculated. This report summarizes the amounts and patterns of calls with respect to
locations in the city, land use,major generators of the calls, and call type.
I. Overview of Emergency Services Calls
In 2011 and 2012 there were 8,894 emergency services calls. For some reason, 202 calls
could not be matched to a parcel,valid address range or street name in Arden Hills. As a
result,there was a net total of 8,692 calls in the city for that period.
• A. Calls by Land Use
A summary of the calls by land use category is provided in Table 1.
Residential land uses were responsible for the greatest percentage (38.6%) of time spent
on the 8,567 calls matched to the city. Single family residential had the greatest amount
(21.2%), while the mobile home park was responsible for 11.9%.
Tax exempt land use had 23.4%of the call time,with church or charitable uses having
6.6%, private schools with 6%and public schools with 5%.
Streets and highways had 17.5%, most of which(7.62%)was for county state aid
highways (CSAH). Federal and state highways had 4.7% and 2.7%,respectively.
Commercial uses were responsible for 16.5%of the call time, most of which came from
shopping (5.3%) and office (3.0%).
Industrial was responsible for 2.3%of the time,with vacant and other uses having less
than 1.7%.
The pattern of emergency services calls is shown on Map 1. For reference, Map 2 shows
the generalized land use categories. Each blue dot represents 10 minutes of sheriff call
time; each red dot shows 10 minutes of fire and EMS calls.

• B. Top 50 Parcels with Emergency Service Calls
The top 50 parcel locations responsible for emergency services call time are listed on
Table 2. The mobile home park tops the list with 486 hours of call time. The other types
of residential parcels accounted for 178 hours.
There are 13 tax exempt parcels in the list of the top 50, with a combined total call time
of 919 hours. Church or charitable uses had 261 hours, private schools had 241 hours,
and public schools had 205 hours.
The top 50 parcels list includes 21 commercial parcels,with a combined total of 571
hours. Of these, shopping accounted for the greatest time, at 209 hours. The industrial
parcels in the top 50 accounted for only 34 hours.

• II. Sheriff Calls
Again, as shown on Table 1, in 2011 and 2012 there were and 8085 sheriff calls reported
for Arden Hills. Of these, 7,927 were confirmed to have been in the city. The other 158
•
calls (2%)appeared to not be in the city. These included street names not in the city our
house numbers that were not in the address ranges for the city. For the confirmed calls in
the city,the average time per call was 29.3 minutes.
Map 2 shows the locations of sheriff calls. Each dot shows 10 minutes of call time (calls
of less than 10 minutes are not shown).
A. Calls by Land Use
The greatest amount of time was spent on residential land uses, at 38.7%, followed by tax
exempt at 23.4%, streets and highways at 17.8%and commercial at 16.4%. Industrial
only accounts for 2.2%, with the remaining uses at 1.5%or less.
In the residential category,the mobile home park made up 12.6%of the call time,
compared to 20.8%for single family. We don't yet have the total count for housing
units,but the amount of time per mobile home unit will probably be much greater than
the per unit amount for any other residential use.
• Among the exempt uses, churches and charitable consumed 6.3% of the time. Tax-
exempt private schools consumed 5.8%, and exempt public schools were responsible for
5.3%of the time.
As expected,the more highly traveled streets and highways required the greatest amount
of time,with county state aid highways (CSAH) accounting for 7.7%of the time, and
federal and state at 4.7%and 2.9%, respectively.
Shopping had the greatest amount of call time among the commercial uses (5.4%),
followed by office at 2.7%.
B. Top 50 Parcels with Sheriff Calls
The top 50 parcels consuming Sheriff time are shown in Table 3. The mobile home park
again tops the list. Among the others in the top 50 are 10 additional residential parcels,
14 tax-exempt, 21 commercial, 3 industrial, and 1 vacant parcel. It is especially
noteworthy that Bethel University,Northwestern College, Mounds View Senior High and
Valentine Hills Elementary Schools are all among the top 50, and are tax-exempt uses.
C. Sheriff Calls by Type
The sheriff call list categorizes calls by type. There are 177 different types. These have
been generalized down into 91 for our purposes. The number of calls and the amount of
call time for these categories is provided on Table 4. While it would not be practical to

III. Fire and EMS Calls
In 2011 and 2012,there were 809 fire and emergency medical services(EMS) calls
reported. Of these, 763 were actually in the city; another 44 did not match to a known
address, address range, or street location in the city.
The distribution of fire and EMS call time is shown on Map 10. Each dot represents 10
minutes. Parcels with calls of less than 10 minutes duration are not represented.
A. Fire and EMS Calls by Land Use
As it was shown in Table 1,residential parcels accounted for the greatest percentage of
the fire and EMS calls (37.5%), most of which were for single family. Tax exempt was
responsible for 24.5%of the calls,with churches and private school uses taking up the
vast majority of the time. Commercial was responsible for 18%, with and office and
medical responsible for about 12%out of the 18%. Industrial and vacant each only had
about 3%, respectively.
B. Fire and EMS Calls by Type
• The fire call list provides an incident code for each call. These codes have been matched
with the national standardized list of fire codes to give a general and detailed description
of each call type. Table 6 lists the calls by type and the number and amount of time spent
on each during the 2011 and 2012 time period. EMS calls were the group with the largest
amount of time spent, at 172 hours, followed by fire at 39 hours. Table 7 summarizes the
numbers and time amounts by fire code. Medical assistance tops the list with 144 hours,
followed by building fires, at 24. Motor vehicle accidents rank#3, followed by alarm
system activation at#4. Map 11 shows the distribution of calls by fire, EMS and other
call type.
C. Top 50 Parcels with Fire and EMS Calls
The top 50 parcels that were responsible for the greatest fire and EMS call time are listed
in Table 8. The table also breaks down the call time into general categories of call type.
There were 22 residential, 15 commercial, 8 exempt and 5 industrial. Presbyterian
Homes, Group Health and Cardiac Pacemakers are in the top 10, and mostly have EMS
calls. Bethel University and Northwestern University are exempt private uses (as is
Presbyterian Homes)are within the top 10. Independent School District 621, Exempt
Public Schools, is also in the top 10. The mobile home park is also within the top 5,
mostly for EMS call time.

IV. Summary
In 2011 and 2012 there were 8,690 emergency services calls to Arden Hills, resulting in
4,147 hours of call time. The average call time was 29.1 minutes, or about one half hour.
Most of the call time was spent on residential uses. However, a significant amount was
spent on tax-exempt uses as well,particularly for educational institutions,both private
and public. Commercial land uses also account for a significant amount of call time, as
well as streets and highways. Of the sheriff call time,the greatest amount was spent on
accidents,but off-duty employment was a close second. Of the fire department calls,
most were EMS calls.
This is only a brief summary of the information. A significant amount of data is available
for additional qualitative research and analysis on this subject.
